Short answer

It depends, and no published source gives a typical time from agreement to registration. The law sets a few deadlines instead. After a surveyed sale contract, an advance on the transfer fee is due: 2% within 15 days of the contract[1,2]. It is lost if the sale is not registered within one year. The seller's gains tax is due within two months of the transfer[3,4]. Ask a notary in the property's area.

Also asked as: “How long from sale agreement to transfer in Lebanon?” · “How long does property registration take in Lebanon?” · “How long does it take to sell an apartment in Lebanon?” · “How long does the Land Registry take to transfer a title?”

The reduced gains-tax rate is 1% until 31/12/2026[3,4]. No source says whether the contract date or the registration date counts for a sale near the end of 2026, and PwC reads the 1% as covering only non-residential property. This page covers what was published up to 17 October 2026.

What sets the pace of a sale

A sale runs in a fixed order: a recent Land Registry extract, an optional promise of sale, the sale deed, then inscription at the Land Registry, which is when ownership passes[5]. The sale contract is signed before a notary (kateb adel) or before the competent assistant head of the Land Registry office[1,8]. Each step waits on a document from an office, and the total time is those waits added together.

We found no lawyer, notary or official source that puts a number on the whole process. What is published comes in pieces: one law firm's processing times for a property certificate, and office schedules from April 2025. Anyone who quotes you a fixed figure is going on their own experience. Ask the notary handling the sale for an estimate for that office and that property.

The deadlines the law does set

Once a surveyed sale contract is drawn up, 2% of the contract price plus the municipal fee is paid to the Treasury within 15 days, as an advance on the transfer fee. The balance is paid at registration, and the advance is not refunded if the sale is not registered within one year[1,2]. That year is the condition for keeping the advance; the sources do not describe it as a legal deadline to register. Whether the advance is still collected the same way after the 2022 Budget Law is not confirmed, so ask the notary or the Land Registry office.

The seller must declare the transfer and pay the gains tax within two months of the transfer[3,4]. In practice it is paid before registration, because the rental value statement needed for the sale is issued only after the built-property tax and the gains tax are paid[4,9]. For unbuilt land, the municipality's statement of contents and a location map take the place of the rental value[10,11]. More in which taxes a seller must clear before registration and how to declare and pay capital gains tax.

What can slow it down

  • A Treasury lien registered before the contract. The rental value statement is then not issued, except with the Director of Revenue's approval in set cases[12]. See what a Treasury lien means for a sale.
  • A mortgage on the property. Releasing a registered mortgage that secures an interest-bearing debt needs prior approval from the competent tax departments, with some exclusions, including residential units owned by individuals under certain loans[4,9].
  • Selling your last property in Lebanon. In some lien cases the request goes to the Director General of Finance, and no source says how long that referral takes[12].
  • Office opening days. In April 2025 Baabda took new transactions only on Thursdays 3, 10 and 24 April[7]. Check which registry office handles your property and when it is open before anyone travels.

Selling from abroad

If you are not in Lebanon, someone signs for you with a power of attorney, signed at a Lebanese mission or before a local notary and then legalised[13,14,15,16]. Some routes add mail time: the embassy in Belgium and Luxembourg legalises notarised POAs by registered mail only[16]. Some missions ask for the original deed or a registry certificate for a sale POA[15,17]. According to Legalmondo (June 2025), the official certificate is issued only in person in Lebanon; whether an official online version now exists is not confirmed[6,18,19,20]. No source gives how long a legalisation chain takes, so ask your mission. Here is how to sell from abroad with a POA.

The order of a sale, with the known deadlines

  1. Get a recent official property certificate. Someone in Lebanon requests it at the competent Land Registry office; online and OMT copies are unofficial[6,18,19,20]. Legalmondo (June 2025) says the official one is issued only in person, and we could not confirm whether an official online version now exists. Kallas Law Firm puts a paper certificate at 2 business days[6]. Read it for mortgages, seizures and pending court actions[6,20].
  2. Sign the power of attorney, if you are abroad. Do it at a Lebanese mission or before a local notary, then have it legalised[13,14,15,16]. Bring the original deed or registry certificate if your mission asks for one[15,17].
  3. Sign the sale contract. Buyer and seller, or their agents, sign before a notary or the competent assistant head of the Land Registry office[1,8]. A promise of sale beforehand is optional[5].
  4. Pay the advance on the transfer fee. It is 2% within 15 days of the contract[1,2]. Ask the notary to confirm the amount and keep the receipt.
  5. Clear the seller's taxes. The seller pays the built-property tax and the gains tax so the rental value statement can be issued[4,9]. For land, get the municipality's statement of contents and a location map instead[10,11].
  6. Register the sale at the Land Registry. The balance of the fee is paid and ownership passes on inscription[5]. If the sale is not registered within one year of the contract, the advance is not refunded[1,2].

It depends on

  • Charges on the property. A Treasury lien dated before the contract blocks the rental value statement[12]. Releasing a mortgage that secures an interest-bearing debt needs prior tax approval, with some exclusions for residential loans[4,9]. Ask the bank and the regional finance office whether yours is covered.
  • The registry office. Some offices have worked on set days only[7]. Ask the office or the notary for this week's schedule.
  • Where you sign the POA. Document requirements differ by mission, and some ask for the original deed or a registry certificate[15,17]. The embassy in Belgium and Luxembourg works by registered mail only[16]. No source gives mission processing times, so ask your Lebanese embassy or consulate.
  • Built property or land. Land needs a municipal statement of contents instead of a rental value[10,11]. Ask the municipality where the land lies how long it takes to issue.
  • A sale close to 31 December 2026. The 1% gains-tax rate ends then[3,4]. Ask the Ministry of Finance or a tax lawyer which date counts.

Common questions

How long does it take to get a property certificate in Lebanon?

Kallas Law Firm (October 2025) gives about 10 days for a property search by name and 2 business days for a paper certificate. Times vary with the office's opening days[6].

Is there a deadline to register a sale after signing?

The advance paid on the transfer fee is not refunded if the sale is not registered within one year of the surveyed sale contract[1,2].

When does the buyer become the owner?

Only when the sale is inscribed at the Land Registry. Signing the contract or paying the price does not transfer ownership[5].

Can I sell my property in Lebanon without travelling there?

Yes. Someone in Lebanon can sign and register for you with a power of attorney signed at a Lebanese mission, or before a local notary and then legalised[13,14,15,16].
