Short answer

For selling, the type matters. According to Kallas Law Firm, a sale is an act of disposition, so a general power of attorney is not enough and the agent needs an express special mandate to sell[1]. Missions issue both types at different fees, for example USD 50 special, USD 100 general[2,3,4] at US missions. No source we read says which type covers buying or renting; ask a notary.

Forged powers of attorney have been used to try to sell or mortgage Lebanese property, including property of an owner living abroad, and in July 2026 the Internal Security Forces reported POAs notarised in Lebanon on forged identity papers[5,6,7][6]. Keep a record of every POA you sign and keep an eye on your property's register, which shows the owner and any mortgages[8,9]: someone in Lebanon can view it at an OMT outlet and send you the unofficial copy[10,11]. Selling needs a special mandate

According to Kallas Law Firm, selling a property is an act of disposition, so a general power of attorney does not suffice. The agent needs an express special mandate to sell[1] under Articles 777 and 778 of the Code of Obligations and Contracts. The same firm says heirs abroad can give one POA covering every step of an estate, though selling the property still needs that express special mandate[16].

The missions' own pages list general and special POAs at different fees and do not explain which to use for what[1]. We found no source on whether a general POA is enough to buy, to rent out or manage a property, or to deal with a bank. Before you sign, write to the notary (kateb adel) or lawyer in Lebanon who will use the POA, list every task, and ask: "Which type does each task need, and will the Land Registry office for my property accept this wording?"

Naming the property so there is no doubt

For a property POA, missions ask for the property number and location, plus a copy of the deed or a Land Registry extract[2,4,12]. On paper, a Lebanese property is identified by its governorate (muhafaza), district (caza), real estate zone and property number, plus the section and block where they apply[11,17]. In a divided building, each apartment gets a unit number added to the plot number[18]. Copy all of these into the POA from the extract. Here is how to find your property number, zone and section.

Each party is named with full names, parents' names, date of birth and registry number[4,19]. The papers you bring differ by mission. Detroit asks for the original deed or registry certificate, not a judge's document[4]. The embassy in the Netherlands wants the original deed or a registry certificate for a POA to sell[4,12], and Sydney asks applicants for a POA to sell or lease to have a copy of the deeds[14].

The official extract (ifadeh aqariyeh) is issued only in person at the Land Registry office for the property's area, and Legalmondo put its fee at USD 5 in June 2025[17]. Copies from the website or from OMT are unofficial and cannot be used for a transaction[10,11,17,20]. If you are abroad, someone in Lebanon will have to collect it for you. See how to get a Land Registry extract.

How long it lasts and how you cancel it

Kallas Law Firm says a power of attorney does not lapse with time unless a term is written into it[1]. But an agent registering a right at the Land Registry must produce a POA dated no more than five years earlier, and for an ordinary POA the registrar can raise this on his own[1,15]. So an old POA can still exist and be refused at the registry.

Kallas Law Firm says that under Art. 810 of the Code of Obligations and Contracts you can in principle revoke a POA whenever you wish, and a clause saying otherwise has no effect[1,15]. The exception, on the same firm's reading, is a POA made in the interest of the agent or a third party, which you can withdraw only with that person's consent[1]. Kallas adds that such a POA is irrevocable because of what it says, whatever its title, and that it survives your death and binds your heirs. It is still not a sale: ownership passes only when the sale is registered. More in irrevocable powers of attorney.

Missions handle revocations. Dubai asks for a copy of the POA and charges AED 276 per signature[13], and the Netherlands arranges cancellation by email[12,13]. Neither page says how the revocation reaches the notary or the Land Registry, and we found no public register of revocations[1,15]. Tell the agent and the notary yourself, in writing. See how to cancel a power of attorney.

How to choose and get the right POA from abroad

  1. List what your agent must do. Write down each task, then ask the notary or lawyer in Lebanon who will use the POA which type each one needs. For a sale, Kallas Law Firm says it must be a special mandate[1].
  2. Get the official Land Registry extract. Someone in Lebanon requests it in person at the Land Registry office for the property's area[17,21], giving the governorate, district, real estate zone and property number, plus the section and block where they apply[11,17]. Read the owner, mortgages and restrictions before anything else[8,9].
  3. Have the POA drafted around the property and the named acts. Copy the identifiers from the extract and give each party's full names, parents' names, date of birth and registry number[4,19]. If anyone suggests making it irrevocable, have a lawyer read the wording first, because Kallas says irrevocability depends on what the text actually says[1].
  4. Sign at a Lebanese mission or before a local notary. Either sign in person at the mission, or before a local notary followed by local authentication and Lebanese legalisation[2,3,12,19]. An apostille is not enough, because Lebanon is not a member of the Apostille Convention[22]. US missions take fees only by money order or cashier's cheque only[2,3,4], and for a property POA signed before a local notary, New York and Detroit require two witnesses who are not relatives[3,4]. Kallas Law Firm says a POA signed abroad generally also passes through Lebanon's Ministry of Foreign Affairs, but the US, UAE and Belgian mission pages stop at consular legalisation, so this is unsettled and the notary who will use the POA can confirm it[16,23]. Bring your ID and the property papers, and check your mission's page for its document list and its fee for the type you chose; more in giving a power of attorney from abroad.
  5. Get it to your agent and keep a copy. The agent signs the sale before a notary or the assistant head of the Land Registry office[15,24], then registers it, and ownership passes only on registration[9]. An ordinary POA must be no more than five years old when it is used for registration[1,15].
  6. Revoke it when the job is done. Do it at a mission[12,13], then tell the agent and the notary in writing and keep proof that you did.

It depends on

  • What the agent must do. A sale needs a special mandate, according to Kallas Law Firm[1]. For buying, renting or bank matters we found no published rule, so ask the notary who will use the POA.
  • The mission you sign at. Sydney charges $145 general, $72.50 special (cash)[14] without naming the currency. Under Law 10/2022, consular fees are set and collected in USD or EUR[25], so ask the consulate whether its figure means US or Australian dollars. Detroit wants the original deed or registry certificate, not a judge's document[4]. Read your own mission's page and ask it to confirm the fee and documents.
  • Whether the POA is irrevocable. A truly irrevocable POA is not held to the five-year limit at the registry, according to Kallas Law Firm[1,15]. Have a lawyer check what you are signing.
  • Your age. A medical certificate is needed from 70 (Washington, Dubai) or 80 (Netherlands)[2,12,13]. In Sydney, over-70s bring a doctor's letter no more than 7 days old[14].
  • Company or commercial use. The embassy in the Netherlands lists a separate fee of EUR 198 for a POA for a company or commercial purposes[12].

Common questions

Can I sell my property in Lebanon with a general power of attorney?

According to Kallas Law Firm, no. Selling is an act of disposition, so it needs an express special mandate to sell[1].

Is a general power of attorney more expensive than a special one?

At the missions we checked, yes: USD 50 special, USD 100 general[2,3,4] at US missions, EUR 44 special, EUR 88 general[12] in the Netherlands and AED 184 special, AED 368 general[13] in Dubai. The mission pages are undated and we read these fees in October 2026, so confirm the amount with your own mission.

Does a Lebanese power of attorney expire?

Kallas Law Firm says it does not lapse with time unless a term is written into it[1]. An ordinary POA used to register a right at the Land Registry must be no more than five years old[1,15].

Is a general power of attorney enough to buy property for me?

None of the sources we read says. Before you sign anything, ask the notary or lawyer in Lebanon who will sign for you which type the purchase needs.
