Short answer

In Beirut and Mount Lebanon, you pay the Water Establishment's 2026 bill through its collectors, at the cash desk or card machine of a distribution office, or, per one report, at OMT centres[1,2]. Alhadeel reported up to three instalments and MTV later up to four, the last due in December 2026. Older arrears can be spread until December 2028.

Reports differ on the number of 2026 instalments: Alhadeel (7 January 2026) says three, MTV (8 September 2026) says four[1,2]. This page covers what was published up to 17 October 2026, and only for the Beirut and Mount Lebanon Water Establishment.

Where you can pay

The Beirut and Mount Lebanon Water Establishment put its 2026 bills into collection from 07/01/2026[1,2]. You can pay the 2026 charges, and any earlier ones, through its collectors, at the cash desk of a distribution office, or by card on the office's POS machine. Alhadeel's report also lists OMT money-transfer centres. MTV's report does not mention them.

We found nothing published on paying online or from abroad, and the Establishment's own website could not be reached when we checked[1,2]. If you live abroad, ask someone you trust to call or visit the distribution office for your area and find out which channels accept payment for your subscription. Whichever channel you use, keep the receipt.

The Establishment says its public collection announcement counts as personal notice to every subscriber and interrupts the limitation period, under Decree 14597, Art. 24 of the operating regulation[1,2]. The two reports give different dates for that decree, 14 June 2005 and 14 June 2025, and we did not read the decree itself.

Instalments for 2026

Subscribers who want to can split the 2026 charges, but the reports disagree on the terms[1,2]. Alhadeel (7 January 2026) says up to three instalments, due before the end of October, November and December 2026. MTV (8 September 2026) says up to four, due before the end of September, October, November and December 2026.

The later MTV report may reflect an updated announcement, but we found no consolidated official page to settle it[1,2]. MTV's first due date, the end of September 2026, has already passed. Ask the distribution office which schedule applies to you and how many instalments you can still take if you start now.

Old arrears and late fines

For charges from 2025 and earlier, the Establishment waived 85% of the late-payment fines[1,2]. The waiver covers the fines only, not the charges, and no end date was stated. You can also pay charges for years before 2026 in instalments, over a period ending no later than December 2028.

If you were a subscriber before and still owe arrears, you can now take a new subscription and pay the old debt in instalments until December 2028 at the latest[1,2]. See how to get a water subscription for what is known about new connections.

Tenants, buyers and other regions

No source we found says whether the owner or the tenant pays the water bill. Write it into the lease, together with who settles any arrears from before you moved in. More in who pays utilities in a rented flat.

If you buy, note that the Establishment cut the fee for changing the subscriber's name by 90%[1,2]. The base fee and the documents needed were not published in what we read, so ask the distribution office. Check that the seller's water account is paid up before you sign, as you would when moving the EDL meter into your name.

Our research did not cover the North, South and Bekaa water establishments[1,2]. If your property is there, ask your regional water establishment's office for its own 2026 payment channels, instalments and fine waivers. If the network does not supply enough, you may also pay for tanker water: see what tanker water costs.

How to pay your 2026 water bill

  1. Find your subscription details. Bring your last water bill or receipt, or the subscription number, so the office can find your account.
  2. Choose a payment channel. Pay a collector, or go to the distribution office for your area and pay at the cash desk or by card on its POS machine. Alhadeel also lists OMT centres[1,2].
  3. Ask for instalments if you want them. At the distribution office, ask whether the three-instalment or the four-instalment schedule applies, and when each payment is due[1,2].
  4. Clear older years at the same time. Ask for the 85% late-fine waiver on 2025 and earlier[1,2], and for an instalment plan on pre-2026 charges ending by December 2028.
  5. Keep every receipt. Store them with your lease or deed. You may need them when you sell, move out or change the subscriber's name.

It depends on

  • Your region. Everything here concerns the Beirut and Mount Lebanon Water Establishment; we did not research the others[1,2]. Ask your regional establishment's office.
  • Whether you owe past years. Arrears from before 2026 can be spread to December 2028[1,2], and their late fines are cut by 85%. Ask the office for a statement of what you owe.
  • Whether you rent or own. No source says who pays the water bill. Agree it in writing with your landlord or tenant.
  • Whether the subscription is in your name. A buyer changing the name pays a fee cut by 90%[1,2]. The base fee is not published, so ask the distribution office.
  • Gauge or meter. For new subscriptions, the set-up fee was cut by 28% for gauge subscriptions and 15% for metered ones[1,2].
