Short answer

Built-property tax is charged at 4% to 14% of net annual revenue per property[1,2], in brackets. It falls on rental revenue, not on the property's price. If you live in the home, you deduct LBP 360,000,000 per owner-occupied dwelling, two at most[1] first. No source we read says whether the owner or the tenant owes it on a rented property, so ask the Ministry of Finance's regional finance office before you agree a lease.

Many pages still quote the 2022 brackets and an LBP 40 million exemption for owner-occupied homes. The 2024 Budget Law (Law 324/2024) replaced both[1,2][1]. This page covers what was published up to 17 October 2026.

What is taxed: rental revenue, not the price

The tax is worked out on the net annual revenue of each built property, one property at a time. What the property is worth does not enter the calculation directly[1,2]. The tax concerns built property, and one tax summary we read says bare land is not taxed by it.

The method for fixing the revenue comes from the 2022 Budget Law. According to ALDIC's summary of Art. 60 of Law 10/2022, the finance office takes the rent written in the lease if it is at least 70% of the office's own criteria-based estimate. If it is lower, the office uses comparable properties, and failing that the property's own criteria, with a floor of minimum 2.5% of the property's value[3]. That is a secondary summary: we did not read the article itself or check for later changes. How finance offices have assessed rental values in practice since the lira collapsed is not published. The regional finance office that handles your property can tell you the figure it holds.

The brackets and the owner-occupier deduction

Since the 2024 Budget Law, each slice of a property's net annual revenue is taxed at its own rate[1,2]:

Net annual revenue per propertyRate on that slice
Up to LBP 1.2 billion4%
LBP 1.2 to 2.4 billion6%
LBP 2.4 to 3.6 billion8%
LBP 3.6 to 6 billion11%
Above LBP 6 billion14%

If you live in the home as owner or co-owner, LBP 360,000,000 comes off its taxable net revenue, from 2024 revenues onward. The deduction covers at most two dwellings, the two with the highest rental values. Co-owners share it in proportion to their shares[1].

BLOMINVEST uses USD/LBP 89,500 (from 1 February 2024)[7] to convert registry statistics. At that rate the deduction is roughly USD 4,000 and the first bracket ends near USD 13,400. Treat these dollar figures as an illustration only. The brackets are set in lira[1,2], and BLOMINVEST's figure is not necessarily the rate the finance office uses.

The law we read does not say whether an owner who lives abroad and leaves the home empty gets the deduction[1]. Ask the finance office before you count on it.

Who pays, and what happens when you sell

No source we read says whether the owner or the tenant owes the tax on a rented property. Until the finance office confirms it for you, write into the lease who pays it, as you would for electricity, water and the generator.

If a single property brings in more than LBP 1.2 billion net a year, the owner or operator files a declaration with the competent finance office before 1 April each year[1] and pays at the time of filing. We could not verify the deadlines, late penalties or payment routes for ordinary properties. See how to declare and pay built-property tax.

The tax matters most when you sell. Where there is no Treasury seizure on the property, the rental value statement is issued only after the built-property tax and the capital-gains tax are paid[5,6]. Kallas Law Firm lists annual municipal fees as a third clearance, but Art. 66 of Law 10/2022 names only the two taxes. More in which taxes a seller must clear. Municipal fees are a separate yearly charge, covered in annual municipal fees for owners.

How to work out and settle your tax

  1. List each property separately. The tax is calculated property by property[1,2], so write down each one's property number and real estate district before you contact anyone.
  2. Ask the finance office for the rental value it holds. The regional finance offices estimate built rental values, and in Beirut the built-property tax department does[5,6]. Ask that office, in writing if you can, what net revenue it uses for your property and whether you owe anything for past years.
  3. Apply the deduction if you live there. Take LBP 360,000,000 per owner-occupied dwelling, two at most[1] off the net revenue of the home you occupy, split by ownership share. Then apply the brackets slice by slice.
  4. Declare before 1 April if revenue is large. Above LBP 1.2 billion net per property, file with the competent finance office before 1 April each year[1] and pay when you file.
  5. Clear it before you sell. Pay the built-property tax so the rental value statement can be issued[5,6]. Keep every receipt, and ask the notary which proof of payment they need.

It depends on

  • Whether you live in the home. Owner-occupied homes get the LBP 360 million deduction, for two dwellings at most[1]. Whether the empty home of an owner abroad qualifies is not stated, so ask the finance office.
  • Whether it is rented. No source we read says who owes the tax under a lease. Put it in the lease and confirm with the finance office.
  • How much revenue the property earns. Higher slices pay up to 14%, and above LBP 1.2 billion per property you must file the declaration yourself[1].
  • How the house was built. Houses built to the official model designs get 50% off for five years[4] if two thirds of the external walls are natural stone, at least two thirds of the roof is red tile, or solar panels are approved. The law runs for five years from 21 April 2022. See model-design houses.

Common questions

Do owners living abroad pay built-property tax in Lebanon?

The sources we read set no separate rule for owners abroad. They do not say whether the empty home of an owner abroad gets the LBP 360 million owner-occupier deduction, so ask the Ministry of Finance's regional finance office that handles your property.

Does the tenant or the owner pay built-property tax?

No source we read says. Agree it in writing in the lease and ask the Ministry of Finance's regional finance office to confirm.

Is there a property tax on land in Lebanon?

Built-property tax concerns built property, and one tax summary we read says bare land is not taxed by it[1,2].

Can I sell my property with built-property tax unpaid?

Where there is no Treasury seizure on the property, the rental value statement needed for the sale is issued only after the built-property tax and the capital-gains tax are paid[5,6].
