What deposit and payment plan is normal for an off-plan apartment in Lebanon, and in which currency?
On this page
Short answer
There is no published norm. We found no Lebanese source giving a typical off-plan deposit, schedule or currency. One broker's advert in Rabieh offers down payment + monthly or 3-4 construction-stage payments; instalments to June/December 2026[1]. That shows plans exist, not what is usual. Press reports say commercial banks were still not writing home mortgages in autumn 2026[2,3]. Get the schedule and currency in writing, and have a lawyer review it.

Key facts
- Typical deposit
- Not published by any Lebanese source we found
- One advertised plan (Rabieh, broker ad, undated)
- down payment + monthly or 3-4 construction-stage payments; instalments to June/December 2026[1]
- Asking prices in that ad
- USD 240,000 to 290,000 for 150 m²[1]
- Fee when a surveyed sale contract is drawn up
- 2% within 15 days of the contract[8,9] plus the municipal fee, as an advance on the transfer fee (Law 64/2017; whether still collected this way after Law 10/2022 is unconfirmed, so ask the notary)
- When you become the owner
- Only on registration at the Land Registry[4]
What a payment plan can look like
The only instalment plan we could read in full is a single broker advertisement. On OLX, Dyarcom Real Estate offers buyers in an under-construction project in Rabieh (Metn) three options: a down payment plus monthly instalments, a down payment plus 3 to 4 large payments during construction, or cash, with instalments running to June or December 2026[1]. The ad is undated, its terms are unverified, and it does not say how big the down payment is.
The same ad says the units come with a title deed[1]. Treat that as marketing. A building cannot be finally divided into separate flats without an occupancy permit[10], so before completion any deed would be a share of the whole plot, not your flat. Other deposit ratios and two-year plans circulate in ads and notes, but we could not verify them, so we do not publish a "normal" percentage.
Which currency, and how the money moves
With no loans available, purchases in 2025 were paid in full in cash or by bank transfer of the full amount, mostly in USD, according to JSK Real Estate, a broker[6,7]. In a 2023 article, the same broker uses "fresh dollars" to mean cash banknotes or a bank-to-bank transfer outside Lebanon[11]. It also said in 2023 that some sellers want payment to an account abroad while buyers hold cash in Lebanon, or the reverse. Whether a developer takes older bank dollars is a separate question, covered in paying in lollars or fresh dollars.
Buying in 2025 was concentrated among Lebanese expatriates, some local investors and people holding cash, according to Walid Moussa, president of the brokers' association R.E.A.L[3,12]. A Banque de l'Habitat loan does not fill the gap for an unbuilt flat, because it is paid to the seller after the title is in your name[13,14]. BDH does not say outright that off-plan flats are excluded, but that condition appears to rule them out. More in when BDH pays the seller.
Tie each payment to something you can check
No source we found describes escrow accounts or standard construction milestones for off-plan sales in Lebanon. Your protection comes from the contract and from the Land Registry. Kallas Law Firm explains that under the Code of Real Property (Arts. 220 and 224) a promise of sale can be provisionally inscribed on the property's folio, which keeps your rank against any later sale or mortgage, and that without this inscription the promise cannot be relied on against third parties acting in good faith[4,15]. Kallas does not say how this works before your flat has its own folio, so ask your lawyer. Before you pay, read whether a promise of sale is enough.
Decree 15874/2005 bars selling parts of a building that has no final occupancy permit, but whether that ban reaches promises of sale on unbuilt units is not confirmed[16]. Paying in instalments also matters if things go wrong: Kallas Law Firm says the limitation period for prosecuting fraud runs from the last payment, not from discovery[17]. The page does not give the length of that period, so report any fraud quickly and ask a lawyer. In June 2026, the Internal Security Forces reported a case in Halat where a buyer learned that a forged deed was invalid only when he tried to register it[18]. Check the seller's title before the first payment, not at the end.
How to agree a payment plan safely
- Get an official Land Registry extract for the plot. You or your representative ask for it at the Land Registry office that covers the plot. Give the office the governorate, district, real estate zone, property number, section and block[19,20], the last two where they apply. Legalmondo (June 2025) says the official certificate is issued only in person and costs USD 5, though the fee may be collected in LBP[20]. Copies obtained online or through OMT are unofficial[19,20,21,22]. Your flat has no unit number of its own yet, because units get their own folio only once the building is divided[23].
- Read the charges on the extract. According to Kallas Law Firm, any mortgage or seizure on the folio carries over to the buyer unless it is cleared first[4]. Check that the seller named in your contract is the registered owner, as explained in checking that the seller owns the land. No source we found describes how to get the cadastral plan for a plot or what it costs. Ask the Land Registry or Cadastre office, or a licensed surveyor, how to obtain the plan and to show you the plot's boundaries on the ground.
- Check who stands behind the company. Kallas Law Firm (October 2025) says a general commercial search, which takes about a week, lists the companies a person holds shares in. An individual company certificate, about 2 business days, then shows the shareholders and management[22]. The source does not name the office or the fee. The commercial register is the likely office, but ask your lawyer to request the certificates for you. More in how to check a developer.
- Get the schedule in writing. Ask the developer to set out the deposit, each instalment, what triggers it (a date or a stage of building), the currency, the method (cash in Lebanon or a transfer abroad) and the account holder's name.
- Have a Lebanese lawyer review it. Assukna, a property venture, advises diaspora buyers to have a lawyer check the title fully before anything else and to walk away if problems appear[24]. Ask the lawyer about provisionally inscribing your promise[4,15] and how that works before your flat has its own folio.
- Keep proof of every payment. Get a signed receipt naming the unit and the instalment, and keep your transfer records. When the building is finished, follow how to register the flat after completion.
It depends on
- The developer and project. Each plan is set by contract, and no published standard exists. Ask the developer for written terms and compare them across projects.
- How you can pay. JSK Real Estate said in 2023 that a seller who accepts both cash in Lebanon and a transfer abroad is far more likely to close[11]. Agree the method in the contract and confirm it with your own bank.
- Your nationality. The registration fee at the end is 3% of the value for Lebanese buyers, 5% for non-Lebanese[25]. Ask the notary to confirm the amount before you budget.
- Where the project is. As of October 2026, the UK Foreign Office advises against all travel to the South and Nabatiyeh governorates and parts of Beirut's southern suburbs[26]. Weigh that before tying money to a building there.
Common questions
Is a 30% deposit normal for off-plan in Lebanon?
We could not confirm any typical deposit ratio from a Lebanese source, so we do not publish one. Ask each developer for its schedule in writing and have a lawyer compare the terms.
Can I get a bank loan for an off-plan flat in Lebanon?
Do I pay the 2% registration advance when I sign with the developer?
Under Law 64/2017, the 2% advance applies when a surveyed sale contract is drawn up and is not refunded if the sale is not registered within one year[8,9]. No source says whether it applies to a promise of sale, or whether it is still collected this way after Law 10/2022, so ask the notary before you sign.
