Short answer

It depends on your rental revenue. An owner or operator whose net revenue from one built property exceeds LBP 1.2 billion a year files a declaration with the competent finance office before 1 April each year[1] and pays when filing. We found no published rule for smaller properties, online payment or paying from abroad. Ask the regional finance office.

Who has to file a declaration

The 2024 Budget Law sets one clear duty. If your net revenue from a single built property is above LBP 1.2 billion a year, you file a declaration with the competent finance office before 1 April each year and pay the tax at the same time[1]. The duty applies to the owner and to the operator of the property.

For properties below that threshold, the sources we read do not describe the ordinary procedure. We could not confirm whether the finance office assesses you on its own, whether you have to file anyway, or how and when you are told what you owe. Ask the Ministry of Finance regional finance office for the district where the property sits, or a local lawyer.

What the tax is charged on

Built-property tax is charged on the net annual revenue of each property separately: 4% up to LBP 1.2 billion, 6% up to 2.4 billion, 8% up to 3.6 billion, 11% up to 6 billion and 14% above[1,2]. The full explanation is in how built-property tax is calculated and who pays it.

According to ALDIC's summary of Art. 60 of Law 10/2022, the revenue taxed is taken from the lease if it is not below 70% of a criteria-based estimate, otherwise from comparable properties, otherwise from property criteria (with a minimum 2.5% of the property's value[4]). We could not check whether later budget laws changed this, so ask the finance office which figure it uses for your property.

If you live in the property as owner or co-owner, from 2024 revenues LBP 360,000,000 is deducted from the taxable net revenue of each owner-occupied dwelling, for at most two dwellings (those with the highest rental values), pro rata to your share[1]. No source says whether a home lived in by relatives counts, or a home left empty while you live abroad. Ask the finance office.

Paying: what is known and what is not

Lebanese taxes are collected in Lebanese pounds[3,4]. Where an amount has to be converted from a foreign currency, the Banque du Liban rate applies.

Under Art. 76 of Law 10/2022, the regional finance offices, and in Beirut the built-property tax department, estimate the rental values used for the transfer fee[3,5]. The sources do not say these offices also handle built-property tax assessment or payment, but they are the natural first office to ask about your file.

We found no published source on the payment channel itself: the finance office counter, a bank, or Ministry of Finance e-services. We also could not confirm whether a non-resident can pay online, whether someone in Lebanon can pay for you with a power of attorney, or how to get a tax clearance from abroad. Before you name anyone to act for you, ask the finance office what authority it accepts, and get an official receipt for every payment.

Why it matters when you sell

Unpaid built-property tax holds up a sale. Where there is no Treasury seizure on the property, the rental value statement is issued only after built-property tax and capital-gains tax are paid, and Art. 66 of Law 10/2022 says no other taxes owed by the seller may be required[3,5]. Kallas Law Firm lists a third tax, annual municipal fees, while Art. 66 names only the first two. More on this in which taxes a seller must clear before registration.

How to sort out your built-property tax

  1. Identify the property exactly. Write down its plot number and real estate district, and for a flat its section, from your deed or a recent Land Registry extract. If you do not have them, see how to find your property's number, zone and section.
  2. Work out the net annual revenue. Start from the rent in the lease, if the property is let. According to ALDIC's summary of the 2022 law, the lease rent is used only if it is not below 70% of the criteria-based estimate[4], so the finance office confirms the figure. If the net revenue from that one property is above LBP 1.2 billion a year, you declare and pay at the finance office before 1 April each year[1].
  3. Contact the regional finance office for the property's district. In Beirut, the built-property tax department, which estimates rental values[3,5], is the natural first office to ask. Ask what is owed for each year, how it was assessed, how you can pay, and whether an agent with a power of attorney can pay or collect a clearance for you.
  4. Pay and keep the receipt. Pay in Lebanese pounds[3,4]. Keep the official receipt and a scan of it, with the property number written on each one.
  5. Clear it before any sale. The rental value statement needed to sell is issued only once built-property tax and capital-gains tax are paid[3,5].

It depends on

  • How much rent the property earns. Above LBP 1.2 billion net a year from one property, the annual declaration duty applies[1]. Below it, the procedure is not published; ask the regional finance office.
  • Who lives in it. A dwelling you occupy as owner or co-owner gets LBP 360,000,000 per owner-occupied dwelling, two at most[1]. Whether a home lived in by relatives, or left empty while you are abroad, qualifies is not stated; ask the finance office.
  • Whether you live abroad. Online payment, payment through an agent and getting a clearance from abroad were not confirmed as of October 2026. A local lawyer can check what your finance office accepts.
  • A model-design house. Houses built to the official model designs get 50% off for five years[6] on built-property tax if two thirds of the external walls are natural stone, at least two thirds of the roof is red tile, or solar panels are approved. Law 294/2022 applies for five years from its publication on 21 April 2022, so until about April 2027. Ask the finance office whether your house qualifies.
  • Plans to sell. You cannot get the rental value statement until the tax is paid[3,5], so settle it early.

Common questions

Can I pay Lebanese built-property tax online?

We found no published rule on online payment or Ministry of Finance e-services for built-property tax as of October 2026. Ask the regional finance office for the property's district, or in Beirut the built-property tax department.

What is the deadline for the built-property tax declaration?

An owner or operator whose net revenue from one built property exceeds LBP 1.2 billion a year files and pays before 1 April each year[1]. For smaller properties, the sources we read give no deadline.

Is built-property tax charged on the value of my home?

No. It is charged at 4% to 14% of net annual revenue per property[1,2]. According to ALDIC's summary of the 2022 law, the revenue taxed cannot be set below 2.5% of the property's value[4], and we could not check whether later laws changed that.

Do I have to pay built-property tax before I sell?

Yes. The rental value statement needed for a sale is issued only once built-property tax and capital-gains tax on the property are paid[3,5].
