What is the difference between a property's estimated value and its market price in Lebanon?
On this page
Short answer
The estimated value is the Finance Ministry's tax figure for a built property, its rental value times 30; the market price is what a buyer actually pays[1,2]. The Land Registry charges fees on the higher of the estimated value and the declared price[3,4]. No official source explains how the rental value is assessed or updated, or how close the estimate sits to market prices.

Key facts
- Registration fee
- 3% of the value for Lebanese buyers, 5% for non-Lebanese[5]
- How the rental value is assessed or updated
- Not published; ask the regional finance office
What the estimated value is
The estimated value is a figure for tax. Under Article 76 of Law 10/2022, the transfer fee on a built property is charged on its built rental value multiplied by 30, as estimated by the regional finance offices, or in Beirut by the built-property tax department[1,2]. The figure is set in the Finance Ministry's clearance document[3,4], the rental value statement, which is issued after built-property tax and capital-gains tax are paid. More on that document in what the rental value statement is.
The estimate works as a floor. When it is higher than the price written in the deed, the Land Registry must apply it unchanged[1,2]. Obeid & Medawar and LeBusiness add that the Land Registry officer may set a higher value at his discretion[3,4]. The rule is written for built property, and our sources do not confirm what the fee base is for unbuilt land.
What the market price is
The market price is what a buyer actually pays for this particular property. Asking prices are a different number: LeBusiness says asking and recorded sale prices in Lebanon are not the same, and An-Nahar notes that real sales can differ from advertised per-m² averages because of negotiation, age, condition, floor, view, finishing and exact location[6,7,8]. See why asking prices differ from Land Registry prices.
Building cost does not set the market price either. Libnanews argues in an August 2026 opinion piece that a flat costing USD 400,000 to build may be worth only USD 250,000 if no solvent buyer or rent justifies more[8]. Registry statistics will not price a single flat for you. LeBusiness (October 2026) points out that they describe a district, and say nothing about a floor, a view, a broken lift or a deed shared between heirs[6].
Which number the fees use
Registration costs 3% of the value for Lebanese buyers, 5% for non-Lebanese[5], and that rate applies to the higher of the estimated value and the declared price[3,4]. Kallas Law Firm puts total buying charges at about 4% (Lebanese), about 6% (non-Lebanese)[2], worked out on the same base. The registration fees page has the full breakdown. Confirm the rate with your notary, because older 5.8% and 6% figures still circulate.
LeBusiness says declaring a low price in the deed to save fees will not always work[3,4]. In a 2015 interview, the president of the brokers' syndicate REAL said the Land Registry could set a higher value by pointing to what another buyer in the same building paid per m². That was one person's view, and the registry has not confirmed it as practice[9]. Read about the risks of declaring less than you paid before you agree to it.
A bank may use a third number. Banque de l'Habitat's key fact statement (February 2026) sets the down payment against the bank's own technical valuation of the home, and if that valuation is lower than the price, you pay the difference in cash[10,11]. A private valuation gives a fourth. According to JSK Real Estate, a Lebanese agency, the two common reports in Lebanon come from a sworn valuer accepted by the courts or from an agency; they are priced differently, and JSK gives no fees[12]. What is not published
We found no official Finance Ministry or Land Registry page that explains how the rental value is set, how often it is updated, or how far the estimate usually sits from market prices[3,4]. We also found nothing on how to challenge an estimate[1,2]. The regional finance office estimates the rental value, and in Beirut the built-property tax department does. Ask the notary which office handles your property, and ask a Lebanese property lawyer whether the figure can be contested.
How to find both numbers for one property
- Identify the property exactly. Get the plot number and real estate district, plus the section number for a flat, from the seller or the deed. Here is how to find a property's number, zone and section.
- Ask for the estimated value. The rental value is estimated by the regional finance office, or in Beirut by the built-property tax department[1,2]. The statement that records it is issued after built-property tax and capital-gains tax are paid. Ask the notary which office issues it for this property, ask the seller for a copy, and multiply the rental value by 30 to see the fee base.
It depends on
- Lebanese or non-Lebanese buyer. The same base is charged at 3% of the value for Lebanese buyers, 5% for non-Lebanese[5].
