What does 'green tapu, 2400 shares' mean on a Lebanese property?
On this page
Short answer
It means the whole property. Lebanese ownership is counted out of 2,400 shares[1,2,3], so a seller holding 2,400 holds all of it. For a flat in a divided building, 2,400 is the whole flat, not the building[4]. No Lebanese source we read defines "green tapu", so check the owners and shares on an official Land Registry extract[2,5].

A paper shown by a seller can be forged. In a case the Internal Security Forces reported in June 2026, a deed for a property in Halat (Jbeil) was forged with a fake ID in the real owner's name, and the buyer found out only when he tried to register, after he had paid[6]. This page covers what was published up to 17 October 2026.

What 2,400 shares means
The Lebanese Land Registry expresses ownership in fractions of 2,400. Co-owners and heirs each hold a number of shares out of that total[1,2,3]. So 1,200 shares is half of the property, 800 is a third, and 2,400 is all of it. If an extract lists several owners, their shares should add up to 2,400.
The register is kept by property, not by owner. Each property has its own real folio under its survey number, and the title deed the owner receives is a copy of that folio[7]. That is why the plot number and real estate zone matter more than any name. Here is how to find a property's number, zone and section.
In a building divided into units, the count is per flat. Each unit gets a number added to the plot number and its own folio. Units are numbered from 4, and 1 to 3 are kept for common areas[4]. Each unit is made up of 2,400 parts of its own. Your share in the building's common parts is a separate number out of 1,000, and it also sets your votes among the owners[11].
Shares are not square metres
A share is not a piece of land you can point to. You cannot act on a specific part of a co-owned plot without the other co-owners' consent, and no right can be registered on a specific section until the plot is partitioned and that section gets its own folio[3,7,8]. So a sale of "600 shares at the north end" cannot be registered as such[7].
The area is written separately on the extract, and Legalmondo notes it is missing if the plot has not been finally surveyed[2,5]. Our own arithmetic (your shares ÷ 2,400 × the registered area) gives your proportion of the plot. It is not a rule in the law and gives you no right to any particular patch of ground[3,7,8]. If a seller quotes dunums, the official dunum is 1,600 m²[1]. More in how many square metres 2,400 shares is.
A co-owner may sell or mortgage their own share[8], and any co-owner can ask a court to end the co-ownership[12]. If you are buying only part of a plot, read selling a share and the other owners' rights first.
About "green tapu"
We found no Lebanese law, registry page or law firm that explains "green tapu" (طابو أخضر). Do not treat it as a grade of title or as a guarantee. Ask the seller or their lawyer, in writing, what they mean by it, and ask them for the property number, the real estate zone and the official extract.
Kallas Law Firm's guide to Decree 186/1926 refers to old "tabou" title entries: in regions not yet surveyed, a land judge can correct tabou entries that do not match the older registers[1]. The Monthly Magazine reported in 2015 that land never surveyed, about 25% of the territory[13], is recorded only in booklets kept by mukhtars. A Land Registry is opened in an area only after the survey and registration works there are finished[1,3].
A person who acquires a right relying on the Land Registry entries keeps it, unless they knew of the defect beforehand. That is why the official extract matters more than any paper the seller shows you[7]. The register also records the type of land: on amiri land the State owns the land, and the registered holder has a right of use and disposal (tasarruf), not full ownership[8].
How to check the shares before you pay
- Look at an unofficial copy if you want a first view. Since 13 October 2020, OMT outlets let you view a property's title register and give you an unofficial copy[9,14]. OMT publishes no fee for this, so ask at the outlet. Bring the property identifiers plus a mobile number and email address[2,9]. Legalmondo (June 2025) says an unofficial form from the land registry website costs USD 4[2], but we could not check that the service still runs. Neither copy counts for a sale or in court[2,5,9,14].
- Get the official extract (ifadeh aqariyeh). It is requested in person at the land registry office for the area where the property lies[2,10]. Legalmondo says anyone may request one without showing a legal interest, so a lawyer or someone you trust can collect it if you are abroad. It also says no certificate is issued while a lien or a registration on the plot is still being processed[2]. Kallas (October 2025) says a physical certificate takes about 2 business days[5]. In April 2025 several Mount Lebanon offices opened only on set days[15], so phone the office before anyone travels. More in how to get a Land Registry extract.
- Read every line. Check who is registered, how they got the property and how many shares each holds. Then check the area and any mortgages, seizures or pending court actions[2,5]. If the seller holds fewer than 2,400 shares, other people own the rest. Any charge left on the folio passes to you unless it is cleared first[16].
- Find the plot on the ground. Where the cadastral plan and the boundaries on the ground differ, the plan prevails[1,7]. The Cadastre oversees the sworn surveyors it works with[17]. We found no published procedure or price for ordering a plan, so ask a sworn surveyor for a written quote. See cadastral maps and surveys.
- Have a lawyer check names, ID and papers, then sign and register. The sale is signed as a notarial deed before a notary (kateb adel) and then inscribed at the Land Registry, and ownership passes only on inscription[16]. Between competing claims, the earlier entry in the registry's daily journal ranks first, whatever date the deed was signed, so file the sale as soon as the deed is signed[7]. The full checklist is in how to check a title deed.
It depends on
- Flat or land. In a divided building, 2,400 parts make up one unit[4]. On land, the shares are of the whole plot. Ask the notary to confirm which folio the extract covers.
- Surveyed or not. In areas where delimitation is not complete, a special publication procedure applies before any new inscription, with two months for objections[7]. Annahar reported on 30 March 2026 that Finance Ministry Circular 609/2026 requires unsurveyed and mushaa land to be registered first in the State's name[18]. The circular was contested as of that date[18,19], and we did not find whether it was changed later. Ask a lawyer what applies to your plot.
- The land type. Mulk land gives full ownership, and amiri land gives only a tasarruf right[8]. Ask the registry office or a lawyer what the extract records.
- Buying part of a plot. A co-owner can take over a share sold to an outsider after the sale is registered, on the same terms[20]. According to Kallas, they have 10 days, plus a distance delay, after you formally notify them of the registered sale (through a notary, or under Article 362 of the Code of Civil Procedure for co-owners living abroad), or one year from registration if you do not notify them.
Common questions
Does 2,400 shares of a flat mean I own the whole building?
Can I build on my part of a co-owned plot?
Is a "green tapu" safer than an ordinary title deed?
We found no Lebanese source that defines "green tapu", so the phrase proves nothing on its own. What counts is the official Land Registry entry: a buyer who relies on it in good faith keeps the right acquired[7].
