How much does a solar system cost for an apartment in Lebanon?
On this page
Short answer
It depends on the system, and we found no published price list. The only reported figure is about USD 3,000 (6 panels, one household)[1], from Al Jazeera on 16 October 2026, and the paper said such a system may not replace EDL and generator power. Size, battery and inverter were not given. Get several itemised written quotes.

The rules for installing solar are unsettled. In September 2026 the cabinet dropped Joint Decision No. 1234 and referred solar regulation to the electricity regulator, and no procedures from the regulator had been seen by mid-October 2026[2,3,4]. This page covers what was published up to 17 October 2026.
Key facts
- One reported home system
- about USD 3,000 (6 panels, one household)[1]
- Not stated for that system
- Size in kW, battery and inverter[1]
- Same household's EDL and generator bill
- USD 140 a month (EDL USD 60 + generator USD 80)[1]
- Banned generator extras (notice of 1 October 2026)
- no unregistered VAT, maintenance fees or solar surcharges[6]
- BDH USD renovation loan, can include solar
- up to USD 50,000 over 7 to 10 years[7], at 5.75% a year subject to amendment (undated BDH page)
The only price we found
Al Jazeera reported on 16 October 2026 that one household spent about USD 3,000 on a 6-panel rooftop system. The paper also said a home system may need an initial investment of up to about USD 3,000[1]. That is one household's spend, and we found nothing to say whether it is typical.
We did not find an installer price list. Nothing we read gives the cost per kW, the price of batteries and inverters, or the usual system size for an apartment. Ask at least three installers for a written quote that lists each item separately: panels, inverter, batteries, mounting frame, wiring and labour. Then compare what each system will actually run, as well as the total.
What you are comparing it against
The same Beirut-area household had about 4 hours of EDL a day. It paid USD 60 a month to EDL and USD 80 to a generator, USD 140 in total or about 31% of its USD 447 income[1]. Al-Modon reported on 14 October 2026 that EDL supply had fallen to 2 to 4 hours a day, and hours vary by area[1,5].
Generator bills vary widely, and sources disagree. The National put the median bill among about a dozen people at USD 310 a month in August 2026, while ExpatLife.ai, a commercial expat guide, puts generator subscriptions at USD 50 to 100 a month[10]. The official generator tariff for September 2026, published on 1 October, was LL52,840 per kWh in cities and areas below 700 m and LL58,124 in villages and above 700 m[1,6]. Lebanon24 reported on 1 April 2026 that EDL charged USD 0.10 per kWh for the first 100 kWh and USD 0.27 above that[11]. On 14 October 2026, Al-Modon reported a demand to raise that tariff was before the Council of Ministers[5].
Because the size of the USD 3,000 system is unknown, we cannot work out how fast solar pays for itself. Bring your last few EDL and generator bills to each installer and ask them to show the calculation in writing. For the full monthly picture, see what electricity costs per month in total.
In an apartment: the roof and the other owners
The top roof of a building is a common part, owned by all the co-owners together, unless the building's own regulation allocates it differently[12,13]. Under Art. 33 of Legislative Decree 88/1983, the owners' association can install useful equipment by at least 75% of owners' votes. Applying that rule to rooftop solar is our reading, since the sources do not mention solar, so ask a lawyer to confirm it. The dropped Decision 1234 had required the association's approval, or 75% of owners, for panels on shared parts, and that rule is no longer in force[3,14]. More in putting solar on a shared roof.
Panels and batteries add weight. Andira al-Zuhairi, head of the Lebanese Real Estate Authority, said in September 2026 that the roof's structural capacity and fixing method should be checked first, especially in old or damaged buildings. A Lebanon24 writer also flagged roof loads, wiring, fire protection and battery quality[2,4]. Neither is a legal requirement, but both are worth following.
Before the decision was dropped, the Energy Ministry said engineering certificates and the easement and planning certificate were already required[2]. Which documents apply today is not clear; see whether you need a permit for solar panels. We found no confirmed solar tax or municipal fee as of October 2026[14]. More in fees on solar panels.
Paying with a loan
Banque de l'Habitat (BDH) offers a USD renovation loan of USD 20,000 to 50,000 over 7 to 10 years, with up to 12 months' grace, at 5.75% a year subject to amendment (APR 6.75%), according to its undated loan page. The loan may include a solar system. BDH pays it in two instalments as work progresses, once it holds the title deed and a first-degree mortgage certificate, and you cannot repay early before 7 years[7]. The minimum loan is far above the one USD 3,000 system reported.
If the loan includes solar, you need approval from the Ministry of Interior and Municipalities and the written approval of 75% of the building's co-owners' committee[7,8,9]. BDH also has an LBP renovation loan of up to LBP 2 billion at 7%, for families with net monthly income of LBP 50 million to 200 million and a main residence of up to 150 m²[8,15]. Details in BDH loans to renovate or build.
How to price a system for your flat
- Gather your bills. Collect your recent EDL and generator bills so installers can size a system to what you actually use.
- Ask the building first. Contact the president of the owners' association and ask whether the roof can be used and how the vote is taken. Art. 33 of Legislative Decree 88/1983 needs at least 75% of owners' votes to install equipment; ask a lawyer whether that covers solar[12,13]. If you rent, get the landlord's written consent. The dropped Decision 1234 required it for tenants[14], and your lease may too.
- Get written quotes. Ask several installers for itemised quotes: panel count and wattage, inverter, battery type and capacity, mounting, wiring, warranty and labour.
- Ask what applies today. Ask the municipality where the building is, and the Order of Engineers, whether engineering certificates or an easement and planning certificate are needed[2].
- Tell your generator owner. The Ministry of Energy and Water's notice of 1 October 2026 bars extra fees for subscribers who also use solar[6]. Keep a copy of it.
It depends on
- System size and batteries. The only reported price does not state kW, battery or inverter[1]. Ask each installer what the system will run and for how many hours.
- How you pay. A BDH renovation loan can include solar but starts at USD 20,000[7]. Ask BDH for its current terms.
- Selling surplus to EDL. A Lebanon24 writer said in September 2026 that Law 318/2023 opened the door to net metering, but that pricing and the export of surplus power were still unresolved[4]. See net metering with EDL.
Common questions
Will solar panels replace my generator in Lebanon?
Not necessarily. Al Jazeera said in October 2026 that a home system costing up to about USD 3,000 may not replace EDL and generator power[1]. It depends on the system size and the batteries.
Can my generator owner charge me more because I have solar?
No. The Ministry of Energy and Water's September 2026 notice (published 1 October 2026) says generator owners may not add to the guideline tariff VAT unless they are registered for it, maintenance fees, or extra fees for subscribers who also use solar[6].
Is there a tax or municipal fee on solar panels in Lebanon?
We found no confirmed solar tax or municipal fee as of October 2026[14]. Ask your municipality before you install.
Can I get a loan for solar panels in Lebanon?
Banque de l'Habitat's USD renovation loan may include a solar system, from USD 20,000 to 50,000, at 5.75% a year subject to amendment, per BDH's undated loan page; ask BDH for current terms[7]. With solar, it needs approval from the Ministry of Interior and Municipalities and the written approval of 75% of the building's co-owners' committee[7,8,9].
