What happens to my ownership proof if registry records in the south are damaged in the war?
On this page
Short answer
It depends on what survives. The Land Registry still rests on paper registers with no comprehensive backup, the Finance Minister said in April 2026[1]. Surveyed, numbered properties are also in an automated database. If files were destroyed, Annahar reported, owners could be asked to prove ownership again. Keep your own papers and a recent extract now.

The status of the southern registry offices changes with the fighting, and the latest official report we found dates from late April 2026[1]. As of October 2026 the UK Foreign Office advises against all travel to the South and Nabatiyeh governorates[2]; this page covers what was published up to 17 October 2026.

What the registry holds, and how fragile it is
The Land Registry is kept by property, not by owner. Each plot has its own real folio under its survey number, and your title deed is a conforming copy of that folio[8]. What is written on the folio is proof, against everyone else, of the rights it records[8,9].
In April 2026 the Finance Minister told Annahar that the paper registers remain the basis of the registry, with only minimal electronic copies on servers and no comprehensive backup. He added that the State keeps no images of the documents on which registrations were made[1]. The registers in danger zones such as Nabatieh were not moved, because they are large books in daily use and moving them would stop the service.
What the electronic database covers
The minister said the administration has an automated database of all surveyed and numbered properties, searchable by owner name or property number, from which property certificates can be issued electronically[1]. He did not say whether, or how, the public can ask for an electronic certificate, and unsurveyed land is not in the database. Older entries are also thinner: recent registrations record the owner's mother's name and how the property was acquired, while older ones often do not.
A large share of the country is unsurveyed, though the estimates differ. LIBC (2021) puts land that is delineated and surveyed at 50%, UN-Habitat/GLTN (2024) puts surveyed land at 65%, and The Monthly Magazine (2015) puts land with final cadastral surveys at about 54%[7,10,11]. Your extract gives a clue: according to Legalmondo, the area is not shown when the plot has not been finally surveyed[3,6].
If the files were destroyed
No procedure for rebuilding a destroyed register has been published. Annahar described the worst case in April 2026: every owner would be asked to prove ownership again, and the register would be rebuilt from individual documents and Army maps[1]. It warned that this could take years and open wide disputes, especially where boundaries are disputed or the land is not fully surveyed.
The ministry gave no practical guidance on which documents owners should keep[1]. Until it does, treat anything you hold yourself as possible evidence: the title deed, a recent official extract, the sale contract or inheritance papers that show how the plot came to you, and any survey plan. A property lawyer who works in your caza can tell you what is most likely to be accepted as proof.
The southern registry offices
Certificates and transfers are handled by the registry office for the area where the property lies[3,12]. In late April 2026 the Finance Minister said the Bint Jbeil and Ain Ebel offices could not be reached, while Nabatieh and Marjayoun had no notable damage and kept minimum work with some staff[1]. The ministry relied largely on citizens' reports about the buildings, and we found no later official update.
Before anyone travels for you, ask the office, or a lawyer or notary (kateb adel) who works with it, three things: is it open, is it issuing certificates for your village, and can a certificate be drawn from the electronic database instead. All the offices are run by the General Directorate of Land Registry and Cadastre at the Ministry of Finance[4,7], so if the local office cannot be reached, that directorate is the body above it to ask.
How to secure your proof now, from abroad
- Write down exactly how your property is identified. You need the governorate (muhafaza), district (caza), real estate zone and property number, plus the section and block where they apply[3,4]. They are on your title deed; see how to find your property's number, zone and section. If you only know the owner's name, Kallas describes a general search by full name, birth year and mother's name that lists the properties registered to that person[1,6], and gives about 10 days for it[6]. Who may request a name search, and at which office, is not published, so ask a lawyer or the registry office. Old entries may lack the mother's name[1].
- Get an official extract (ifadeh aqariyeh) now, while the books are intact. It lists the owners, their shares, mortgages, seizures and pending court actions[3,6]. Legalmondo (June 2025) says it is issued only in person at the competent office and costs USD 5[3]. We could not read the official fee table, and the fee may be collected in LBP, so ask the registry office before anyone goes. Kallas gives about 2 business days for a physical certificate[6]. No certificate is issued while a lien or a registration on the plot is still in process. Certificates are public, so a lawyer or someone you trust in Lebanon can request one without showing a legal interest. More in how to get an extract and what it costs.
- Add an unofficial copy as a backup. OMT outlets show a property's title register and give an unofficial copy on paper, with a digital copy by SMS or, on request, by email[4,5]. The outlet asks for the property details above plus your mobile number and email address[3,4]. OMT publishes no fee, so ask at the outlet. Legalmondo (June 2025) also describes an unofficial information form on the Land Registry's own website for USD 4[3], which you could try from abroad yourself; we could not check that the service still runs. None of these copies can be used for a sale or in court[3,4,5,6], but each is a dated record of what the register showed.
- Scan your papers and store copies outside Lebanon. Keep the title deed, the extract, and the contract or inheritance papers behind your ownership. The State keeps no images of the documents behind registrations[1], so your copies may be the only ones. Keep the originals in one safe place and the scans in another, and tell your heirs where both are.
- Get the survey plan for a surveyed plot. Where boundaries on the cadastral plan differ from those on the ground, the plan prevails[8,9]. The Cadastre supervises sworn surveyors[7], but we found no published route or fee for ordering a plan. Ask a sworn surveyor for a copy of the cadastral plan of your plot and what it costs; see how to get a cadastral map or survey.
- Re-check the extract from time to time. Forged powers of attorney have been used to try to sell or mortgage property in Lebanon, including one against an expatriate's property in Jounieh[13,14,15]. A fresh extract shows the owner and any mortgages[8,16]. Here is how to protect your property from a forged power of attorney.
It depends on
- Whether the plot is surveyed. The database covers only surveyed, numbered properties[1], and rebuilding would be hardest where land is not fully surveyed. Ask the registry office or a lawyer whether your plot is surveyed.
- Whether your sale was ever inscribed. Arab News reported in September 2026 that many southern properties are held under older documents, and that some sales are registered only with notaries[17]. A sale not inscribed at the Land Registry gives you only a claim against the seller, not ownership[10,16]. See what an unregistered sale contract is worth.
- When it was registered. Older entries often lack the owner's mother's name and how the property was acquired[1], so your own acquisition papers matter more.
- Whether the town is occupied. In September 2026 the Cabinet approved a draft law that would bar sales in Israeli-occupied towns of the south until the occupation ends; it is not law and needs Parliament's approval[17,18]. More in buying or selling land in the south after the draft ban.
Common questions
Is my ownership lost if the registry books are destroyed?
No published rule says it is, and none says how it would be restored. In Annahar's April 2026 worst case, owners would be asked to prove ownership again and the register rebuilt from individual documents and Army maps[1]. No one has said which documents would be accepted; your own deed, extract and acquisition papers are the most likely evidence, and a lawyer can advise.

What if I lose my title deed?
April 2025 schedules of several Mount Lebanon registry offices list applications to replace a lost deed, and the Baabda notice asked for an ID copy, or a copy of the power of attorney if an agent applies; no fee or full document list was published[19]. One law firm, Legalmondo, put the time at around 50 days[3] in June 2025. Apply at the registry office for the property's area or through a notary, but check first that the office is working: some southern offices could not be reached in April 2026[1].
