Why do advertised prices in Lebanon differ from Land Registry prices?
On this page
Short answer
Because they measure different things. An advertised price is often what the owner would like to get rather than what they would accept[1,2,3]. Land Registry statistics describe a whole district, and their average deal mixes flats, land and shops[1][1,4]. No source measures the gap between the two, so neither number tells you what one specific flat is worth.

Key facts
- Registry statistics
- Describe a district, not a floor, a view or a deed[1]
- Average registered deal, January to May 2026
- about USD 108,000 per transaction (2026)[1,4], all property types mixed
- 2021 registry total
- about USD 15 billion recorded (2021, nominal)[3]; many deals were paid by bank cheque, so recorded values can exceed cash value
What an asking price is
An asking price is the owner's opening number. Libnanews (August 2026) says displayed prices are often what owners would like to get rather than what they would accept. An-Nahar (September 2026) says actual sales can move away from advertised averages with negotiation, age, condition, floor, view, finishing and exact location[1,2,3]. DoorEast's advertised averages, as reported by An-Nahar in September 2026, were Achrafieh about USD 3,091/m²; Ras Beirut USD 4,415/m²; Downtown USD 6,402/m² (asking, Sept 2026)[2]. An-Nahar does not give the method or the sample size behind them.
Asking prices can also rise without more sales behind them. The president of R.E.A.L told The Beiruter (January 2026) that the 2025 price rise came from owners repricing closer to pre-2019 levels, not from higher transaction volumes[7]. According to Cedar Keys Estates, an advisory firm quoted by LeBusiness in October 2026, owners often price on what a neighbour claims to have been offered, and the property can then sit six months unsold[1]. That is one firm's observation, not measured data.
Most per-m² figures in circulation, from JSK, DoorEast or R.E.A.L, do not say whether they are asking or sale prices[1,2,3]. Until you know otherwise, treat any figure without that label as an asking price.
What the Land Registry figures show
Registry statistics are totals and averages for a district (see house and villa prices in Lebanon). They cannot see a particular floor, a view, a broken lift, a deed shared between heirs or a registration that will stall[1]. The average registered deal from January to May 2026 was about USD 108,000 per transaction (2026)[1,4], according to Libnanews; LeBusiness gives about USD 108,400 for January to August. Libnanews stresses that this average mixes apartments, land, shops and other property, so it is not an average apartment price.
Then there is the question of which value the registry holds. For built property, registration fees are charged on the higher of the estimated value and the declared price[8,9], and the Land Registry officer may set a higher value at his discretion. Under Law 10/2022, the base for built property is rental value × 30, if higher than the declared price[5,6], as estimated by the regional finance office (in Beirut, the built-property tax department). The rule is written for built property. The fee base for unbuilt land is not confirmed, so ask the notary how a plot of land will be valued.
No source we found says whether the published statistics record the declared price, the estimated value or something else. More on this in estimated value versus market price.
Old and new registry figures do not join up. Libnanews (August 2026) says no national price index is reliable enough to support a single overvaluation figure, and LeBusiness (October 2026) says Lebanese-pound-era and dollar-era figures cannot honestly be joined into one trend[1,3]. Between 2019 and 2022, many sales were paid with bank cheques drawn on blocked dollar deposits (lollars), so recorded prices could be several times their cash value[3].
The size of the gap
Nobody has published a measured gap between asking and registered prices[1,2,3]. Libnanews (August 2026) offers one analytical scenario, which it does not present as observed data: ordinary, legally sound housing can sell 20%-40% below asking (scenario)[3] when a sale is actually concluded. No source gives a typical negotiation margin. See how much you can negotiate off the asking price.
The price written in the deed is a separate question. LeBusiness says declaring a low price to save fees will not always work, because for built property the estimated value sets a floor[8,9]. The risks are covered in declaring less than the real price in the deed.
How to check the price of one property
- Identify the property on paper. Ask the seller for the plot number, the real estate district and, for a flat, the section number. Here is how to find a property's number, zone and section.
- Get a recent Land Registry extract. It shows the owner, charges, mortgages and restrictions on that plot[10,11], which district statistics cannot show. See how to get a Land Registry extract and what it costs. Ask the notary which registry office holds the plot.
- Ask whether a figure is asking or sale. When an agent or seller quotes a per-m² price or "what the neighbour got", ask in writing whether it is an advertised price, a signed price or a registered price, and for which property.
- Ask about the estimated value. For a built property, it is set in the Ministry of Finance clearance document, and fees are charged on it when it is higher than the declared price[8,9]. Ask the notary or the regional finance office what it is for this property[5,6]. We found no official page that explains how the estimate is set.
- Consider an independent valuation. According to JSK Real Estate, an agency that sells valuations, reports in Lebanon are done either by a sworn valuer accepted by the courts or by an agency, at different prices it does not publish[12]. See how to get a property valued.
It depends on
- When the figure dates from. Registry values from 2020 to 2022 include lollar cheque deals and are not comparable with later fresh-dollar figures[3].
- The property's own state. Heirs sharing a deed, mortgages, a broken lift or a stalled registration change what a flat is worth, and district data does not see them[1]. Read the extract and ask a lawyer about anything you do not understand.
Common questions
Are asking prices in Lebanon the real sale prices?
How much below asking do properties sell in Lebanon?
No measured figure exists. Libnanews (August 2026) suggests, as a scenario rather than data, that ordinary legally sound housing can sell 20%-40% below asking (scenario)[3].
Why did registry values look so high in 2021?
Many sales between 2019 and 2022 were paid with bank cheques drawn on blocked dollar deposits, so recorded prices could be several times their cash value[3]. Libnanews (August 2026) says recorded sales approached USD 15 billion in 2021, in nominal terms.
Can Land Registry statistics tell me what a flat is worth?
No. They describe a district and cannot capture a floor, a view, a shared deed or a registration problem[1]. Pair any figure with the property's own Land Registry extract.
