Short answer

Not strictly. A sale contract for surveyed land can be drawn up before a notary or Land Registry assistant head[1,2], and notary charges apply only on the notary route. What a notary charges is disputed: Kallas Law Firm puts it at about 0.36% of the value, while IDAL and Mattar Law Firm give 0.1%[3,4,5]. Ask the notary for a written quote before signing.

Also asked as: “Notary fees for selling property in Lebanon” · “Do I need a kateb adel to buy property in Lebanon?” · “Lebanon notary fee percentage” · “Can a sale be registered without a notary in Lebanon?”

Published sources disagree on the notary's charge, and we did not read the tariff in Law 337/1994 ourselves[3,4,5]. This page covers what was published up to 17 October 2026.

Key facts

Is a notary required?
No. The contract can be drawn up before a notary or Land Registry assistant head[1,2]

About 0.36%: a 0.2% levy, plus 30% of that levy, plus 0.1% for the entry[3,4,5]
Notary charges, per IDAL (2018) and Mattar Law Firm
0.1%[3,4,5]
Kallas worked example (May 2026)
LBP 3,600,000 in notary charges on an estimated value of LBP 1,000,000,000[3]
Stamp duty on the contract
0.4%[3,6], paid to the notary in cash or by bank cheque[7,8]
Bar Association levy, per Kallas Law Firm
0.1%[3]
When you own the property
Only once the sale is inscribed at the Land Registry[9]

Is a notary required?

A sale in a surveyed area is drawn up only before a notary (kateb adel) or before the competent assistant head of the real estate office, that is the Land Registry (السجل العقاري)[1,2]. So a notary is one of two routes. According to Kallas Law Firm, the registry route needs both parties before the assistant head in the property's area, and buyers abroad usually act through a power of attorney.

Whichever route you take, signing the contract does not make you the owner. Ownership passes only when the sale is inscribed at the Land Registry[9]. We found no source saying which route is more common in practice, or how sales of unsurveyed land are drawn up. Ask the Land Registry office for the property's area which routes it accepts.

What a notary charges

The sources disagree. Kallas Law Firm reads the notaries' law, Law 337/1994, as setting a levy of 2 per mille (minimum LBP 20,000), plus 30% of that levy, plus a 1 per mille entry fee, about 0.36% in total. IDAL's 2018 guide lists a notary fee of 0.1%, and Mattar Law Firm an extra 0.1% when registration goes through a notary's office[3,4,5].

In Kallas's May 2026 worked example for a Lebanese buyer, a home with an estimated value of LBP 1,000,000,000 carries LBP 3,600,000 in notary charges, on top of LBP 37,220,000 in state fees[3]. That example uses the estimated value, which is often far below the market price; see estimated value versus the declared price. We found no published source on whether notaries add their own professional fees on top of the tariff. Only the notary can tell you, so ask for a written, itemised quote.

What else you pay at the notary

The notary also collects stamp duty, which is 0.4%[3,6] of the contract value. For deeds the notary draws up or certifies, it is paid in cash or by bank cheque to the notary, whatever the amount[7,8]. Kallas adds flat stamps of LBP 200,000 (contract) + LBP 100,000 (deed)[3]. Those flat amounts come from Kallas alone and were not checked against the stamp-duty law, and Kallas's own worked example uses different figures. Ask the notary for the current flat stamps. More in stamp duty on a sale contract.

Under a 2017 rule, when a surveyed sale contract is drawn up, a 2% fee on the contract price plus the municipal fee is paid to the Treasury within 15 days, as an advance on the transfer fee[1,6]. Whether it is still collected the same way after Law 10/2022 is not confirmed, so ask the notary. The biggest cost is the registration fee, 3% of the value for Lebanese buyers, 5% for non-Lebanese[10]. Kallas puts total buying charges at about 4% (Lebanese), about 6% (non-Lebanese)[3] of the value, before broker and lawyer fees. See the total cost of buying.

How to get a clear notary quote

  1. Get a recent Land Registry extract. It is the first step of any purchase[9]. Here is how to get the extract and what it costs. Give the notary the property's plot number and real estate district.
  2. Choose the route. A notary, or the assistant head of the Land Registry office for the property's area[1,2]. If you are abroad, the person named in your power of attorney signs for you.
  3. Ask for a written, itemised quote. Ask the notary to list the levy, the 30% addition, the entry fee, the stamps, any professional fee, and the value each is charged on. If the total looks high, ask a second notary the same question.
  4. Pay at signing and keep the receipts. Stamp duty is paid to the notary in cash or by bank cheque[7,8]. Keep copies of every receipt and of the signed contract.
  5. Register the sale. Ownership passes only on inscription at the Land Registry[9], where the registration fee is paid.

It depends on

  • The route you take. Notary charges apply only if a notary draws up the contract[1,2]. Ask the Land Registry office for the property's area whether the registry route suits your case.
  • Which reading of the tariff is right. Kallas gives about 0.36%; IDAL and Mattar give 0.1%[3,4,5]. The notary's written quote settles it for your sale.
  • The value used. Kallas's example applies the charges to the estimated value[3]; for built property the state fee base is rental value × 30, if higher than the declared price[3,7]. Ask the notary which figure your quote uses.
  • Where you sign. If you sign a power of attorney at a Lebanese embassy or consulate, those fees are set and collected in USD or EUR[7], separately from the notary's charges.
  • Surveyed or unsurveyed land. The rule on who draws up the contract is written for surveyed sales[1,2]. For unsurveyed land, ask the notary or a lawyer how the sale is documented.

Common questions

Can a property sale in Lebanon be done without a notary?

Yes. A surveyed sale contract can be drawn up before a notary or Land Registry assistant head[1,2]. According to Kallas Law Firm, the registry route needs both parties before the assistant head in the property's area.

How much is the notary fee on a property sale in Lebanon?

It is disputed. Kallas Law Firm puts it at about 0.36% of the value, while IDAL (2018) lists 0.1% and Mattar Law Firm an extra 0.1% when registration goes through a notary's office[3,4,5]. Ask the notary for a written quote.

We found no published rule on this. Agree it in writing with the other party before you sign, and have it stated in the promise of sale or the contract.

Do I pay stamp duty at the notary?

Yes. For deeds the notary draws up or certifies, stamp duty is paid to the notary in cash or by bank cheque[7,8]. The rate is 0.4%[3,6] of the contract value.
