Short answer

Get the plot number and real estate zone from the seller. Then have a lawyer or someone you trust, not the seller, pull the official Land Registry certificate at the registry office for that area[1,2]. It lists owners, shares, mortgages and seizures[2,3]. We found no public permit register, so ask the municipality or caimacam to confirm the permit[4].

In June 2026 the ISF reported a case in Halat (Jbeil) where a deed was forged in the real owner's name and the property passed to a buyer, who found out the deed was invalid only when he tried to register it[5]. Check the official certificate before you pay anything. This page covers what was published up to 17 October 2026.

What exists on paper before the flat is built

The Land Registry is kept by property, not by owner. Each plot has its own folio under its survey number, and that folio holds every right and charge on the plot[9]. A flat in an unfinished building has no folio of its own yet, because the registry cannot finally split a building into separate units until the owner shows an occupancy permit[4]. Before completion, what you can check is the plot the building stands on.

Ownership passes only when a sale is inscribed at the Land Registry[10]. Until then you have a personal claim against the seller, and you do not own anything[10,11]. Kallas Law Firm warns that every mortgage, attachment or notice of litigation on the folio passes to the buyer unless it is cleared first. Libnanews reported in August 2026 that bank mortgages on the projects of the developer Sayfco, which went bankrupt in 2018, left about 600 buyers unable to get their titles[12]. More on this risk in can the developer's bank take the land.

Is the seller the registered owner?

The official certificate lists the owners, the source of their right and the shares each holds[2,3]. The whole property is 2,400 shares[2,11,13]. Compare every name on the certificate with the ID of the person who will sign. Shares are undivided fractions of the plot, not a marked-out piece of land[9,11,14]. Where several people own the plot, Kallas Law Firm says one co-owner cannot act over the whole plot, or over a defined part of it, without the others' consent[14].

If the seller is a company, Kallas Law Firm describes a two-step search. A general search lists the company shares held under a person's name, and an individual company certificate then shows the shareholders, the management and the registered offices[3]. The firm puts the timing at about 1 week (general); 2 business days (individual company certificate). It does not name the office or give the fees, so ask a Lebanese lawyer to order these searches for you.

The registry can also be searched by name. Kallas Law Firm describes a general search using the person's full name, birth year and mother's name[3,8], which lists every property registered to that person with its number, district and shares. We found no source on who may request a name search or at which office. Annahar reported in April 2026 that older registry entries lack details such as the mother's name[8].

The person signing may be an agent acting for the owners under a power of attorney (POA). An irrevocable POA to sell is not a sale: whoever holds only the POA has a personal right against the owner, and no ownership[15]. Kallas Law Firm says that personal right can be lost after ten years[16] if the owner invokes the time bar. Kallas also says a POA used to register a sale must be no more than five years old[15,16], and that the owner can in principle revoke an ordinary POA at will. We found no public register of revocations, and no source on how a buyer confirms that an agent's POA covers every owner and is still valid. A lawyer and the notary who drew up the POA are the people to ask.

Forged POAs, deeds and IDs have been used to try to sell or mortgage property in Lebanon[17,18,19]. In August 2026 the ISF said two notary offices, one in Jounieh and one in the Bekaa, had reported suspect powers of attorney, a title deed and an ID card to its Baabda detachment[20]. See how to check a power of attorney is genuine.

Checking the building permit

Under Law 646 of 2004, every new building needs a prior permit, and the application and plans must be signed by a responsible engineer and registered with the Order of Engineers in Beirut or Tripoli[4]. The permit is issued by the head of the municipality, or the governor or caimacam outside municipal areas. It runs for six years, renewable once for two years. No slab or roof may be poured without a pouring permit signed by the responsible engineer.

We found no public register of building permits and no published way for a buyer to check one. Ask the seller for a copy of the permit, its number and date, and the approved plans. Take them to the municipality for the plot, or to the governor or caimacam outside municipal areas[4], and ask them to confirm that this permit was issued for this plot number and is still valid. Ask the Order of Engineers whether the file is registered with it, and have your own engineer compare the site with the plans. More in how to check a building permit.

If the seller says a permit has only been applied for, the technical administration has 2 months on an executed road, 6 months otherwise[4] to decide. If it does not answer in time, the law lets the applicant declare himself implicitly licensed. No source we read covers the risks of buying into a building that rests on an implicit licence, so ask a lawyer before you pay.

A clean certificate does not prove the building matches its permit. A violation is written on the folio only when the municipality or the technical administration asks for it[4]. A 2023 academic paper reports that contractors and residents use gaps in the building law to build beyond their licence[21]. Decree 15874/2005 also bans selling parts of a building that has no final occupancy permit, with an exception for units under Law 539/1996. It is not confirmed whether that ban reaches a promise of sale on a flat not yet built[22].

How to check the land and the permit, step by step

  1. Get the plot's identifiers in writing. Ask the seller to write down the plot's governorate, district, real estate zone, property number, section and block[2,6]. Unit numbers are added to the plot number when a building is divided into units[23], so an off-plan flat may have only the plot number for now.
  2. Have someone take a first look at an OMT outlet. A person in Lebanon can view the plot's register at an OMT outlet and get an unofficial printed copy. OMT also sends an unofficial digital copy by SMS and, on request, by email[6,7], so ask for it to be emailed to you. That copy is not valid for a transaction[2,3,6,7]. OMT's pages show no fee, so ask at the outlet.
  3. Get the official certificate (ifadeh aqariyeh, Land Registry extract). It is requested in person at the registry office for the property's area[1,2]. Legalmondo says anyone may request one without showing a legal interest[2], and gave the fee in June 2025 as USD 5. Kallas Law Firm said in October 2025 that the certificate takes about two business days[3]. Some Mount Lebanon offices worked set days only in April 2025[24], so whoever goes should check the office's current days first. If the office refuses because a lien or registration is still in process, stop and find out why: Legalmondo says no certificate is issued in that case. See how to get a Land Registry extract.
  4. Read the certificate against the seller. Check the owners' names, their shares, and any mortgages, seizures or pending court actions[2,3]. According to Kallas Law Firm, one co-owner may sell his own share but cannot deal with the whole plot without the other co-owners' consent[14]. Check that every owner on the certificate is signing, or has given the person signing a power of attorney.
  5. See exactly where the plot is. Where the cadastral plan and the ground disagree on boundaries, the plan prevails[9,13]. The certificate does not show the area if the plot has not been finally surveyed[2,3]. The Cadastre supervises sworn surveyors, but we found nothing published on how to order a plan or what it costs[25]. Ask a sworn surveyor to place the plan on the ground for you. More in getting a cadastral map or survey.
  6. Check who stands behind the seller. For a company, have a lawyer order the company certificate[3]. For an agent, ask to see the original POA and the name of the notary who drew it up, and have a lawyer read it.
  7. Confirm the permit. Take the copy of the permit and the plans to the municipality, or to the caimacam or governor outside municipal areas[4]. Ask them to confirm the permit belongs to this plot and is still valid.
  8. Protect your place before paying more. Ask a lawyer to provisionally inscribe your promise of sale on the plot's folio, which keeps your rank against later sales or mortgages[10,26]. That inscription lapses after a set time that depends on how it was made[9]. Kallas Law Firm says it does not make you an owner: your right stays personal until final registration[16]. Ask the lawyer how long yours lasts and how it applies to a flat with no folio yet, and read is a promise of sale enough. Once the deed is signed, register without delay[10]. Get a fresh certificate before each large payment.

It depends on

  • Surveyed or unsurveyed land. Kallas Law Firm says that where survey works are not complete, a special procedure of provisional delimitation and publication applies before any new inscription, and objections must be filed within two months[9]. Ask a lawyer before you pay for a project on unsurveyed land.
  • Common (mushaa) land. Finance Ministry Circular 609/2026 on common (mushaa) land was contested as of 30 March 2026, and we did not find whether it was later amended or suspended[27,28]. A lawyer can tell you whether it affects the plot.
  • Who signs. A registered owner, a company and an agent with a POA each need the different checks set out above. If it is unclear who the seller is, have a lawyer check before you sign anything.
  • Where the plot is. In late April 2026 the Finance Minister said the Bint Jbeil and Ain Ebel registry offices could not be reached[8]. In September 2026 the Cabinet approved a draft law that would bar sales in Israeli-occupied towns of the south until the occupation ends, and it still needs Parliament's approval[29,30]. As reported by LBCI, the draft would exclude buildings being subdivided or built and properties sold by developers and building contractors; the final text may differ[29].
  • How far the building has got. A provisional occupancy permit is not valid for final subdivision, sale or registration[22]. Ask the seller which occupancy permit exists, and confirm it with the municipality.

Common questions

Can I get the Land Registry certificate from abroad?

Not by yourself. Legalmondo says the official certificate is issued only in person at the competent registry office[2], and copies from OMT or online are unofficial[2,3,6,7]. A lawyer or someone you trust in Lebanon can request it for you, since Legalmondo says anyone may ask for one.

Is a seller with an irrevocable power of attorney the owner?

No. A person who holds only an irrevocable POA to sell has a personal right against the owner, and no ownership[15]. The owners are the people named on the official Land Registry certificate.

Does a clean Land Registry certificate mean the building has no violations?

No. A building violation is recorded on the folio only at the request of the municipality or the technical administration[4]. Ask the municipality as well, and have an engineer compare the building with the permit plans.

Is there a public register of building permits in Lebanon?

We found none. Permits are issued by the head of the municipality, or the governor or caimacam outside municipal areas[4], so take the permit copy to that office and ask it to confirm the permit.
