Should I sign my Lebanon power of attorney at the consulate or before a local notary?
On this page
Short answer
Both work: sign in person at a Lebanese embassy or consulate, or before a local notary, then get local authentication and Lebanese legalisation[1,2,3,4]. Signing at the mission skips the local authentication steps. A local notary helps when the mission is far or does not serve your nationality[5]. No source we read says Lebanese notaries prefer either.

Key facts
- Two routes
- In person at a Lebanese mission, or a local notary, then local authentication, then Lebanese legalisation[1,2,3,4]
- Apostille
- Not enough on its own: Lebanon is not a member of the Apostille Convention[6]
- US local-notary chain
- notary, county clerk where required, Secretary of State, then the Lebanese mission[1,2]; a POA mailed to the Washington embassy also goes to the US State Department after the Secretary of State
- Belgium and Luxembourg
- local notary, then Belgian/Luxembourg MFA, then embassy by registered mail[4]; stated time 10 working days
- Fees at US missions
- USD 50 special, USD 100 general[1,2,7], per signature; money order or cashier's cheque only
The two routes side by side
You can sign in person at the Lebanese embassy or consulate. Or you can sign before a notary where you live, have the signature authenticated by your local authorities, and then have it legalised by the Lebanese mission[1,2,3,4]. An apostille does not replace the Lebanese step, because Lebanon is not a member of the Apostille Convention[6]. The wider rules are in giving a power of attorney from abroad. This is how the two routes compare on the mission pages we read.
| At a Lebanese embassy or consulate | Before a local notary | |
|---|---|---|
| Where you sign | In person at the mission[1,2,3,4] | Before a notary in your country[1,2,3,4] |
| What happens next | Washington prepares the POA from the text and documents you email, then gives you an appointment[1] | Local authentication, then legalisation by the Lebanese mission[1,2,3,4] |
| Booking | Washington: book by email; first come, first served[1]. The Hague: by appointment[3] | New York: walk-in, Monday to Friday, 9:00 to 15:00[2]. Detroit: by mail[7]. Brussels: by registered mail[4] |
| Witnesses | Not stated on the pages we read; ask the mission | New York and Detroit: two witnesses who are not relatives[2,7] |
| Mission fee, Netherlands | EUR 44 special, EUR 88 general[3] | EUR 44 special, EUR 88 general (Dutch notary POA)[8] |
| Medical certificate | Needed from 70 (Washington, Dubai) or 80 (Netherlands)[1,3,5] | Washington: over 70, also for POAs sent by mail[1] |
| Nationality | Dubai serves only Lebanese nationals and Palestinians with Lebanese travel documents[5] | Other nationals in the UAE use a UAE notary, the UAE foreign ministry, then the consulate[5] |
In The Hague the embassy charges the same either way[8]. US missions charge USD 50 special, USD 100 general[1,2,7] per signature, and payment is by money order or cashier's cheque only. New York takes only money orders payable to the Consulate General, Washington a money order or cashier's cheque payable to the Embassy, and Detroit a bank-issued cashier's check or a USPS money order. The sources we read do not say what your local notary or the local authentication offices charge, so ask them directly.
When signing at the mission makes sense
If you can reach a mission and it serves your nationality, you sign once and skip the local authentication chain[1,2,3,4]. In Washington you first email the POA you want and your documents. The embassy prepares it and calls you in, first come, first served, and its page gives no waiting time[1].
Sydney wants you there in person, with paper documents[9]. Its page does not say whether the consulate also legalises a POA signed before an Australian notary. If you live in Australia, ask the consulate before you book a local notary.
When a local notary makes sense
A local notary helps when the nearest mission is far away, or when the mission will not serve you. In the UAE, foreign nationals do not sign at the Dubai consulate. They go to a UAE notary first[5].
Some missions take the finished POA by mail. Detroit legalises mailed POAs without an appointment once they are notarised and authenticated by the Secretary of State[7]. The mail file also needs the application form, the Lebanese IDs of you and the person you name, and a copy of your driver's licence, and a POA of more than one page needs your signature and notary seal on every page. Brussels works by registered mail only, after the Belgian or Luxembourg foreign ministry has certified the POA, and it states that it is not responsible for the content[4]. It quotes a processing time of 10 working days; you pay postage both ways, and the embassy takes no responsibility for lost or damaged mail.
New York accepts mail at the sender's own risk. If you go in person, it asks for a valid passport, a Lebanese ID card, or a family or individual civil-registry extract (ikhraj qayd) issued within the last 10 years, plus a copy[2].
The local route has more links. In the US the chain runs notary, county clerk where required, Secretary of State, then the Lebanese mission[1,2]. A POA mailed to the Washington embassy also needs authentication by the US State Department after the Secretary of State; see the US step by step. That mailed file must include copies of your ID, the agent's ID and the witness's ID, and files with missing documents are rejected[1]. In the Netherlands, a Dutch notary's document must be legalised by the Dutch foreign ministry before the embassy will legalise it[8].
What we could not confirm
No source we read compares the two routes on total cost, time or risk. We also found nothing saying that a notary (kateb adel) or the Land Registry (السجل العقاري) in Lebanon treats a POA signed at a mission differently from a legalised local-notary POA. The mission pages are undated, and we read them in October 2026.
A final stamp in Beirut is an open point. Kallas Law Firm says documents signed abroad, including a POA, generally pass through the Lebanese mission and then Lebanon's Ministry of Foreign Affairs before use in Lebanon[10,11]. The US, UAE and Belgian mission pages end at consular legalisation and say nothing about a further step. Ask the notary or Land Registry office that will use your POA whether it wants that step. More in the foreign ministry step in Beirut.
How to choose and sign
- Get the official extract. To request one, you give the property's governorate, district, real estate zone, property number, section and block[12,13] (the last two where they apply). According to Legalmondo, a law firm, writing in June 2025, the official extract is requested in person at the Land Registry office for the property's area and costs USD 5[13], so someone in Lebanon may need to fetch it. Copies from OMT outlets are unofficial: they help for a first look, but a real estate transaction needs the official certificate[12,13,14,15][12,14]. Ask your mission which one it accepts. More on how to get a Land Registry extract.
- Read your mission's own POA page. Check whether it serves your nationality and whether it signs POAs in person, legalises local-notary POAs, or both. Note its fees, how it takes payment, and its rules for witnesses and older applicants.
- Draft the wording. Give each party's full names, parents' names, date of birth and registry number[4,7]. Decide between a special and a general power of attorney. Kallas Law Firm says selling a property needs an express special mandate to sell[16].
- Before a local notary: finish every link in the chain. In the US that is notary, county clerk where required, Secretary of State, then the Lebanese mission[1,2], with the US State Department added after the Secretary of State for a POA mailed to the Washington embassy. New York and Detroit also require two witnesses who are not relatives[2,7]. Detroit requires a POA of more than one page to carry your signature and the notary's seal and signature on every page[7]; ask your mission whether it wants the same. In Belgium and Luxembourg, the foreign ministry certifies the POA before you send it by registered mail[4].
- Ask Lebanon before you post it. Send a scan to the notary in Lebanon who will use the POA. Ask whether the wording, the stamps and any Beirut foreign-ministry step are what they need.
- Send the original and keep a record. Your agent signs the deed at the notary and registers the sale at the Land Registry. Ownership passes only on registration[17]. Forged POAs have been used to try to sell or mortgage property in Lebanon, including an expatriate's property in Jounieh[18,19,20], so keep a copy of every POA you sign. See protecting your property from a forged power of attorney.
It depends on
- Your nationality. The Dubai consulate signs POAs only for Lebanese nationals and Palestinians with Lebanese travel documents[5]. Elsewhere, ask the mission whether it serves you.
