Short answer

According to PBL Law Group, inheritance tax is assessed on each heir's net share, valued at the market value at the date of death[1], less deductible debts. According to Kallas Law Firm, a Ministry of Finance controller sets the value and the heirs may object[2]. No published source says which exchange rate converts dollar-priced property into lira, so ask the Ministry of Finance.

Also asked as: “Lira or dollars for inheritance tax valuation in Lebanon” · “Which exchange rate is used for inheritance tax in Lebanon?” · “Who values an estate for inheritance tax in Lebanon?” · “Can heirs challenge the inheritance tax valuation?”

We found no published rule on the exchange rate used to value dollar-priced property or "lollar" bank balances in an estate[2]. Kallas Law Firm says inheritance tax figures were recalibrated four times in four years, so many figures online are out of date[2,3]. This page covers what was published up to 17 October 2026.

What value the tax is charged on

Lebanon's inheritance tax, the transfer fee (rasm al-intiqal), is assessed on each heir's net share, and each heir is taxed and exempted separately[1,3,5]. According to PBL Law Group, that net share is the real market value of the assets at the time of death, minus deductible debts. PBL counts as deductible the deceased's debts, expired or irrecoverable debts, and debts related to the estate[1]. Annahar quotes the text of Article 21, which also asks heirs to declare the assets' true sale value.

That value is then measured against the per-heir exemptions. As of September 2026, Kallas Law Firm gives the exemptions in lira, for example LBP 2.4 billion for descendants, spouses and parents[2,5]. The rates, the other exemptions and who pays what are in how much inheritance tax is in Lebanon.

Who sets the value, and how you can challenge it

According to Kallas Law Firm, a Ministry of Finance controller values the estate. The valuation is then served on the heirs, who may file an objection[2]. Kallas puts the objection deadline at two months from notification[2,5].

You do not have to wait for the controller's figure. Annahar reported on 15 April 2025 that a Finance Minister memo lets heirs submit, within the six-month period, a report from a real estate expert accredited by Banque du Liban[4], with a licensed accountant's report for company shares. The estate can then be settled without waiting for the tax unit's own valuation, but the heirs and the expert carry full civil and criminal responsibility for the figure. We have not read the memo itself. No source says whether the Ministry must accept the report or what the expert charges. Ask the transfer-fee department of the Ministry of Finance, and the expert, before you commission one. For choosing an expert, see how to get a property valued.

Lira or dollars: what is known and what is not

The exemptions are written in lira[2,5]. Most property in Lebanon is priced in dollars, and no source we found says which exchange rate the Ministry uses to turn a dollar value into lira. No source says how bank deposits in "lollars" are valued either[2]. Life insurance is the one clear case: according to Kallas, the proceeds are taxed separately at 5% of the insured value, in the currency of the policy.

Treat any figure you find online with care. Kallas counts four recalibrations, through the 2022 and 2024 budget laws, Decree 56 of 11 March 2025 and the 2026 budget law, and PwC confirms that the 2026 Budget Law raised the exemption thresholds substantially to reflect devaluation[2,3]. Ask the Ministry of Finance transfer-fee department handling your file, or a Lebanese tax adviser, which rate they apply and to which assets, and ask for the answer in writing.

How the valuation happens, step by step

  1. Get a Land Registry extract for each property. The extract (ifadeh aqariyeh) shows the owner, mortgages and restrictions on the plot[6,7]. Each property is identified by its plot number and real estate district, plus a section number for an apartment. If you do not have these, ask the Land Registry office for the property's real estate district. See how to get a Land Registry extract. These real-estate certificates go into the estate declaration[2].
  2. File the estate declaration. Heirs file it with the competent financial department of the Ministry of Finance within 90 days of the death[2,4,5]. Per Kallas, it goes on the Ministry's form, and the documents include the death certificate and any will, the deceased's executed family extract and each heir's family extract, the mukhtar's statement of heirs, real-estate certificates and vehicle papers, statements of securities and shares, bank statements at the date of death, and a copy of any sale contract between the deceased and an heir in the two years before death[2].
  3. Complete the file. All documents are due within six months of the death[2,4]. Per Kallas, you add the Probate Decision and any will. For unbuilt land you add an area statement, a location map and a municipal contents certificate, and for apartments an area statement, a municipal certificate and built-property-tax clearance. Company share documents, bank statements, vehicle papers, treasury bonds and debt documents go in too[2].
  4. Decide whether to submit an expert report. Within the same six months, heirs may hand in a valuation by a Banque du Liban-accredited real estate expert[4]. Read it carefully before you file it, because you share responsibility for the figure.
  5. Read the controller's valuation when it is served. If you disagree, object within two months of notification, per Kallas[2,5]. A lawyer is the right person to draft an objection.
  6. Pay the tax. Per Kallas, the tax is due within two months; 1% per month if late[2,5], counted from service of the collection order. Also per Kallas, notaries and the Land Registry cannot register any transaction on the estate until the Ministry issues its clearance, and it issues that clearance only after the tax is paid or security is given for twice its maximum amount[2]. The next stage is in transferring inherited property to the heirs.

It depends on

  • The date of death. The current schedule applies to deaths after 15 November 2022[3,5,8], and earlier estates are assessed under the previous one. PwC alone reports an exemption for deaths before 1 January 2007[3], so confirm it with the Ministry before relying on it. See old estates that were never declared.
  • Heirs living abroad. Per Kallas, the financial department may extend the declaration deadline by up to one year[2,9] on request, at its discretion, and deaths abroad are handled by the Beirut transfer-fee department. Heirs can also act through a power of attorney covering every step[9]. See acting for heirs abroad.
  • Deadlines in 2026. Law 46/2026 suspended deadlines running 1 March to 31 July 2026[10], and Annahar reports this covers tax deadlines. No source confirms how the Ministry applies it to estate files, so ask the transfer-fee department.
  • What the estate holds. Life insurance follows the currency of the policy[2,5]. For dollar-priced property and lollar deposits there is no published rule, so ask the Ministry or a tax adviser.

Common questions

Is inherited property in Lebanon valued in dollars or in lira for inheritance tax?

No published source says which exchange rate converts a dollar-priced property into lira for the tax[2]. The exemptions are in lira[2,5]. Ask the Ministry of Finance transfer-fee department or a tax adviser how your file will be converted.

Can heirs submit their own valuation instead of waiting for the Ministry?

Annahar reported that an April 2025 Finance Minister memo lets heirs submit a report from a real estate expert accredited by Banque du Liban[4] within the six-month period, at their and the expert's full civil and criminal responsibility. No source says whether the Ministry must accept it.

Can heirs challenge the Ministry's valuation of an inherited property?

Yes. According to Kallas Law Firm, the controller's valuation is served on the heirs, who may object[2] within two months of notification[2,5].
