Short answer

As of October 2026, we could not confirm any PCH rent-to-own scheme is open. We found no official rules on eligibility, the price, rent credit or where to apply. According to EnterpriseAM, citing a PCH official, PCH asked in September 2026 for USD 100 million in the draft 2027 budget for loans at 3.5%[1]. Ask PCH.

Also asked as: “How does the PCH rent-to-own programme work in Lebanon?” · “Is the PCH rent-to-own scheme open in 2026?” · “Can I rent a home from PCH and buy it later?” · “Who qualifies for PCH rent-to-own?”

This page covers what was published up to 17 October 2026. PCH has published no official rent-to-own rules. If anyone asks you for money to "register" you for the scheme, treat the offer with suspicion until PCH confirms it in writing.

What we could and could not confirm

We have seen an unverified report that PCH plans to relaunch a rent-to-own scheme, but no official page confirms it. So we cannot tell you who is eligible or what the homes would cost. We also cannot say how much of your rent would count toward the price, how long the rental period would last, or where to apply.

Until PCH publishes rules, PCH itself is the only reliable source. Ask for the answers in writing and keep them.

What PCH is and where its loans stand

The Public Corporation for Housing (PCH) is fully state-run. It does not lend money itself. It subsidises loans that commercial banks write. Banque de l'Habitat (BDH) is a separate bank, 80% owned by private banks and insurers and 20% by the state[1]. People often mix the two up. The difference between PCH and BDH loans has its own page.

PCH has not taken new loan applications for years, though the sources disagree on when it stopped. EnterpriseAM puts it in 2019, when the crisis ended the Banque du Liban credit line that funded PCH loans[1]. LCPS dates the end of subsidised housing loans to 2018[2].

EnterpriseAM, citing a PCH official, reports that as of September 2026 PCH's director and the Social Affairs Minister had asked for USD 100 million in the draft 2027 budget to fund loans at 3.5%[1]. A lower figure appears in other reports, but we could not verify it. Either way, this is a request in a draft budget. The Finance Minister sent the draft to the Cabinet on 31 August 2026. As of early September 2026 it still needed Cabinet review and then a vote in Parliament. We could not confirm its status at 17 October 2026, and no source says what happens to the PCH plan if the budget does not pass. For more, see when PCH loans might restart.

If you need a home now

BDH publishes its loan terms as of October 2026: up to USD 100,000 (minimum USD 20,000)[3,4] at 5.75% a year (APR 6.33%)[1,3,5]. The loan is open to residents and expatriates. For the USD 100,000 loan, your family's net monthly income must be USD 2,500 to 5,000 a month (family net income)[3,4,6]. You must have held Lebanese citizenship for at least 10 years, and you may use the home only as your family's home.

BDH says it serves customers directly and does not work through brokers[3,7]. Anyone charging you a fee to "get" a BDH loan is not acting for the bank. Read the conditions for a BDH loan and whether to wait for PCH or take BDH now.

How to check a rent-to-own offer before you rely on it

  1. Ask PCH in writing whether the scheme exists. We found no published office, form or way to apply. Ask PCH which office handles the scheme and which documents it wants, and keep the reply.
  2. Get the rules on paper. Ask who qualifies and what the full price is. Ask how much of each rent payment counts toward the price, what happens if you miss a payment, and when the home goes into your name.
  3. Identify the property exactly. Ask PCH or the seller for the plot number and the real estate district, plus the section or unit number for an apartment. Here is how to find a property's number, zone and section.
  4. Get a recent Land Registry extract for that plot. It shows the owner, mortgages and restrictions[8,9]. Request it from the Land Registry using the plot number and district. This page has how to get an extract and what it costs.
  5. Know when you become the owner. Ownership passes only when the sale is registered at the Land Registry[9]. Until then you have only a personal claim against the seller[9,10].
  6. Pay no one to sign you up. Pay only against a written receipt from the body running the scheme, and keep copies of everything.

It depends on

  • The 2027 budget. As of early September 2026, the draft budget that includes the PCH restart still needed Cabinet review and Parliament's vote[1]. Watch for the vote and ask PCH what follows from it.
  • Your nationality. BDH requires Lebanese citizenship for at least 10 years[3,4]. PCH has published no nationality rules for any rent-to-own scheme, so ask PCH.
  • Where you live. BDH is open to residents and expatriates[3,4,6]. PCH has not said whether a scheme would accept Lebanese living abroad.
  • Your income. BDH sets a family income band for its USD 100,000 loan[3,4,6]. PCH has published no income rules for rent-to-own.

Common questions

Is the PCH rent-to-own scheme open now?

As of 17 October 2026 we found no official PCH page that confirms a rent-to-own scheme, its eligibility rules or how to apply. Ask PCH directly and get the answer in writing.

Will PCH loans be at 3.5%?

That is what PCH asked for, according to EnterpriseAM citing a PCH official: USD 100 million in the draft 2027 budget for loans at 3.5%, as of September 2026[1]. It is a request in a draft budget, not an approved programme.

Is PCH the same as Banque de l'Habitat?

No. PCH is a state body that subsidises loans written by commercial banks. Banque de l'Habitat is a bank, 80% owned by private banks and insurers and 20% by the state[1].
