Short answer

Yes. A municipal fee is added to the transfer fee, but sources disagree on its size[1,2,3,4]. Kallas Law Firm (May 2026) puts it at 5% of the transfer fee and some flat registry items; IDAL (2018) and Mattar Law Firm list 0.25% of the value. The Land Registry office or notary can give your exact figure.

Also asked as: “Is there a municipal fee when a property is transferred in Lebanon?” · “Municipal fee on a property sale in Lebanon” · “Is the municipal fee 5% of the registration fee?” · “Do I pay the municipality when I buy property in Lebanon?”

Published sources disagree on how big this fee is, and we have not read the text of Law 60/1988 itself[1,2,3,4]. This page covers what was published up to 17 October 2026.

Law named by Kallas
Law 60/1988, as amended by Law 324/2024, Art. 36[1,2,3,4]

Two figures on two different bases

The two figures are measured against different things, so they are not the same size. Kallas Law Firm's fees calculator, dated May 2026, describes a 5% municipal fee added as a supplement to certain items of the real estate fee: the deed, the contract, the entry and the transfer[1,2,3,4]. Kallas ties this to Law 60/1988 as amended by Art. 36 of the 2024 Budget Law (Law 324/2024).

IDAL's guide to land ownership and Mattar Law Firm list the municipal fee as 0.25% of the property's value instead[1,2,3,4]. IDAL's guide dates from March 2018, and its fee figures predate Law 10/2022, which set today's transfer fee[5]. Kallas, by contrast, relies on the 2024 Budget Law. For a Lebanese buyer the transfer fee is 3% of the value, so Kallas's 5% comes to about 0.15% of the value.

The dates do not settle the question. We could not confirm which figure the Land Registry applies today, because we did not open the text of Law 60/1988[1,2,3,4]. Either way, the municipal fee is small next to the transfer fee itself, which is 3% of the value for Lebanese buyers, 5% for non-Lebanese[5]. The full set of buying charges is in what buying costs on top of the price.

When it is paid, and on what amount

Ministry of Finance circular 4835 of 13/11/2017 adds the municipal fee to the advance on the transfer fee. When a sale contract for surveyed property is drawn up, 2% of the contract price plus the municipal fee goes to the Treasury within 15 days, and the balance is paid at registration[4,6]. If the sale is not registered on the property's folio within one year, the advance is not refunded.

We could not confirm whether the advance is still collected this way after Law 10/2022[4,6]. Ask the notary or the Land Registry office before you sign.

The transfer fee on built property is charged on the rental value × 30, if higher than the declared price[1,7]. If Kallas is right that the municipal fee is a share of the transfer fee, it follows the same base. See estimated value versus the price in the deed and the rental value statement behind that estimate.

Separate from the yearly municipal fees

This one-off fee on a transfer is different from the fees a municipality charges owners every year. Those yearly fees are recomputed on 2022 rental values × 10 for homes[8]. See the annual municipal fees an owner pays.

How to find out the exact municipal fee on your purchase

  1. Get the property's estimated value first. The transfer fee on built property is charged on the rental value × 30, if higher than the declared price[1,7]. The rental value is estimated by the regional finance office (in Beirut, the built-property tax department). Ask the notary or the seller for a copy of that estimate before you agree on the fee split.
  2. Ask the notary for a written fee breakdown. Ask for the municipal fee on its own line, with the base and the rate used (5% of the transfer fee, or 0.25% of the value). A sale contract can also be drawn up before the competent assistant head of the Land Registry office instead of a notary[4,9].
  3. Check the figure with the Land Registry office for the property's district. That office can state the exact municipal fee[1,2,3,4]. If you are abroad, the person holding your power of attorney can ask there for you.
  4. Pay the advance on time and keep the receipt. You pay 2% within 15 days of the contract[4,6], plus the municipal fee. The advance is not refunded if the sale is not registered within one year.

It depends on

  • Your nationality. The transfer fee is 3% of the value for Lebanese buyers, 5% for non-Lebanese[5]. If the municipal fee is a share of the transfer fee, as Kallas says, it would be larger for a non-Lebanese buyer too[1,2,3,4]. The notary can confirm the amount. More in property registration fees.
  • Estimated value or price. For built property the base is the rental value × 30, if higher than the declared price[1,7]. The base for unbuilt land is not confirmed, so ask the Land Registry office.
  • Which reading the office applies. Kallas gives 5% of the transfer fee; IDAL and Mattar give 0.25% of the value[1,2,3,4]. The Land Registry office or the notary can tell you which one goes on your payment.
  • An old contract. Fees on contracts entered in the daily register before 1/1/2020 and still unpaid are calculated at LBP 1,500 per USD until 31/12/2026[1,10]. Read old contracts and the 1,500 rate.

Common questions

Is the municipal fee included in the 3% or 5% transfer fee?

No. The municipal fee is charged on top of the transfer fee. Sources disagree on its size: 5% of the transfer fee according to Kallas Law Firm, 0.25% of the value according to IDAL and Mattar Law Firm[1,2,3,4].

Who pays the municipal fee, the buyer or the seller?

None of the sources we read says who pays the municipal fee on a transfer. Agree it in writing in the contract, and ask the notary to show it on the fee breakdown.

Is this the same as the municipal fees I pay every year?

No. The municipal fee on a transfer is a one-off charge when the property changes hands. Yearly municipal fees are recomputed on 2022 rental values × 10 for homes[8].
