Short answer

Yes, but only as an unofficial copy. OMT outlets show a property's register entry[1,2], and one law firm said in June 2025 that the Land Registry website offered the same details[3]. A sale, a registration or a court case needs the official certificate[1,2,3,4], which that firm says is issued only in person. Whish is not confirmed.

Never pay on the strength of an OMT or online copy, or a screenshot from the seller. In a case reported by the Internal Security Forces in June 2026, a buyer of a property in Halat found out the deed was invalid only when he tried to register it, after he had already paid[5]. This page covers what was published up to 17 October 2026.

What an OMT copy gives you

Since 13 October 2020, OMT outlets have let you view a property's title register. You leave with an unofficial printed copy, and you also get an unofficial digital copy by SMS and, if you ask, by email[1,2]. OMT runs the service with the General Directorate of Land Registry and Cadastre, the Ministry of Finance body that runs the registry itself[2,6].

OMT's own pages give different outlet counts: more than 1,000 in its 2020 announcement and about 1,200 on its service page. Neither page shows a fee[1,2]. Ask the agent for the price before you start.

The copy is fine for checking a property, but it does not count for a deal. OMT itself says an official title register is needed for any real estate transaction, and Kallas Law Firm says online versions are for reference only and courts need a physical certificate[1,2,3,4].

The official extract is called the ifadeh aqariyeh. It describes the plot and lists the owners and their shares, along with any mortgages, seizures and pending court actions[3,4]. Shares are counted out of 2,400, so 2,400 shares means the whole property[3,7,8]. For an apartment, the unit itself counts as 2,400 shares, not the whole building[9].

Online, and the Whish question

Legalmondo, a law-firm site, wrote in June 2025 that the same register details could be obtained from the registry's website, lrc.gov.lb, as an unofficial information form costing USD 4[3]. We could not reach that site, so we cannot confirm the service still runs.

In April 2026 the Finance Minister described the registry's automated database. He said it covers all surveyed and numbered properties and allows property certificates to be issued electronically, but he did not say whether the public can ask for one, or how[10]. An official electronic extract for the public is therefore not confirmed. Ask the General Directorate of Land Registry and Cadastre.

For Whish, we found no page from Whish or from the registry offering property extracts, only a search suggestion[1,2]. Ask Whish directly, and treat anything it gives you as unofficial unless the registry office for the property tells you otherwise.

The official certificate, for a real deal

Use the official certificate for any purchase. Legalmondo says you request it only in person at the registry office for the property's area, and that it costs USD 5[3]. That figure dates from June 2025 and the fee may be collected in Lebanese pounds, so the office will tell you the current amount. More detail is in how to get a Land Registry extract and what it costs.

Kallas Law Firm gave about 2 business days for a physical certificate in October 2025, and times vary with the office's opening days[4]. In April 2025 several Mount Lebanon offices worked on published set days only[11]. Check which office handles your property and when it is open before anyone travels there.

Living abroad is not a barrier to the request itself. Legalmondo says certificates are public and anyone may request one without showing a legal interest[3], so a lawyer you instruct in Lebanon should be able to request it for you. Confirm this with the office. Legalmondo adds that no certificate is issued while a lien or a registration on the plot is still in process.

How to check a property from abroad, step by step

  1. Get the property's identifiers in writing. Ask the seller for a copy of the title deed and note the governorate, district, real estate zone, property number, section and block[2,3], where they apply. For an apartment, a unit number is added to the plot number[9]. Here is how to find a property's number and zone.
  2. Look it up yourself at OMT. You, or someone you trust in Lebanon, take those details to an OMT outlet, along with a mobile number and an email address[2,3]. The unofficial copy comes on paper and by SMS[1,2]. OMT's pages do not say whether a foreign mobile number works, so ask the agent.
  3. Compare it with what the seller told you. Check the owner's name, the shares out of 2,400 (for an apartment, 2,400 shares is the whole unit[9]), and every mortgage, seizure or court action listed[3,4]. Each of these charges passes to the buyer unless it is cleared before the purchase[12]. More in how to check a title deed.
  4. See where the plot is on the ground. The extract identifies the plot on paper only. Where the boundaries on the cadastral plan differ from those on the ground, the plan prevails[7,13]. The Cadastre oversees the sworn surveyors the registry treats as its affiliates[6], and a land sale also needs a location map[14,15]. How to order a plan or hire a surveyor, and what it costs, is not published. Ask the registry office or a sworn surveyor for the cadastral plan of that plot number in that real estate zone, and see how to get a cadastral map or survey.
  5. Have the official certificate issued before you pay anything. A lawyer or another person you trust in Lebanon requests it in person at the registry office for the property's area[3,15]. Do not rely on a copy, photo or PDF that the seller sends. See how forged deeds and fake owners work.
  6. Give it to the notary. A purchase starts from a recent registry extract and ends with registration at the Land Registry, and ownership passes only on registration[12]. No source says how recent the extract must be, so ask the notary handling the sale.

It depends on

  • Whether the land is surveyed. A registry is opened in a region only after the survey works there are completed and certified[7,8], and a certificate does not show the area of a plot that has not been finally surveyed[3,4]. The Monthly Magazine wrote in 2015 that never-surveyed land, about 25% of the territory[16], is recorded only in booklets kept by mukhtars. Annahar reported that Finance Ministry Circular 609/2026 of 25 February 2026[17] changes how unsurveyed land and mushaa are registered, and the circular was contested as of 30 March 2026[17,18]. Its effect on private sales is not known, so ask the registry office what the register holds for that plot number, and ask a lawyer before you buy village land.
  • Where the property is. The certificate comes from the registry office for the property's area[3,15]. In late April 2026 the Finance Minister said the Bint Jbeil and Ain Ebel offices could not be reached, and the Nabatieh and Marjayoun offices were keeping minimum work[10]. The current status is not published, so check with the registry office or a lawyer before anyone travels.
  • What you need it for. An OMT or online copy is enough for a first look. A sale, a registration or a court case needs the official certificate[1,2,3,4].
  • Whether you are signing a power of attorney. The Washington, Detroit and The Hague missions ask for a copy of the deed or a Land Registry extract with a property POA[19,20,21]. For a POA to sell, the Netherlands and Detroit missions ask for the original deed or a registry certificate[20,21]. Ask your own mission whether an OMT copy is accepted.
  • Entries still in process. No certificate is issued while a lien or a registration on the plot is still in process[3]. Ask the registry office what is pending.

Common questions

Is an OMT property extract official?

No. OMT gives an unofficial copy and says an official title register from the Land Registry is needed for any real estate transaction[1,2][1,2,3,4].

Can I get a property extract through Whish?

This is not confirmed. We found no page from Whish or from the registry offering it[1,2]. Ask Whish directly, and treat any copy it gives as unofficial.

How much does an official Land Registry extract cost?

Legalmondo, a law-firm site, put it at USD 5[3] in June 2025, requested in person at the registry office for the property. The fee may be collected in Lebanese pounds, so confirm it at the office.

Can I get an official extract without travelling to Lebanon?

The sources show no way to get one yourself online, and Legalmondo says the official certificate is issued only in person[3]. It also says anyone may request one, so a lawyer in Lebanon should be able to request it for you. Confirm this with the registry office.
