Which heirs are exempt from inheritance tax in Lebanon?
On this page
Short answer
No heir is exempt just for being a spouse, child or parent. Each heir gets a tax-free allowance on their own share, and only the part above it is taxed. As of September 2026, Kallas Law Firm puts the allowances at LBP 2.4 billion (descendants, spouses, parents), LBP 960 million (siblings, grandparents), LBP 480 million (others)[1,2]. The rest is taxed at 3% to 45%[1,3], depending on the amount and how close the heir was to the deceased.

According to Kallas Law Firm, these figures were changed four times in four years, so many amounts online are out of date. PwC confirms that the 2026 Budget Law raised the thresholds substantially[2,3]. The allowance amounts come from one law firm only. This page covers what was published up to 17 October 2026.
Key facts
How the per-heir allowance works
Lebanon's inheritance tax is progressive. It is assessed on each heir's net share, and each heir is taxed and exempted separately[1,3,4]. Your allowance comes off your own share first, and only what is left is taxed[1,2]. According to PBL Law Group, the net share is the market value of the assets at the date of death, minus deductible debts[4].
A Ministry of Finance controller values the estate, and the heirs may object to that valuation[2]. More on this in how inherited property is valued for the tax.
Your allowance depends on your relationship to the deceased. Per Kallas, the tax is the same for every community, Muslim or Christian; only the rules on who inherits and in what shares differ[1]. Your community decides who counts as an heir in the first place, as explained in which inheritance law applies to you.
The amounts are in Lebanese pounds. At the rate of LBP 90,000 to the dollar that Kallas uses elsewhere, LBP 2.4 billion is roughly USD 26,700, by our own arithmetic[1,2].
Allowances and rates by heir
| Heir | Allowance per heir (Kallas, September 2026) | Rate on the part above it |
|---|---|---|
| Children and other descendants | LBP 2.4 billion[1,2] | 3% to 12%[1,2] |
| Surviving spouse | LBP 2.4 billion[1,2] | 3% to 12%[1,2] |
| Parents | LBP 2.4 billion[1,2] | 6% to 18%[1,2] |
| Siblings, grandparents and other ascendants | LBP 960 million[1,2] | Not in our sources |
| All other heirs | LBP 480 million[1,2] | Up to 45% for unrelated heirs[1,2] |
Per Kallas, spouses and descendants pay 3% on the first LBP 1.8 billion of taxable share, 5% from 1.8 to 3.6 billion, 7% from 3.6 to 6 billion, 10% from 6 to 12 billion and 12% above 12 billion. Parents pay 6% to 18% across the same brackets[1,2]. The brackets apply to the share left after the allowance, for deaths after 15 November 2022. We found no published brackets for siblings or more distant heirs, so ask the Ministry of Finance transfer-fee department which rates apply to your share.
Two charges fall outside the per-heir allowance. Per Kallas, a flat 5 per mille applies to the part of the whole estate's gross value above LBP 2.4 billion, and it is a debt of the estate[1,2]. The same firm says life-insurance proceeds are taxed separately at 5% of the insured value.
Extra allowances for a child-heir
According to Kallas, a child-heir's share can carry extra exemption layers for a permanent disability that prevents work, for being a minor, for a dependent spouse and for dependent children under 18[1]. The layers add up, but they are capped together at LBP 2.4 billion, and the circumstance must exist on the date of death.
The sources we read do not give the amount of each layer, and the older figures you may find online differ. Before you count on a layer, ask the Ministry of Finance transfer-fee department what it is worth and what proof of disability or dependency it accepts.
When these figures do not apply
The current schedule covers deaths after 15 November 2022. Estates of people who died earlier are assessed under the previous schedule[1,3,5], and we found no published figures for it. PwC also reports that transfers on death before 1 January 2007 are exempt altogether, a point Kallas does not mention[3]. If your parent died years ago, read which schedule applies to an old estate and confirm with the Ministry of Finance before you rely on either rule.
Living abroad does not change your allowance. The tax applies to assets in Lebanon whatever the deceased's nationality, and per Kallas the heirs' residence does not change it[1,4].
How the allowance is applied to your share
- File the estate declaration. The heirs submit it to the competent financial department of the Ministry of Finance within 90 days of the death[1,2,6]. Per Kallas, deaths abroad are handled by the Beirut transfer-fee department of the Ministry of Finance[2,7]. Kallas lists the death certificate, family extracts, the mukhtar's statement of heirs, Land Registry extracts and bank statements at the date of death among the papers to attach[2]. See the deadlines and late penalties.
- Check the valuation. A Ministry controller values the estate and serves the valuation on the heirs, who may object[2]. Check that each heir's allowance has been taken off their own share.
- Get the clearance before registering. Per Kallas, notaries and the Land Registry will not act on the estate until the Ministry of Finance authorises it, after payment or security[2]. The declaration can be filed by the heirs' representatives[1,2,6]. For the other steps, see how heirs abroad can act through a power of attorney.
It depends on
- A child-heir's situation on the date of death. Per Kallas, disability, minority or dependants can add exemption layers[1]. Ask the Ministry for the amounts.
