Short answer

Sign it in person at a Lebanese embassy or consulate, or sign before a local notary, have it authenticated locally and then legalised by the Lebanese mission[1,2,3,4]. A Mexican apostille alone is not enough: Lebanon is not a member of the Apostille Convention[5]. We found no published rules for Mexico or Latin America, so ask the Lebanese embassy in Mexico City first.

We found no published rules from any Lebanese mission in Mexico or Latin America. This page covers what was published up to 17 October 2026. Forged powers of attorney have been used to try to sell or mortgage Lebanese property[6,7,8], so confirm every step with the mission before you sign or pay anyone.

Why a Mexican apostille is not the last step

Mexico and Brazil are parties to the Hague Apostille Convention and issue apostilles on their own public documents, but Lebanon is not a party[5] (see giving a power of attorney from Brazil). Documents signed abroad for use in Lebanon are legalised through the Lebanese embassy or consulate instead.

An apostille can still be one link in the chain. GOV.UK says (July 2025) that for a country outside the Convention, the UK attaches an apostille first and that country's embassy in London then stamps the document[13,14]. We found no source on the Mexican chain. Nothing we read says what the Lebanese embassy in Mexico City wants on a notario's (Mexican notary's) signature before it will legalise it, so ask the embassy before you book a notary.

How the power of attorney is used in Lebanon

A purchase or sale in Lebanon goes through a notarial deed and then registration at the Land Registry, and ownership passes only when the sale is registered[15]. The person you name in the power of attorney (POA, wakala) signs and registers for you. That is why missions ask the POA to name the property and to come with its papers[1,3,9].

Name the property the way the registry does. To request a registry certificate you give the governorate, the district, the real estate zone and the property number, plus the section and block where they apply[16,17]. Use the same details in the POA, and identify each party by full names, parents' names, date of birth and registry number[4,9].

What the POA allows matters. Kallas Law Firm says selling is an act of disposition, so a general POA is not enough and an express special mandate to sell[12] is required. More in general and special powers of attorney. The same firm says that when an agent registers at the Land Registry, an ordinary POA must be no more than 5 years old[12,18], and that a truly irrevocable POA is not subject to that limit. Plan the timing of your purchase with this in mind.

Signing at a mission or before a local notary

At a Lebanese mission, you sign in person[1,2,3,4]. Check first that the mission will serve you. The consulate in Dubai, for example, issues POAs only for Lebanese nationals and Palestinians with Lebanese travel documents, and other nationals go through a UAE notary[11]. An embassy in one country may also cover another: Danish documents are legalised by the Lebanese embassy in Stockholm[19]. If you live in a Latin American country with no Lebanese mission, ask which embassy covers it.

Before a local notary, you sign, the local authorities authenticate the signature, and the Lebanese mission then legalises it[1,2,3,4]. In the United States, for comparison, the chain is notary, county clerk where required, Secretary of State, then the Lebanese mission[1,2]. Kallas Law Firm says documents executed abroad generally also pass through Lebanon's Ministry of Foreign Affairs before use, but the mission pages we read do not mention that step[20,21]. See the Lebanese foreign ministry step, and for the rules that apply from any country, giving a power of attorney from abroad.

How to do it from Mexico or Latin America, step by step

  1. Get the property's registry details and a recent extract. An official extract (ifadeh aqariyeh) comes from the Land Registry office for the area where the property lies[17,22]. Legalmondo, a law firm, says (June 2025) it is issued only in person and costs USD 5[17]; ask the registry office for the current fee. Kallas Law Firm puts a physical certificate at about 2 business days[23], so someone in Lebanon may have to collect it for you. OMT outlets give an unofficial copy of the title register[16,24], which is not valid for a transaction or in court[16,17,23,24]. Some missions ask for the original deed or an official registry certificate when the POA is to sell[3,9]. Here is how to check a title deed.
  2. Write to the Lebanese mission that covers your country. For Mexico, that is the embassy in Mexico City. Ask which route it accepts and whether it drafts the text. Ask which documents, witnesses and medical certificate it needs, the fee and how to pay it, and whether you need an appointment. Ask what must happen to a notario's signature before it will legalise it, and which language the text must be in.
  3. Have the POA drafted. Name the property by its zone, number and section, and give full names, parents' names, date of birth and registry number[4,9] for you and your agent. Say clearly whether the agent may buy, sell or mortgage. Here is who to name as your agent.
  4. Sign by the route the mission confirmed. Either sign in person at the mission, or sign before a local notary and then have the signature authenticated locally and legalised by the Lebanese mission[1,2,3,4]. Missions ask older applicants for a medical certificate, from 70 (Washington, Dubai) or 80 (Netherlands)[1,3,11], so check the age your mission uses.
  5. Send the original to your agent and check it will be accepted. Ask the notary in Lebanon who will use it whether the Lebanese Ministry of Foreign Affairs must also stamp it. Kallas says such documents generally pass through the ministry, but no official page confirms this for a POA[20,21].
  6. Keep a record and check the extract afterwards. Keep copies of every POA you sign. Check the property's extract from time to time: it shows the owner, mortgages and restrictions[15,25]. More in protecting your property from a forged power of attorney.

It depends on

  • The country you live in. A Lebanese embassy in one country may cover another, as Stockholm does for Danish documents[19]. Ask the embassy in Mexico City which mission covers your country.
  • Your nationality. The consulate in Dubai, for example, issues POAs only to Lebanese nationals and Palestinians with Lebanese travel documents, and sends others to a local notary[11]. Tell the mission which passport you hold.
  • What the POA must do. At US missions a special POA costs less than a general one: USD 50 special, USD 100 general[1,2,9]. A sale needs an express special mandate, according to Kallas Law Firm[12].
  • When it will be used. Kallas Law Firm says an ordinary POA presented for registration must be no more than 5 years old[12,18]. Ask the notary in Lebanon before relying on an older one.

Common questions

Does Lebanon accept a Mexican apostille?

Not on its own. Mexico issues apostilles, but Lebanon is not a party to the Apostille Convention[5], so documents for Lebanon are legalised by the Lebanese embassy or consulate instead. Ask the embassy in Mexico City what it needs on a Mexican notary's signature.

How much does a Lebanese power of attorney cost in Mexico?

We found no published fee for Mexico or Latin America. Lebanese consular fees are set and collected in USD or EUR[10]. For comparison, US missions charge USD 50 special, USD 100 general[1,2,9] per signature, and the embassy in the Netherlands EUR 44 special, EUR 88 general[3].

My country has no Lebanese embassy. What do I do?

A Lebanese embassy in one country can serve another: Danish documents, for example, go to the Lebanese embassy in Stockholm[19]. Ask the embassy in Mexico City, or the nearest Lebanese mission, which one covers your country.

Can I cancel the power of attorney later?

In principle, yes: Kallas Law Firm says an ordinary POA can be revoked at will, but one given in the interest of the agent or a third party only with that party's consent[12,18]. Lebanese missions handle revocations, for example in Dubai with a copy of the POA for AED 276 per signature (Dubai)[3,11], or by email at the embassy in the Netherlands. Neither mission says how the revocation reaches the notary or the Land Registry in Lebanon, so tell your agent and the notary in writing.
