Short answer

EDL lists bill payment and bank domiciliation (direct debit) among its services, but we could not confirm which channels it accepts: offices, banks, online or money-transfer outlets[1]. Ask an EDL customer office. EDL carries out no transaction on a subscription, including a transfer, until arrears are paid[2], so check for old bills before you buy or rent.

As of 14 October 2026, a demand to raise the EDL tariff was before the Council of Ministers, and we do not know whether it was approved[3]. This page covers what was published up to 17 October 2026.

What EDL says about paying

EDL's website menu has entries for bill payment, late-bill collection, bank domiciliation (direct debit) and net metering[1]. We saw only these menu links and did not open the pages behind them. So we cannot tell you which banks, offices, apps or money-transfer outlets take EDL bills, what happens when a bill is late, or when EDL cuts the supply.

An EDL customer office (مكتب الزبائن) can answer this. Our sources do not say how offices are assigned or how to find the one for your address, so ask EDL which office handles your building. Then ask where and how you can pay, whether direct debit needs a Lebanese bank account, and what happens if a bill is paid late. EDL asks customers to bring a subscription bill or the building's meter-room number to any visit[2], which lets the office find your subscription.

What the bill is likely to be

On 1 April 2026, Lebanon24 reported that EDL said its tariff was unchanged: USD 0.10 per kWh for the first 100 kWh, USD 0.27 per kWh above[4]. The report does not say whether the 100 kWh are counted per month, and it mentions no fixed charges. The detail is in how much EDL charges per kWh.

One Beirut-area household told Al Jazeera in October 2026 that it paid USD 60 a month to EDL and USD 80 a month for a generator[5]. That is one household, not an average. To budget for the whole month, read what electricity costs in total in a Beirut apartment.

Why unpaid bills matter when you buy or rent

Until the arrears are paid, EDL issues no statement and carries out no transaction on a subscription, whether an upgrade, transfer, merger, split or move. It also refunds no deposit before then[2]. If the seller or landlord left bills unpaid, you cannot put the meter in your name until someone pays them.

EDL's page does not say who has to pay those arrears, so write the answer into the sale or lease contract. To move the meter, EDL asks for three documents: meter bill, deed or municipality-signed lease or sale contract, and ID[2]. The steps are in how to move an EDL meter into your name.

How to set up paying your EDL bill

  1. Find your subscription details. Get a recent EDL bill for the flat or the building's meter-room number from the seller, landlord or building manager. EDL asks for one of them at any visit[2].
  2. Ask an EDL customer office how to pay. Ask which channels it accepts (cash desk, bank, online or money-transfer outlet), whether it offers direct debit and on what conditions, and when bills fall due. Write the answers down. EDL does not publish whether it deals with someone acting for you or what authority that person needs, so if you are abroad, ask the office first, by phone if you can reach it, before you send anyone. If they ask for a formal document, see giving a power of attorney from abroad.
  3. Check for arrears before you sign. If you are buying or renting, ask the office whether the meter has unpaid bills, because arrears must be paid before any transfer[2]. Agree in the contract who pays them.
  4. Put the meter in your name. Bring the meter bill; a title deed, a sale contract, or a lease signed by the municipality; and a copy of your ID card or your individual civil-record extract (ikhraj qaid ifradi)[2]. You submit the request at the customer office.
  5. Keep every receipt. Keep paper or photo copies of each payment. If a dispute comes up, or you later sell or move out, they show the bills were paid.

It depends on

  • Whether you live abroad. EDL lists direct debit as a service[1], but we could not confirm whether it needs a Lebanese account. Ask an EDL customer office, and see whether a non-resident can open a bank account.
  • Old unpaid bills on the meter. Nothing can be done on the subscription until they are paid[2]. Your contract with the seller or landlord decides who pays.
  • Whose name the meter is in. If it is still in the previous occupant's name, transfer it with the documents EDL lists[2]. A new flat needs a new EDL subscription instead.
  • Tariff changes. A tariff increase was before the cabinet as of 14 October 2026[3]. Check the current rate on your bill or with EDL.

Common questions

Can I pay my EDL bill online?

We could not confirm it. EDL's website lists a bill-payment service and bank domiciliation (direct debit), but we did not read the pages that describe how they work[1]. An EDL customer office can tell you which channels it accepts.

What happens if I do not pay my EDL bill?

EDL's late-payment and disconnection rules were not in what we read, although its website lists a late-bill collection service[1]. What EDL does state is that it carries out no transaction on a subscription, such as a transfer, and refunds no deposit until arrears are paid[2].

Who pays old EDL bills when I buy or rent a flat?

EDL's page does not say whether the seller, landlord or new subscriber pays. Its only rule is that arrears must be paid before any transfer[2]. Agree who pays them in the sale or lease contract before you sign.
