Does Lebanon accept the Apostille, or do I need embassy legalisation?
On this page
Short answer
No. Lebanon is not a member of the Apostille Convention[1], so an apostille alone is not enough. You sign a power of attorney at a Lebanese embassy or consulate, or before a local notary, then have it authenticated locally and legalised by the Lebanese mission[2,3,4,5]. In the UK the apostille comes first, then the embassy's stamp in London[6,7].

Some web summaries say Lebanon has joined the Apostille Convention. The HCCH status table updated 30 June 2026 lists 130 parties, and Lebanon is not one of them[1]. This page covers what was published up to 17 October 2026.

Why an apostille is not enough for Lebanon
An apostille is the stamp that countries in the Hague Convention of 1961 use for each other's documents. Lebanon is not in it, so a document signed abroad for use in Lebanon is legalised instead: a notary, local authentication, then the Lebanese embassy or consulate[1]. Australia, Canada, the United Kingdom, Brazil and Mexico are members and issue apostilles for their own documents. Membership lets them issue the stamp. A document going to Lebanon still has to be legalised.
In the UK the apostille is still part of the chain. GOV.UK says the UK Legalisation Office checks the signature, stamp or seal and attaches an apostille, and for a country outside the convention the document must then be stamped at that country's embassy in London[6,7]. GOV.UK's general guidance for such countries, which does not name Lebanon, gives the full chain as FCDO Legalisation Office, the Lebanese embassy in London, then Lebanon's Ministry of Foreign Affairs[7]. British embassies abroad cannot legalise these documents. More in getting a Lebanese power of attorney in the UK.
Two ways to make a document usable in Lebanon
You can sign in person at a Lebanese embassy or consulate. Or you sign before a notary where you live, have the signature authenticated by the local authorities, and then have it legalised by the Lebanese embassy or consulate[2,3,4,5]. Signing at the mission saves you the local authentication chain, but you have to get there. To weigh the two, see whether to sign at the consulate or before a local notary. For the whole process, read how to give a power of attorney from abroad.
A legalisation stamp checks the signature, stamp or seal. It says nothing about what the document contains[6,7]. The embassy in Brussels states that it is not responsible for the content of the POAs it legalises[5]. Forged POAs have been used to try to sell or mortgage property in Lebanon, including, in one case reported by Annahar in October 2025, an expatriate's property in Jounieh[12,13,14]. In another case, reported by the Internal Security Forces in July 2026, forged identity cards and POAs were used to have notarised POAs executed before notaries[13]. Here is how to check a power of attorney is genuine.
The chain, country by country
Each country has its own authentication steps before the Lebanese mission will legalise a document signed before a local notary. Fees at Lebanese embassies and consulates are set and collected in USD or EUR[15].
- United States: notary, county clerk where required, Secretary of State, then the Lebanese mission[2,3]. For the Washington embassy by mail, the State Department step is added. US missions charge USD 50 special, USD 100 general[2,3,16] per signature, and take money order or cashier's cheque only. For a property POA signed before a local notary, New York and Detroit require two witnesses who are not relatives[3,16]. Detroit wants the applicant's signature and the notary's seal and signature on every page of a POA longer than one page[16]. See a Lebanese power of attorney in the USA.
- United Kingdom: the FCDO Legalisation Office attaches an apostille, then the document is stamped at the embassy in London[6,7]. GOV.UK's general guidance, which does not name Lebanon, then adds approval by the destination country's foreign ministry[7].
- United Arab Emirates: the consulate in Dubai issues POAs for Lebanese nationals and Palestinians with Lebanese travel documents. Other nationals sign before a UAE notary, get UAE foreign ministry attestation, then consulate attestation[17]. The consulate charges AED 184 special, AED 368 general.
- Netherlands: Dutch documents must first be legalised by the Dutch Ministry of Foreign Affairs. The embassy in The Hague then charges EUR 44 special, EUR 88 general (Dutch notary POA)[8].
- Belgium and Luxembourg: local notary, then Belgian/Luxembourg MFA, then embassy by registered mail[5]. The stated processing time by mail is 10 working days. You pay postage both ways, and the embassy takes no responsibility for lost or damaged mail, so it advises registered, traceable post.
- Denmark: Danish MFA, then the Lebanese Embassy in Stockholm[9]. The Danish embassy cannot legalise Danish documents.
- Canada: according to iDocs Canada, a private legalisation service, documents must first be authenticated by the appropriate government office, and legalisation at the Embassy of Lebanon takes 2 to 5 days on average (per iDocs Canada)[18] (see How do I make a power of attorney for Lebanon from Canada?). We read no official Lebanese mission page for Canada.
- Australia: the consulate in Sydney requires the person granting a POA to attend in person with paper documents. Its page does not say whether it also legalises POAs signed before an Australian notary[19]. It lists a fee of $145 general, $72.50 special (cash), but writes only "$". Since consular fees are set in US dollars or euros, this may be US dollars, so confirm the currency and amount with the consulate.
For any country not listed, the mission's own page is the authority: documents, fees and witnesses differ by mission.
What is still unclear
No official page sets out the whole chain in one place. One law firm, Kallas, says documents executed abroad, such as a power of attorney, generally need to pass through the Lebanese mission and then the Ministry of Foreign Affairs before they are usable in Lebanon[10,11]. GOV.UK's general guidance for countries outside the convention also ends with the destination country's foreign ministry, but it does not name Lebanon[7]. The US, UAE and Belgian mission pages end at consular legalisation and mention no further step. The New York consulate's fee of USD 20 per document[20] is for documents already authenticated at the ministry in Beirut; it is not a rule that a POA signed in the US must go there. More in whether the Lebanese foreign ministry step applies.
No source we read gives a Lebanese limit on how old a legalisation may be. Denmark's foreign ministry says documents needing legalisation should be valid for no more than 3 months[9]. Separately, according to Kallas Law Firm, an ordinary POA used to register a right at the Land Registry must be no more than 5 years old[21,22]. Kallas says settled case law exempts a truly irrevocable POA from that limit, and that a POA does not lapse through time alone unless a term is written into it[22]. The notary or Land Registry office in Lebanon that will receive your document can tell you what it accepts.
How to get a document signed abroad accepted in Lebanon
- Ask the office in Lebanon that will use it. Before you sign, ask the notary (kateb adel) or the person acting for you whether they need the Beirut foreign ministry stamp and how recent the legalisation must be. Get the answer in writing if you can.
- Get an official Land Registry extract. The property is identified on paper by its governorate, district, real estate zone, property number, section and block[23,24], the section and block only where they apply. Someone in Lebanon requests the official extract (ifadeh aqariyeh) at the land registry office for the property's area[24,25]. Copies from OMT or online are unofficial and are not enough for a transaction[23,24,26,27]. The extract shows the owner, mortgages and restrictions[28,29]. According to Kallas, a physical certificate takes about 2 business days[27]; we found no published fee, so ask the registry office.
- Prepare the property and identity details. For a property POA, missions ask for the property number and location, plus a copy of the deed or a Land Registry extract[2,4,16], and each party's full names, parents' names, date of birth and registry number[5,16]. Detroit asks for the original deed or registry certificate, not a judge's document[16], and Sydney, for a POA to sell or lease, for a copy of the deeds[19].
- Have the Lebanese mission legalise it. The embassy for Belgium and Luxembourg legalises POAs signed before a local notary by registered mail only[5]. It takes no responsibility for lost mail and advises traceable post. Keep the receipt.
- Send the original to Lebanon and keep copies. The person you named signs the notarial deed and registers the sale at the Land Registry; ownership passes only on registration[29].
It depends on
- The country you sign in. Each has its own authentication chain, and a Lebanese embassy in one country may cover another, as Stockholm does for Denmark[9]. Check your mission's own page.
- Your nationality. In Dubai, only Lebanese nationals and Palestinians with Lebanese travel documents sign at the consulate; other nationals go through a UAE notary[17].
- The office in Lebanon that receives it. No official text settles whether a Beirut foreign ministry stamp is needed or how recent the document must be. Ask the notary or the Land Registry office that will use it.
