How do I make a power of attorney for Lebanon from the UAE or the Gulf?
On this page
Short answer
Lebanese nationals, and Palestinians with Lebanese travel documents, sign in person at the Lebanese consulate in Dubai[1]. Others sign before a UAE notary, then get attestation from the UAE foreign ministry and the consulate. Its undated page, read October 2026, lists AED 184 special, AED 368 general. Lebanon is not a member of the Apostille Convention[2], so an apostille is not enough. We found no published rules for the other Gulf states.

Lebanese nationals: sign at the consulate in Dubai
The Consulate General of Lebanon in Dubai issues powers of attorney for Lebanese nationals and for Palestinians who hold Lebanese travel documents[1]. You sign in person at the mission[6,7,9,10]. Its undated page, which we read in October 2026, prices a special POA below a general one: AED 184 special, AED 368 general. The consulate also lists the irrevocable POA and the property-management or real-estate POA among the types it handles, with no separate fee for the irrevocable type.
The consulate's page lists its fees in AED. Under Art. 77 of Law 10/2022, however, consular fees are set and collected in USD or EUR[11]. Ask the consulate how it wants to be paid before you go. We found no published processing time for Dubai.
If you are 70 or older, Dubai asks for a medical certificate[1,6,7]. Ask the consulate what the certificate must say and how recent it must be.
The same consulate also cancels POAs. You bring a copy of the POA to be revoked, and the fee is AED 276 per signature[1]. The consulate's page does not say how the agent, the notary or the Land Registry learn of the revocation, and we found no public register of revocations[12,13]. Tell the agent and the notary in writing, and ask a notary or lawyer in Lebanon how to make the revocation known to the Land Registry office for the property. More in how to cancel a power of attorney.
Other nationals: UAE notary, then two attestations
If you are not Lebanese, the Dubai consulate does not issue the POA itself. You sign before a UAE notary. The UAE foreign ministry then attests the document, and the Lebanese consulate attests it after that[1].
An apostille does not replace these steps, because Lebanon is not a member of the Apostille Convention[2]. Our sources do not say whether the UAE issues apostilles, and for a document going to Lebanon the answer would not change the route.
The only witness rules we found come from the Lebanese consulates in New York and Detroit, which require two witnesses who are not relatives[8,9] for a property POA signed before a local notary. Ask the UAE notary and the consulate whether witnesses are needed in the UAE.
Dubai states its medical-certificate age only for POAs signed at the consulate. At least one mission, the Washington embassy, applies the same rule to POAs signed before a local notary[6]. If you are 70 or older, ask the Dubai consulate whether it wants a certificate with a UAE-notary POA too.
Saudi Arabia, Kuwait, Qatar, Bahrain and Oman
We found no published POA rules from a Lebanese mission in any of these countries. In general, a POA for Lebanon follows one of two routes. You sign at a Lebanese embassy or consulate. Or you sign before a local notary, have it authenticated by the local authorities, and then have it legalised by the Lebanese mission[6,7,9,10]. The details differ by mission, as the different medical-certificate ages show[1,6,7], so do not assume Dubai's rules apply where you live.
One Lebanese embassy can cover a neighbouring country. Danish documents, for example, are legalised by the Lebanese embassy in Stockholm[14]. Ask the Lebanese embassy or consulate that covers your country these questions:
- Do you issue property POAs for my nationality, and do I need an appointment?
- Which identity papers and property documents must I bring?
- What do a special and a general POA cost, and how do I pay?
- From what age do you need a medical certificate?
- If I sign before a local notary, which local ministry must authenticate it first?
- How long does it take?
What the POA should say, and how long it works
Missions ask for the property number and location, plus a copy of the deed or a Land Registry extract[6,7,8]. The POA must also give each party's full names, parents' names, date of birth and registry number[8,10]. For a sale, Kallas Law Firm says a general POA is not enough and an express special mandate to sell is required[12]. For a purchase, ask the notary in Lebanon which type and wording they will accept. See general and special powers of attorney.
Kallas Law Firm says a POA is irrevocable when it is made in the interest of the agent or a third party, and you can then withdraw it only with that person's consent[12]. Read what an irrevocable power of attorney means before you sign one.
A claim seen online that a Dubai POA is "valid for 5 years" is not on the consulate's page[1]. Kallas Law Firm says a POA does not lapse with time unless a term is written into it[12]. It also says an agent registering at the Land Registry must produce an ordinary POA no more than five years old[12,13], and that a truly irrevocable POA is not subject to that limit.
Kallas Law Firm also says documents executed abroad, such as a POA, generally pass through the Lebanese mission and then Lebanon's Ministry of Foreign Affairs before they are used in Lebanon. The Dubai consulate's page ends at consular attestation, and no official page settles the point[15,16]. Ask the notary or Land Registry office that will use the POA. See the foreign ministry step in Beirut.
Making a property POA from the UAE, step by step
- Get the property's details. The POA has to name the property, and missions ask for the property number and location, plus a copy of the deed or a Land Registry extract[6,7,8]. A request for a Land Registry extract (ifadeh aqariyeh) needs the governorate, district, real estate zone, property number, section and block[17,18]. Legalmondo, a law-firm network, said in June 2025 that the official extract is issued only in person at the Land Registry office for the property's area[18,19][18]. It put the fee at USD 5, which may be collected in LBP, so ask that office before going. Whether an official electronic extract now exists could not be checked[17,18,20,21]. Legalmondo also says anyone may request an extract without showing a legal interest, so someone in Lebanon can collect it for you, but none is issued while a lien or registration on the plot is still in process. An OMT outlet can give an unofficial copy for reference, but transactions need the official one. More in how to get a Land Registry extract.
- Choose the type and your agent. Decide whether you need a special or general POA, and whether anyone is asking you for an irrevocable one. Ask the notary in Lebanon who will use it which wording they need.
- Sign in the right place. If you are Lebanese, or Palestinian with Lebanese travel documents, sign in person at the consulate in Dubai and bring your ID and the property papers[1]. If you are 70 or older, bring a medical certificate as well[1,6,7]. If you hold another nationality, sign before a UAE notary, then take the document to the UAE foreign ministry and then to the Lebanese consulate. On that route, ask the consulate whether it also wants a medical certificate if you are 70 or older.
- Send the original to your agent. The agent uses it to sign the notarial deed and to register the sale at the Land Registry. You become the owner only on registration[22]. Ask the notary whether they need the Beirut foreign ministry stamp before you post it.
- Keep a record and keep checking. Keep a copy of every POA you sign. From time to time, get the property's extract, which shows the owner, mortgages and restrictions[22,23]. Revoke the POA when the job is done, and read how to protect your property from a forged power of attorney.
It depends on
- Your nationality. The Dubai consulate issues POAs for Lebanese nationals and Palestinians with Lebanese travel documents. Everyone else goes through a UAE notary and the UAE foreign ministry first[1].
- Which Gulf country you are in. We read only the Dubai consulate's page. In Saudi Arabia, Kuwait, Qatar, Bahrain or Oman, ask the Lebanese embassy or consulate that covers you for its own documents, fees and timing.
- What the agent will do. Kallas Law Firm says selling needs an express special mandate[12], and that an irrevocable POA can be withdrawn only with the beneficiary's consent.
Common questions
Is the UAE an apostille country?
How much does a power of attorney cost at the Lebanese consulate in Dubai?
Can I make a Lebanese power of attorney in Saudi Arabia, Kuwait or Qatar?
We found no published rules from Lebanese missions in those countries. In general, a POA for Lebanon is signed at a Lebanese embassy or consulate, or before a local notary, then authenticated locally and legalised by the Lebanese mission[6,7,9,10]. Ask the Lebanese embassy that covers your country for its documents and fees.
How long is a power of attorney from Dubai valid?
The Dubai consulate's page gives no validity period[1]. Kallas Law Firm says a POA does not lapse with time unless a term is written in[12], but the Land Registry accepts an ordinary POA for registration only if it is no more than five years old[12,13]. Kallas adds that a truly irrevocable POA is not subject to that five-year limit.
