Short answer

BDH pays the seller, and only after the sale is registered in your name and the bank holds the new title deed and a first-degree mortgage certificate[1,2]. Because a registered title comes first, an off-plan flat or a home without its own title deed does not appear to qualify, though BDH does not say so outright.

No published source explains how buyer and seller protect themselves between the registration of the sale and BDH's payment[1,2]. Agree that period in writing, with a lawyer, before you sign the notarial deed. This page covers what BDH had published up to 17 October 2026.

How BDH pays the seller

In Lebanon a sale is signed as a notarial deed and then inscribed at the Land Registry, and ownership passes only on inscription[4]. BDH waits for that. It releases the loan to the seller once ownership is legally in your name and it holds the original new title deed and the first-degree mortgage certificate[1,2]. The money goes to the seller, not to you.

BDH's February 2026 Key Fact Statement appears to say that the payment is a wire from a bank outside Lebanon to the seller's fresh-dollar account, inside or outside Lebanon. We could not match that passage word for word[1,2]. BDH's purchase page says the loan is paid only in cash in fresh US dollars[1,2,3]. The two documents read differently, so ask BDH exactly how it will pay your seller, and tell the seller before you sign.

The gap before the seller is paid

The seller has to sign the deed and let the sale be registered before receiving the loan amount. Your own share is at least 20% of the home's value as set by BDH's technical valuation, not the agreed price. If the bank values the home below the price, you pay the difference in cash[1,2]. BDH does not publish when the down payment is due compared with registration and its own payment. Agree that timing in writing with the seller and check it with BDH.

No source says how buyers and sellers usually secure the period in between[1,2]. Ask BDH what it expects, and have a lawyer draft the terms.

Be careful with money you pay before registration. Until the sale is registered you have only a personal claim against the seller, not ownership[4,5]. See what an unregistered contract gives you. A promise of sale can be provisionally inscribed on the property's folio, which keeps your rank against a later sale or mortgage. Without that inscription it cannot be relied on against third parties acting in good faith[4,6]. More on this in a promise of sale for a unit not yet built.

Off-plan flats and homes without a title deed

BDH does not say in so many words that it refuses off-plan flats. Its payment rule needs a registered title in your name and a new title deed in the bank's hands[1,2]. A flat that is not built, or not yet registered as its own unit, does not appear able to meet that rule. Ask BDH directly before you pay any deposit. Here is how an off-plan flat gets registered after completion.

BDH's construction loan is a separate product. You must own the land and hold a building permit, and the loan is paid to you in stages as building progresses, once the bank holds the title deed and a first-degree mortgage certificate[7]. Because it requires you to own the land, it does not appear to suit buying a flat from a developer.

Age alone does not rule out an older flat. BDH publishes no maximum building age or price, although its valuation may still come in lower[1,2]. See using a BDH loan for an old apartment.

From application to payment

  1. Check the flat's title yourself. Get a recent Land Registry extract (ifadeh aqariyeh). It shows the owner, mortgages and restrictions[4,8]. Ask the seller in writing for the plot number, the real estate district and, for a flat, the section number, and check that the extract shows the same ones in the seller's name. Here is how to check a title deed.
  2. Apply to BDH directly. BDH takes applications on its online platform, open 9:00 to 13:00 on working days[1,3,9]. It works through no brokers or intermediaries[1,9], so do not pay anyone who offers to "get" you a loan.
  3. Wait for the bank's valuation. BDH works out your down payment on its own valuation, not on the price you agreed[1,2]. Have cash ready for any shortfall.
  4. Agree the payment terms with the seller. Put in writing when the seller is paid, by whom, into which account, and when your own share is due. Have a lawyer read it before the notarial deed.
  5. Sign at the notary and register. The sale is inscribed at the Land Registry[4], together with BDH's mortgage, which carries no mortgage filing or release fee[1,2]. The purchase registration fee, notary and stamp charges still apply. The registration fee is 3% of the value for Lebanese buyers, 5% for non-Lebanese[10].
  6. BDH pays the seller. Once the new title deed and the first-degree mortgage certificate are with the bank, BDH releases the loan to the seller[1,2]. Keep copies of every document.

It depends on

  • Whether the flat has its own title deed. BDH pays only after the sale is registered in your name[1,2]. Read the extract, and ask BDH before you commit to a flat that is not yet registered as its own unit.
  • The bank's valuation. A low valuation means a bigger cash down payment[1,2]. Ask BDH for its figure before you sign a promise of sale.
  • Where the seller wants the money. BDH's purchase page and its Key Fact Statement describe the payment differently[1,2] [1,2,3]. Ask BDH how it will pay, and confirm the seller accepts that.
  • Whether you live abroad. BDH is open to residents and expatriates[1,2,3]. If you cannot be in Lebanon to sign, read about giving a power of attorney from abroad and ask BDH what it requires from an agent.

Common questions

Can BDH pay the seller a deposit before the sale is registered?

No. BDH releases the loan only after ownership is registered in your name and it holds the new title deed and the first-degree mortgage certificate[1,2]. Any deposit before that comes from your own money.

Can I use a BDH loan to buy an apartment under construction?

BDH does not say explicitly. Its payment rule needs a registered title in your name, so an unbuilt or unregistered flat does not appear to qualify[1,2]. Ask BDH before you pay a developer.

Do I pay a fee to register BDH's mortgage?

No. Guarantees registered for BDH carry no mortgage filing or release fee[1,2]. The purchase registration fee, notary and stamp charges still apply.
