What can I do if I bought property in Lebanon with a forged deed?
On this page
Short answer
It depends on whether the sale was registered. Either way, first get an official Land Registry certificate for the plot to see who is now registered as owner[1,2]. According to Kallas Law Firm, fraud over property is a crime prosecuted without a complaint[3]. Report it through the ISF Baligh service, the ISF app or the nearest police station[4]. Getting the property or the money back needs a Lebanese lawyer.
Also asked as: “What can I do if I bought a property in Lebanon and the deed was forged?” · “The seller's ID was fake: what happens to my purchase?” · “Forged title deed after buying property in Lebanon” · “Who pays if the Land Registry registered a forged sale?”
This page covers what was published up to 17 October 2026. None of those sources says how a Lebanese court undoes a forged sale, whether a buyer in a forged chain keeps the property, or how the price is recovered, so take those questions to a Lebanese property lawyer.

First, find out what the register says now
The Land Registry (السجل العقاري) is run by General Directorate of Land Registry and Cadastre, Ministry of Finance[8,9]. Check what it records before you rely on any paper you were handed. An official property certificate (ifadeh aqariyeh) lists the owners, the source of their right and their shares, as well as mortgages, seizures, other charges and pending court actions[1,2]. Only the official certificate counts for a transaction or in court. Copies printed online or at OMT are unofficial[1,2,8,10].
According to Legalmondo (June 2025), the official certificate is requested only in person, at the land registry office for the property's area[1,11], and costs USD 5[1]. The same page says anyone may ask for one without showing a legal interest, but no certificate is issued while a registration on the plot is still in process. Kallas Law Firm gave 2 business days for a physical certificate in October 2025, and times vary with office opening days[2]. In April 2026 the Finance Minister said the registry's database allows certificates to be issued electronically, without saying whether the public can request one that way[12]. Ask the land registry office.
The register is kept by property, and each property has its own folio under its number[6]. To request a certificate you give the property's governorate, district, real estate zone, property number, section and block[1,8], where they apply. Check that the number on your papers matches the certificate.
If you are not sure of the plot number, the registry can also be searched by an owner's name, using full name, birth year and mother's name[2,12]. Kallas gave about 10 days for such a search in October 2025[2]. Annahar reported in April 2026 that older entries may not record the mother's name[12]. Our sources do not say who may request a name search or at which office, so ask the land registry office. More detail is in how to get a Land Registry extract.
Where you stand depends on what happened
| Your situation | What the law gives you | What our sources do not settle |
|---|---|---|
| The sale was never registered | A personal right against the person who sold to you, not ownership[5,13] | What that right is worth against someone who never owned the property |
| The sale was registered in your name, then the forgery came out | Kallas reads Decree 188/1926 as protecting whoever acquired a right relying on the register, unless they knew of the defect beforehand[6] | Whether that protection covers a buyer whose chain rests on a forged ID or deed |
| The real owner sold to you and to someone else | Kallas says a double sale is fraud under Art. 655(3)[3]. Between the buyers, the one entered first in the registry's daily journal ranks first[6] | What happens to the buyer who ranks second |
For an ordinary unregistered sale, Kallas describes a lawsuit against the seller or the seller's heirs to force registration, claim damages or confirm the sale[6,14]. None of our sources says how that works when the seller was not the real owner. More on the unregistered case is in a sale contract with nothing registered.
How these frauds have worked
In June 2026 the Internal Security Forces (ISF) reported a case in Halat (Jbeil). A title deed had been forged using a fake identity document in the real owner's name, and the property was moved to the forger and then to a buyer, although the owner had never sold it[15]. The buyer learned the deed was invalid only when he tried to register the property, after he had already bought it.
In July 2026 the ISF reported another suspect who forged deeds, identity cards and powers of attorney. He used them to have powers of attorney executed before notaries, then mortgaged the properties to several people, so a power of attorney notarised in Lebanon can rest on forged identity papers[16]. Notaries do report suspicious files: in August 2026 the ISF said offices in Jounieh and the Bekaa had flagged suspected forged powers of attorney, a title deed and an ID card[17]. More patterns are in fake owners and forged deeds.
The criminal side
Kallas Law Firm lists the fraudulent acts covered by Art. 655. They include disposing of property by someone with no right to do so, and using a false name or false capacity to deceive. The victim must also have handed over money or property because the deception misled them[3].
Forgery is a separate set of offences that our sources do not cover[3]. Nor do they say that a criminal conviction returns the property or the money. That is a civil question for your lawyer.
Report early. According to Kallas, the limitation period runs from the last payment, not from discovery[3], and our sources do not give its length. Here is how to report a property scam.
What to do, step by step
- Stop paying. Do not send further instalments, fees or "registration costs" to the seller, the broker or anyone acting for them until a lawyer has looked at the file.
- Get an official Land Registry certificate for the plot. Someone in Lebanon (you, your lawyer or a person you trust) asks for it at the land registry office for the property's area[1,11]. Legalmondo says it is issued only in person[1]. Bring the property's governorate, district, real estate zone, property number, section and block[1,8], where they apply. Read the owners, the charges and any pending actions on it[1,2].
- Collect every piece of evidence. Keep the sale contract, the deed you were given, copies of the seller's ID and of any power of attorney, the notary's name and office, and proof of every payment and message. If a broker handled the deal, Art. 296 of the Commercial Code requires the broker to record each transaction and to give a certified copy to any party who asks[18]. Ask for that copy in writing.
- Hire a Lebanese property lawyer. Ask three things. First, whether to seek a notice of a court action on the folio, which only the civil court president can order[6]. Court actions count against third parties only once they are inscribed. Second, whether the good-faith rule helps you. Third, who could be liable for the loss, given that Kallas finds no state fund[6,7]. If you live abroad, the lawyer can act under a power of attorney signed from abroad. You sign it at a Lebanese mission, or before a local notary, have it authenticated by the local authorities and then legalised by the Lebanese embassy or consulate[19,20,21,22]. For a property POA, missions ask for the property number and location, plus a copy of the deed or a Land Registry extract[19,21,23].
- Report the fraud. Use the ISF Baligh service, the ISF app or the nearest police station[4]. The ISF named these channels in March 2026; Baligh is on the ISF website (isf.gov.lb), and current contact numbers are published there. Prosecution does not need your complaint[3], but your report gives the police the file and the evidence. Tell the notary office that handled the deed as well.
- Keep checking the folio. While the case runs, get a fresh certificate from time to time to see whether anyone has sold, mortgaged or seized the property.
It depends on
- What was forged. A fake seller ID, a forged deed and a forged power of attorney are different problems. If the seller acted under a power of attorney, Kallas says one used for registration must be no more than 5 years old[14,24] unless it is truly irrevocable. Whether it is irrevocable depends on what it says in substance, whatever its label[14]. See how to check that a power of attorney is genuine.
- What you knew. The good-faith protection does not apply to someone who knew of the defect before acquiring[6]. Keep anything that shows what you were told and when.
- Whether there are other buyers. If the property was sold twice, rank goes by the date of entry in the registry's daily journal, not by the date of signature[6].
- Where you are. According to Legalmondo (June 2025), the official certificate is issued only in person[1], so someone in Lebanon has to collect it. The Finance Minister mentioned electronic issue in April 2026 without saying whether the public can use it[12]. Ask the land registry office for the property.
Common questions
Will the State compensate me if the Land Registry registered a forged sale?
According to Kallas Law Firm, reading Art. 95 of Decree 188/1926, Lebanon has no state compensation fund for registry errors: registry officials are personally liable for irregular inscriptions, and the State pays only if they cannot[6,7]. Whether that applies to a forgery case, and how to claim, is a question for a Lebanese lawyer.
Do I have to file a complaint for the police to act on property fraud?
Is there a deadline to report property fraud in Lebanon?
According to Kallas Law Firm, the limitation period for prosecuting fraud runs from the last payment, not from discovery[3]. Our sources do not give its length, so report promptly and ask a lawyer.
