Short answer

No official count shows where foreigners live in Beirut. Agencies point to Achrafieh, Mar Mikhael and Ras Beirut near Hamra[1]. JSK Real Estate says expats look for character homes in Achrafieh and small flats near Ras Beirut's universities[2,3]. These are sales views with no data behind them. Visit at different hours before you rent or buy.

What the sources say about Achrafieh, Hamra and Ras Beirut

We found no ministry, municipality or survey that publishes where foreign residents or Lebanese from abroad live or rent in Beirut. What exists comes from estate agencies and a brokers' syndicate, and all of them have homes to sell. Treat their views as a starting shortlist and nothing more.

JSK Real Estate, a Lebanese agency, says demand in Achrafieh stays high among expats looking for character homes near hospitals, schools and nightlife. It also reports growing interest from foreign passport holders[2,3]. The same agency says students and expats look for small apartments in Ras Beirut, near Hamra and Ain El Mreisseh, because the area is walkable and close to universities. It lists scarce parking and some ageing buildings as drawbacks. For a side-by-side comparison, see Achrafieh or Ras Beirut.

On prices in these areas, the brokers' syndicate R.E.A.L and a seller disagree. R.E.A.L's president told The Beiruter (January 2026) that Downtown and select neighbourhoods of Achrafieh and Ras Beirut have strong expatriate demand and prices close to pre-crisis levels. Assukna's founder wrote in April 2026 that Beirut prices are still significantly below 2018/2019 levels[4][1]. Neither side shows a data series.

Mar Mikhael and the suburbs next to Beirut

In April 2026, Assukna's founder advised diaspora buyers to look at Achrafieh, Hazmieh, Jdeideh, Mar Mikhael, Antelias, Baabda, Aley[1]. He listed Aley separately, as a place with investment options. According to JSK, Hazmieh and Baabda are popular with buyers who want value and quick access to Beirut[2]. JSK also describes Metn, including Antelias, as a top pick for people leaving the city who want lower prices and greenery.

None of these sources gives commute times, school lists or data on services. Ask any agent who quotes them where the claim comes from.

Prices and rents in these areas

All prices below are agency or press figures, and none of the sources says whether they are asking prices or recorded sale prices. JSK's figures date from September 2025, more than a year before this page was reviewed, so read them as a rough guide only[3].

Cedar Keys Estates, an advisory firm quoted in October 2026, says asking prices and recorded sale prices in Lebanon are different numbers[8]. On rents, The Beiruter (January 2026) reports that rents have not risen the way sale prices have. They are higher where expatriates are concentrated or jobs drive demand, and more flexible outside Greater Beirut[4]. The paper gives no rent figures by neighbourhood, and we found none elsewhere. You can compare listings yourself, for example homes for rent in Achrafieh.

Foreign owners in Beirut: the limits and the numbers

If you buy rather than rent, as a foreigner you can own up to 3,000 m²[5,6,7] in Lebanon in total without a licence. Foreign ownership is capped at 3% of each district and 10% of Beirut. The details are in can foreigners buy property in Lebanon.

How much of Beirut foreigners already own is disputed. Cedar Keys Estates says its own analysis of registry data, reported in October 2026, puts foreign ownership at 6.22% of Beirut's land. A campaigner claimed about 22% in 2018. Neither figure is official[8].

How to check an area and a home from abroad

  1. Make a shortlist from the sources above. Treat agency lists as marketing, and ask any agent what data backs a claim about who lives in an area.
  2. Visit, or have someone visit, at different hours. Check noise, parking, generator hours and the walk to the places you need. No published source covers these street by street.
  3. Get the property's identifiers. Ask the owner or agent for its governorate, district, real estate zone, property number, section and block[9,10]. These pin down the exact plot and unit on paper.
  4. Check the Land Registry extract. It shows the owner, mortgages and restrictions[11,12]. The official certificate is requested in person at the land registry office for the property's area[10,13]. OMT agents also offer a view of the title register: you give the agent the same identifiers plus a mobile number and email address[9,10]. More in how to get a Land Registry extract.
  5. Confirm the landlord before you pay. Compare the extract with the landlord's ID, or check their authority to rent. See how to check the person renting you a flat.
  6. Agree the broker's fee in writing. JSK Real Estate described the custom in 2018 as one month's rent from each side[14], for leases of up to three years.

It depends on

  • Renting or buying. The ownership limits apply to buyers: 3,000 m²[5,6,7] in total and the Beirut cap. Documents for renters are covered in renting as a foreigner.
  • Security. Assukna's founder, a seller, called Beirut "nervous" but not "unsafe" in April 2026[1]. We found no neutral, dated security assessment by neighbourhood, so check your embassy's current advice. See is Beirut safe to live in.
  • Building age. In Achrafieh, JSK prices 1960s buildings well below new ones[3]. An older building may need a structural check, so ask an engineer.
  • Budget and car. Prices within Beirut range widely[4], and JSK flags scarce parking in Ras Beirut[2,3].

Common questions
