Short answer

No official page settles it. The Lebanese mission pages we read for the US, the UAE and Belgium end the chain at the embassy or consulate's legalisation[1,2]. Kallas Law Firm says documents signed abroad generally also pass through Lebanon's Ministry of Foreign Affairs. Before you sign, ask the notary or Land Registry office that will use the POA.

Also asked as: “Lebanese ministry of foreign affairs authentication power of attorney” · “Does a Lebanese POA need a foreign ministry stamp in Beirut?” · “Is consulate legalisation enough for a power of attorney in Lebanon?” · “MOFA legalisation of a power of attorney for Lebanon”

This page covers what was published up to 17 October 2026. No official page settles the Beirut ministry step: the mission pages stop at consular legalisation, while one law firm (Kallas) adds the ministry step[1,2]. Get an answer from the notary or Land Registry office that will receive the POA before you sign and send it.

Key facts

Two ways to sign
At a Lebanese mission, or before a local notary and then legalised[3,4,5,6]
United States chain
notary, county clerk where required, Secretary of State, then the Lebanese mission[3,4]
Belgium and Luxembourg chain
local notary, then Belgian/Luxembourg MFA, then embassy by registered mail[6]
Netherlands fees
EUR 44 special, EUR 88 general (Dutch notary POA)[7], once the Dutch foreign ministry has legalised it
UK chain (generic GOV.UK guidance)
FCDO Legalisation Office, the Lebanese embassy in London, then Lebanon's Ministry of Foreign Affairs[8]
Kallas Law Firm's view
Lebanese mission, then the Ministry of Foreign Affairs[1,2]
Beirut ministry step for a POA
Not settled by any official page[1,2]
Apostille
Not enough on its own: Lebanon is not a member of the Apostille Convention[9], so the document still needs Lebanese legalisation

What the Lebanese missions' own pages say

A power of attorney for Lebanon is either signed in person at a Lebanese embassy or consulate, or signed before a local notary, authenticated locally and then legalised by the Lebanese embassy or consulate[3,4,5,6]. The US, UAE and Belgian mission pages end at that consular legalisation and say nothing about a further step in Beirut[1,2]. The general route is explained in how to give a power of attorney from abroad.

  • United States: notary, county clerk where required, Secretary of State, then the Lebanese mission[3,4]. For a POA sent by mail to the Washington embassy, the State Department step is added.
  • Belgium and Luxembourg: local notary, then Belgian/Luxembourg MFA, then embassy by registered mail[6]. The embassy states that it is not responsible for the POA's content.
  • United Arab Emirates, for other nationals: a UAE notary, the UAE foreign ministry, then the consulate. Lebanese nationals and Palestinians with Lebanese travel documents sign at the consulate itself[10].
  • Netherlands: the Dutch Ministry of Foreign Affairs legalises the document first[7]. The embassy in The Hague then charges EUR 44 special, EUR 88 general (Dutch notary POA) to legalise it.

The Hague page also says that Lebanese documents must be legalised by Lebanon's Ministry of Foreign Affairs[7]. That rule appears to cover documents issued in Lebanon. It does not speak to a POA signed before a Dutch notary, so it does not answer this question.

Where the Beirut ministry step comes from

Kallas Law Firm writes that documents executed abroad, a power of attorney included, generally need to pass through the Lebanese mission, then the Ministry of Foreign Affairs[1,2] before they can be used in Lebanon. Another Kallas page, on partition cases, mentions only a POA notarised abroad and authenticated through the Lebanese consulate[2]. So even the one firm that raises the ministry step does not mention it on every page.

GOV.UK's generic guidance for countries outside the Apostille Convention also ends with the foreign ministry. The page does not name Lebanon, but applied to Lebanon its chain is FCDO Legalisation Office, the Lebanese embassy in London, then Lebanon's Ministry of Foreign Affairs[8]. In that UK chain, an apostille is attached first and the embassy in London then adds its stamp[8,11]. Details are in getting a Lebanese power of attorney in the UK.

The New York consulate charges USD 20 per document[12] to legalise documents already authenticated at Lebanon's Ministry of Foreign Affairs and Emigrants. That service is for papers that have already been through Beirut, and it does not say that a POA signed in the US must go there.

What nobody has published, and who can tell you

No official page states whether a POA legalised by a Lebanese mission must also be authenticated at the ministry in Beirut[1,2]. The sources we read give no fee or procedure for that step, and do not say whether you must go in person or someone can do it for you. The people who can answer are the notary or Land Registry office that will receive the POA, and the Ministry of Foreign Affairs and Emigrants itself.

The Land Registry office that will receive it is the land registry office for the property's area[13,14]. A registrable sale contract is drawn up before a notary or Land Registry assistant head[15,16]. Ask whichever of the two your agent will actually use.

How to get your POA accepted without guessing

  1. Identify the property on paper. Missions ask for the property number and location, plus a copy of the deed or a Land Registry extract[3,5,17]. To request the extract you give the property's governorate, district, real estate zone, property number, section and block[14,18], the last two only where they apply. On a visit, or through anyone you trust other than the seller, you can view the title register at an OMT outlet in Lebanon with the same details and get an unofficial copy[18,19]. Any property transaction needs the official extract, though[14,18,19,20], so have your agent or lawyer in Lebanon request it from the land registry office for the property's area[13,14].
  2. Decide who will use the POA in Lebanon. It will be presented either to a notary or to the assistant head at the Land Registry office for the property's area. A registrable sale is drawn up before one or the other[15,16]. Get the name and office of that notary, or of the registry office for the property's district.
  3. Ask that office one precise question, in writing. Use these words: "Will you accept a POA legalised by the Lebanese embassy or consulate in [your country], or must it also be authenticated at the Ministry of Foreign Affairs and Emigrants in Beirut?" Have your agent get the answer by message or email, and keep it.
  4. Follow your country's chain to the Lebanese mission. In the US the chain is notary, county clerk where required, Secretary of State, then the Lebanese mission[3,4]. If you sign before a local notary, the New York and Detroit consulates require two witnesses who are not relatives[4,17]. The POA must give each party's full names, parents' names, date of birth and registry number[6,17]. For the choice between routes, see consulate or local notary.
  5. If the office says the Beirut step is needed, ask how it is done. Ask the ministry or the notary whether your agent can present the POA for you, what it costs and how long it takes. None of that is published in the sources we read.
  6. Watch the date and keep copies. According to Kallas Law Firm, an agent registering a right at the Land Registry must produce a POA no more than 5 years old[16,21]. Keep a scan of every page and every stamp. Notary offices in Jounieh and the Bekaa reported documents they suspected were forged, powers of attorney among them, in a case the ISF published in August 2026[22]. See how to check that a POA is genuine.

It depends on

  • The country you sign in. The US, UAE and Belgian mission pages end at consular legalisation[1,2], while GOV.UK's generic chain adds the foreign ministry[8]. Ask the receiving notary which applies to a POA from your country.
  • The office that will receive it. Either a notary or the Land Registry office can draw up a registrable sale[15,16]. We found nothing saying the two treat the ministry question the same way, so ask the one your agent will use.
  • What the POA is for. Kallas Law Firm says a sale needs an express special mandate to sell[21], and a general POA is not enough. See general and special powers of attorney.
  • Your age. A medical certificate is needed from 70 (Washington, Dubai) or 80 (Netherlands)[3,5,10]. Check your mission's own page.

Common questions

Is the Lebanese consulate's legalisation enough for a POA to be used in Lebanon?

The US, UAE and Belgian mission pages end at that step and mention nothing further, but Kallas Law Firm says documents signed abroad generally also go through Lebanon's Ministry of Foreign Affairs[1,2]. No official page settles it, so ask the notary or Land Registry office that will use the POA.

How much does authentication at Lebanon's foreign ministry cost?

The sources we read publish no fee for that step, so ask the ministry or the notary who will receive the POA. The New York consulate's USD 20 per document[12] is for documents already authenticated in Beirut, not for the Beirut step itself.

Is an apostille enough for a POA used in Lebanon?

Not on its own. Lebanon is not a member of the Apostille Convention[9], so a POA signed abroad still needs legalisation by the Lebanese embassy or consulate[3,4,5,6]. In the UK chain the apostille is attached first and the Lebanese embassy in London then stamps the document[8,11]. More in apostille or legalisation for Lebanon.
