How much compensation is an old-rent tenant owed if evicted?
On this page
Short answer
It depends on which rule applies. Under the 1992 regime, a landlord who took back the flat for family use or to rebuild owed compensation, which Jaber Law Firm puts at 25% to 50% of the property value and Choueh Law Firm at 30% to 50%[1,2,3]. No source says whether any is owed once the 2014/2017 extension ends.

Key facts
- Compensation under Law 160/92
- 25% to 50% of the property value (Jaber Law Firm) or 30% to 50% (Choueh Law Firm)[1,2,3]
- When it was due
- Landlord reclaiming the flat for own or close-family use, or to demolish and rebuild[1,2,3]
- Compensation after the extension ends
- Not stated by any source we read; ask a rent lawyer
- Where disputes go
- the rental court where the property is located[2], according to Choueh Law Firm
Where the 25% to 50% figure comes from
The percentage comes from the pre-1992 regime, Law 160/92. Under it, a landlord could take back an old-rent flat for his own or close family's use, or to demolish and rebuild, and had to compensate the tenant[1,2,3]. LCPS, a Lebanese policy centre, confirms that old leases could be ended only on those grounds, with compensation.
The two law firms that give a rate do not agree. Jaber Law Firm says not less than 25% and not more than 50% of the property value, citing Art. 8 (it writes the law as 160/90). Choueh Law Firm says 30% to 50% of the apartment's value, and Jaber's own page repeats 30% to 50% in another answer[1,2,3]. None of the sources we read explains how the property value is assessed or how a figure inside the range is chosen.
Is compensation owed now that the extension has ended?
Old residential leases are now governed by the 2014 rent law, as amended by Law 2/2017[4,7,11]. Tenants who do not benefit from the Fund had a nine-year extension that ended on 28 February 2026[4,8,9], and Fund beneficiaries get twelve years, to 28 February 2029[4,9,10]. Even the end date is argued: the Metn appeals court and Annahar use 28 February 2026, a landlords' adviser counts 27 February, and Public Works Studio argues it moved to 2 March. The Fund itself has never come into operation, and its committees were never formed[4,6,10,11]. More on that in whether the old-rent Fund is working.
The Metn appeals court, a lawyer and a landlords' adviser hold that once the extension ends without the Art. 8 and Art. 16 steps, the lease falls under ordinary contract law. The tenant must leave or agree new terms, and one who stays occupies the flat without legal basis[4,8,12,13]. Lawyers quoted by Maharat and a Public Works Studio author argue that Art. 58 suspends the law, its deadlines and evictions of Fund-eligible tenants until the Fund works; in June 2026 the Metn court held that it does not suspend the tenant's own deadlines[5,8,10].
On compensation in this situation the sources are silent. None says whether any is owed under the 2014/2017 law once the extension has ended[1,2,3]. Only a rent lawyer who reads your lease and your court file can tell you whether you have a claim.
Do not confuse it with other percentages
You may see "5% of the property value" in the news. That is the bedel al-mithl (equivalent rent) for non-residential leases such as shops and offices, which the July 2025 amendment set at 5% of the property value (was 8%)[14]. It is not eviction compensation and it does not apply to homes. See the 2025 law for shops and offices.
During the extension, Fund beneficiaries pay the bedel al-mithl (equivalent rent)[3,8,10] set in Art. 15 of Law 2/2017. That is rent, not compensation, and no source we read gives its formula.
If you face an eviction claim, or plan to bring one
- Confirm the lease is old. Find the signed lease or the earliest rent receipts and check the date. The old regime covers residential leases signed before 23 July 1992[3,4,7]. Jaber Law Firm says Law 160/92 never covered some leases, such as seasonal lets, employee housing and villas built after 25 March 1974[1]. Here is how to tell an old lease from a new one.
- Gather proof of the Art. 8 and Art. 16 steps. If you are the tenant, collect any Fund application and any written request to the landlord for a new lease. The Metn appeals court upheld an eviction on 10 June 2026[8,15] partly because the tenant could not prove a written Art. 16 request. Public Works Studio and a lawyer quoted by Maharat recommend sending such a letter through a notary (kateb adel) with acknowledgment of receipt; whether a letter sent after the deadline still helps is disputed, so ask a rent lawyer[10,16]. The rules are in how to request the extra three years.
- See a rent lawyer before you sign anything. Bring the lease, receipts, letters and any court papers. Ask three things: whether the Law 160/92 compensation can still be claimed in your case, how the property value would be assessed, and how Art. 58 affects you.
- Expect the case to go to court. The end of the extension does not by itself remove the tenant, and landlords have gone to court for eviction orders[5,8,9]. According to Choueh Law Firm, disputes go to the rental court where the property is located[2]; the rulings reported in 2026 came from single rental judges and the rental chambers of appeals courts. Applying to the Fund alone has not kept tenants in place: the single judges of 10 March 2026 held that an application does not make a tenant a beneficiary[5,10,12]. More in can the landlord evict an old-rent tenant now.
It depends on
- Why the landlord wants the flat back. The 1992 compensation was tied to own or family use and to demolition[1,2,3]. Jaber Law Firm lists separate grounds based on the tenant's conduct, such as two months' unpaid rent after legal notice[1]; no source we read says whether compensation applies to those. Ask a rent lawyer.
- The 2026 deadline pause. In July 2026 Parliament paused legal and contractual deadlines from 1 March to 31 July 2026[13,16,17]. A landlords' adviser says the nine years ended before 1 March, the head of the Lebanese Real Estate Association says the pause does not extend the rent law, Public Works Studio says it may help, and a tenants' lawyer argues force majeure[13,16,17,18]. See the 2026 deadline-suspension law.
- Parliament. Two old-rent drafts were still before the Administration and Justice Committee on 13 October 2026, with no decision[6]. We have not seen whether either one addresses compensation.

No. It is the equivalent rent for non-residential leases such as shops and offices, set by the July 2025 amendment at 5% of the property value (was 8%)[14], and it does not apply to homes.
