How much does land cost per square metre in Lebanon?
On this page
Short answer
No reliable figure is published. Land in Lebanon is priced plot by plot, and location, zoning, title and survey status all move the price. We found no sourced land price per m² for any area, and no reliable national price index exists[1,2]. Price a plot from recorded sales in its cadastral zone and from its Land Registry extract[3,4].

Why nobody can quote you a price per m²
Lebanon has no reliable, continuous national property price index[1,2]. LeBusiness (October 2026) adds that only four of the years from 2019 to 2026 have fully published registry figures, and that figures from the Lebanese-pound era and the dollar era cannot honestly be joined into one trend. We found no dated, sourced land price per m² or per dunum for any area, whether Beirut, the mountains or the south.
The registry totals exist, but they do not tell you what land costs. Libnanews (August 2026) reports 70,981 transactions, about USD 6.16 billion (2025)[1,10], with every type of property mixed together. The average registered deal in January to May 2026 was about USD 108,000 per transaction (2026)[2,11], according to Libnanews, and LeBusiness gives about USD 108,400 for January to August. Libnanews stresses that this average mixes apartments, land, shops and other property. It also says many sales between 2019 and 2022 were paid with bank cheques drawn on blocked dollar deposits, so recorded prices from those years can be several times their cash value[1].
The per-m² ranges we found by area are for homes, not plots. JSK Real Estate's Q3 2025 figures for Batroun, for example, are quoted for newer and older apartments[13]. Cedar Keys Estates, an advisory firm quoted by LeBusiness in October 2026, warns that asking prices and recorded prices are not the same number, and that registry data describe a district, not one property or its title issues[2]. One figure for Beirut land circulates from a news snippet we could not verify, so we do not repeat it.
Square metres, dunums and shares
If a price is quoted per dunum, convert it: in Lebanon, 1 dunum = 1,600 m²[7], according to Kallas Law Firm's reading of Decree 186/1926. Divide a per-dunum price by 1,600 to get a price per m². We did not check the dunum sizes used in other countries, so work from the area in square metres on the certificate.
Ownership is written in shares, and 2,400 shares[7,8,9] make up the whole property. Shares are undivided fractions of the whole plot, not a marked-out piece of it[3,9,14]. No right can be registered on a defined part of a plot until the plot is partitioned and that part gets its own folio[3]. So a price for a number of shares buys a fraction of the whole plot, not a particular corner of it. No source we read converts shares into square metres; more in how 2,400 shares relate to square metres.
The certificate gives the plot's total and cadastral area, but it shows no area if the plot has not been finally surveyed[8,15]. Estimates of how much of Lebanon is surveyed differ. LIBC (2021) says 50% is delineated and surveyed, UN-Habitat/GLTN (2024) says 65% is surveyed, and The Monthly Magazine (2015) says about 54% has final cadastral surveys[9,16,17]. On a plot that has not been finally surveyed, the certificate gives you no official area to set a price per m² against.
What moves the value of one plot
The register records the land's legal type. On mulk land, the registered person holds full ownership. On amiri land, the State owns the land and the holder has a right of use and disposal (tasarruf)[14].
How much you may build depends on the zone. According to a 2023 academic paper, Decrees 15874/2005 and 617/2007, which implement Building Law 646/2004, define a surface exploitation factor and a total exploitation factor for a plot[18]. We found no published table of these factors by zone. Kallas Law Firm advises pairing the registry check with a review of the municipal master plan[14]. No source confirms which office gives a plot's zoning, so ask the municipality and the General Directorate of Urban Planning. The steps are in how to find a plot's zoning.
Charges on the folio come with the land. Mortgages, attachments, notices of litigation and easements pass to the buyer unless they are cleared before the purchase[4].
In the south, prices follow other rules. Libnanews (October 2026) writes that value in war-affected areas is tied to reconstruction, return, compensation and security rather than to the price mechanisms of Beirut or Mount Lebanon[11]. BLOMINVEST registry figures, as summarised in a research note we have not re-checked, showed no transactions in the South and Nabatieh governorates in January to March 2026. That may reflect closed registry offices rather than no demand[10]. In late April 2026 the Finance Minister said the Bint Jbeil and Ain Ebel registry offices could not be reached, while the Nabatieh and Marjayoun offices kept minimum work with some staff[19]. Ask the registry office whether it is open now, and read about the draft ban on land sales in occupied areas.
How to put a price on a plot from abroad
- Get the plot's identifiers in writing. Ask the seller for the governorate, district, real estate zone and property number, plus the section and block where they apply[8,20]. These identify the plot on paper. See how to find a property's number and zone.
- Get an official Land Registry extract. The official certificate (ifadeh aqariyeh) is issued by the land registry office for the property's area[8,21]. Legalmondo (June 2025) says the request must be made in person at that office and puts the fee at USD 5[8]. The same firm says anyone may request a certificate without showing a legal interest, so a lawyer you hire there can collect it for you. It also says no certificate is issued while a lien or registration on the plot is still being processed. If the office refuses one, ask why. An OMT copy helps for a first look, but it is unofficial and cannot be used for a sale[8,15,20,22]. On the certificate, check the owners, their shares, the area and the charges[8,15].
- See exactly where the plot is. Where the boundaries on the cadastral plan differ from those on the ground, the plan prevails[3,7]. The Cadastre monitors the sworn surveyors it treats as its affiliates[16]. Our sources do not say how to order a plan or what it costs, so ask the registry office or a sworn surveyor. More in cadastral maps and surveys. As of October 2026, the UK Foreign Office advises against all travel[23] to the South and Nabatiyeh governorates, so you may not be able to visit a plot there.
- Ask about the plot's zoning. Selling land requires a statement of contents from the municipality where the land lies, plus a location map[21,24]. No source confirms which office issues a plot's zoning, so ask that municipality in writing which zoning and exploitation factors apply and, if it cannot answer, the General Directorate of Urban Planning.
- Collect recorded sales, not asking prices. Ask local brokers for recent sales of plots in the same cadastral zone with similar zoning, and for the price that was registered. LeBusiness, An-Nahar and Libnanews all note that asking prices and sale prices differ[1,2,25]. Cedar Keys Estates says listings are often priced on what a neighbour claims to have been offered, and then sit unsold for six months[2].
- Get an independent valuation. JSK Real Estate, an agency that sells valuations, wrote in September 2023 that reports come either from a sworn valuer accepted by the courts or from an agency, at different prices; it publishes no fees[26]. It says a valuation involves a visit to the property and a review of its legal documents. See getting a property valued.
- Add the fees before you make an offer. The registration fee is 3% of the value for Lebanese buyers, 5% for non-Lebanese[12]. For built property, the fee is charged on an estimated value (the rental value multiplied by 30) when that is higher than the declared price[27,28]. The sources we read do not confirm the fee base for unbuilt land, so ask the notary. Kallas Law Firm puts total buying charges, as a share of the property's value, at about 4% (Lebanese), about 6% (non-Lebanese)[28]. That leaves out broker commission, lawyer fees and the extract.
It depends on
- Your nationality. A foreigner may own up to 3,000 m²[9,29,30] in total without a licence. Sources differ on what that limit covers: IDAL says it counts land in aggregate, including built property, while Choueh and Legal 500 say it covers built property or property set for building[24,29,31]. Ask the notary before you price a large plot.
- Survey status. Where a region is not fully surveyed, a provisional delimitation and publication procedure applies before any new inscription, and objections must be filed within two months[3]. Ask a property lawyer how this affects the plot.
- Land type and zoning. Whether the land is mulk or amiri changes the right you are buying[14]. Ask the municipality what the zone allows you to build, and ask a lawyer about the land type.
Common questions
How many square metres is a dunum in Lebanon?
In Lebanon, 1 dunum = 1,600 m²[7], according to Kallas Law Firm's reading of Decree 186/1926. Where the Land Registry certificate shows the area in square metres, use that figure.
Can I use Land Registry statistics to price land in Lebanon?
How much does land cost in south Lebanon?
No reliable figure exists. Libnanews (October 2026) writes that value in war-affected areas such as the South is tied to reconstruction, return, compensation and security[11]. A draft law approved by the Cabinet in September 2026 would also bar sales in occupied towns until the occupation ends[5,6].
Is a land price quoted by a broker in Lebanon reliable?
Treat it as an asking price until you see a recorded sale. We found no licensing rule for real-estate brokers in Lebanon's Commercial Code[32], so check the plot's Land Registry extract and get your own valuation.
