Can I buy an apartment in Lebanon with a bank cheque, and what discount do sellers apply?
On this page
Short answer
It depends on the seller. We could not verify any 2026 figure for how often sellers accept a bank cheque or what discount they ask. According to one broker, many sales in 2020-21 closed with bankers' cheques on trapped deposits, but by 2022 most were paid in real dollars[1]. Agree it with the seller in writing first.

What a bank cheque means in Lebanon
In property sales, JSK Real Estate (January 2023) uses "bankers' cheque" to mean money drawn on a dollar deposit trapped in a Lebanese bank[1]. Dollars held in pre-crisis accounts are called lollars. AGBI reported in October 2023 that since 2021 lollar holders could withdraw only small amounts, often at a haircut that at its peak took around 80% of the face value[2].
Fresh dollars are the other kind of money. JSK Real Estate uses the term for cash banknotes or a bank-to-bank transfer outside Lebanon[1]. AGBI also reported in October 2023 that Banque du Liban Circular 679 bars banks from charging commissions introduced after 31 October 2019 on dollar deposits made before 3 September 2019[2]. We could not confirm that the circular is still in force in 2026, so ask your bank.
Will a seller take one, and at what discount?
Sellers seem to want fresh money. Walid Moussa, president of the brokers' group R.E.A.L, told The Beiruter that buying in 2025 was concentrated among Lebanese expatriates, some local investors and people holding cash. Libnanews says fresh-dollar buyers can still buy while those tied to old deposits cannot[7,8]. JSK Real Estate says 2025 purchases were paid in full in cash or by bank transfer, mostly in USD[9,10].
We found no current figure we could check for the discount a seller applies to a cheque. Some news reports mention numbers, but we could read only snippets of them, so we print none. If a seller agrees to a cheque, the discount is a private negotiation between you and them. Ask your bank what the same account would pay out in cash, so you have something to compare against. The wider question is covered in paying in lollars or fresh dollars and using a trapped deposit to buy property.
The paperwork is the same however you pay
You still buy through a notarial deed. The deed is then inscribed at the Land Registry, and ownership passes only on that inscription[6]. A cheque handed over before then gives you only a personal claim against the seller, not the flat[6,11].
Fees come on top of the price. The Land Registry fee is 3% of the value for Lebanese buyers, 5% for non-Lebanese[12]. On built property it is charged on the rental value × 30 when that estimate is higher than the declared price[13,14]. Stamp duty is 0.4%[14,15], according to Kallas Law Firm and PwC (2026); confirm it with the notary. The exchange rate used to convert a dollar price for stamp duty is disputed: Kallas Law Firm cites the previous day's rate under the stamp-duty law, while PwC cites a 2023 Finance Ministry decision requiring the Sayrafa rate. Ask the notary which rate applies on the day you sign, and read about the price written in the deed before you agree a "discounted" figure.
Under Law 44/2015[16], brokers must keep records and follow due-diligence duties, and notaries apply the same duties when they handle a sale. The law does not list the documents a buyer must show, and practice varies. Ask the notary and your bank what proof of funds they will want.
How to pay with a cheque, if the seller agrees
- Get a recent Land Registry extract. It shows the owner, mortgages and restrictions on the property[6,17]. Ask the seller for the plot number, the real estate district and, for a flat, the section number. Ask the notary or a lawyer which Land Registry office holds that plot, and check that the numbers match the extract before any money moves. Here is how to find a property's number, zone and section and how to check a title deed.
- Ask your bank in writing. Ask whether it will issue a bankers' cheque from your account payable to the seller, what it charges and how long it takes. In January 2023, JSK Real Estate said that withdrawing a full sale price in cash from a Lebanese fresh-dollar account carried very high commissions[1]. That was about fresh accounts, not cheques on old deposits, so get your bank's current fee schedule for your own account.
- Agree the terms with the seller in writing. Write down the price, the currency, whether the cheque is taken at face value or at a discount, and when it is handed over.
- Sign the sale at the notary. Ownership is transferred by the deed signed before the notary, not by a private agreement[6]. Ask the notary how the payment and the price will be written in the deed. If you are abroad, someone can sign for you with a power of attorney signed at a Lebanese embassy or consulate, or before a local notary and then legalised[18,19,20,21].
- File at the Land Registry straight away. According to Kallas Law Firm, priority between competing rights goes by the date the request enters the registry's daily journal, not by the date the deed was signed[17].
- Keep copies. Keep the cheque, the bank's confirmation, the deed and the new extract in your name.
It depends on
- Where the seller wants the money. JSK Real Estate (2023) says some sellers want payment abroad while buyers hold money in Lebanon, or the reverse, and that a seller who accepts either is far more likely to close[1]. Ask the seller early.
- Your bank. The bank decides whether it issues cheques on an old account and at what cost. Ask your branch, and ask whether Circular 679 still applies to your account.
Common questions
Can I use money trapped in my Lebanese bank account to buy an apartment?
Only if the seller accepts a cheque on that account. According to JSK Real Estate, that was common in 2020-21, but by 2022 most sales were paid in real dollars[1]. We found no 2026 source on how often sellers accept cheques now.
What discount do sellers in Lebanon apply to a bank cheque?
We could not verify any published figure as of October 2026; some news reports mention numbers, but we could read only snippets. Any discount is negotiated between you and the seller. Ask your bank what the account would pay out in cash, so you can compare.
