Short answer

Sign it before a UK notary, have the FCDO Legalisation Office apostille it, then have it stamped at the Lebanese embassy in London[1,2,3,4][5,6]. The apostille alone is not enough: Lebanon is not a member of the Apostille Convention[7]. GOV.UK's generic guidance, which does not name Lebanon, ends with the country's foreign ministry[6]; whether Lebanon requires it is not settled. Ask the embassy for fees and timing.

Forged powers of attorney have been used to try to sell or mortgage property in Lebanon, including an expatriate's property in Jounieh[8,9,10]. This page covers what was published up to 17 October 2026.

Why a UK apostille is not the end of it

The Hague Conference's status table lists 130 parties; Lebanon not among them (30 June 2026)[7]. The UK is one of those parties, so it issues apostilles for its own public documents. Its Legalisation Office checks the signature, stamp or seal on a UK document and attaches the apostille. For a country outside the Convention, the document then has to be stamped at that country's embassy in London[5,6]. British embassies abroad cannot legalise documents, so you cannot do this part in Beirut[6].

GOV.UK's guidance covers every country outside the Convention and does not name Lebanon. It ends with approval by the country's foreign ministry[6]. Kallas Law Firm also says documents executed abroad generally pass through the Lebanese mission and then the Ministry of Foreign Affairs, but the US, UAE and Belgian mission pages stop at consular legalisation[13,14]. None of the official pages we read settles this for a POA. Ask the notary or Land Registry office in Lebanon that will use yours. More in does my POA also need Lebanon's foreign ministry stamp.

Signing in London: what we know and what we don't

A POA for Lebanon is signed in one of two ways. You sign it in person at a Lebanese embassy or consulate. Or you sign it before a local notary, have it authenticated locally and then legalised by the Lebanese mission[1,2,3,4]. We did not read the London embassy's own POA page, so we cannot tell you whether it signs POAs in person, what it charges, whether it wants witnesses or how long it takes. Lebanese law sets consular fees in USD or EUR[12], so expect a price in one of those rather than in pounds.

The rules at other missions vary a lot. New York and Detroit require two witnesses who are not relatives[2,11] for a POA signed before a local notary. Missions also ask older applicants for a medical certificate, from 70 (Washington, Dubai) or 80 (Netherlands)[1,3,15]. In Dubai, only Lebanese nationals and Palestinians with Lebanese travel documents sign POAs at the consulate. Other nationals sign before a UAE notary, get UAE foreign-ministry attestation, and the consulate then attests the document[15]. Before you book anything, ask London which of these rules apply to you. For a comparison across countries, see how to give a power of attorney from abroad.

What the POA must say about the property

Missions ask for the property number and location, plus a copy of the deed or a Land Registry extract[1,3,11]. A property in Lebanon is identified by its governorate, district (caza), real estate zone and property number, plus the section and block where they apply[16,17]. An apartment also has its own unit number added to the plot number, with its own folio[18]. Copy these exactly from the Land Registry extract (ifadeh aqariyeh) rather than from what the seller or agent says, and give each party's full names, parents' names, date of birth and registry number[4,11].

The POA also has to say what your agent may do. According to Kallas Law Firm, selling a property needs an express special mandate to sell[19], and a general POA will not do. Kallas also says a POA made in the interest of the agent or a third party can be withdrawn only with that person's consent. If the draft has any "irrevocable" wording, read it with a lawyer before you sign. See general and special powers of attorney.

Protecting yourself

In July 2026 the Internal Security Forces reported a suspect who forged deeds, IDs and POAs. He used them to have POAs executed before notaries and then mortgaged the properties[9]. Name someone you trust and keep a copy of every POA you sign. Check your property's extract from time to time too, because it shows the owner, mortgages and other charges[20,21]. Here is how to protect your property from a forged POA.

Missions also handle revocation. Dubai, for example, asks for a copy of the POA you want revoked[3,15]. None of the pages we read says whether London does the same, or how a revocation reaches the notary and Land Registry in Lebanon. See how to cancel a power of attorney.

How to get a Lebanese POA in the UK, step by step

  1. Get the property's identifiers and a recent extract. Someone in Lebanon requests it at the Land Registry office for the area where the property lies[17,22]. According to Legalmondo (June 2025), anyone may request one without showing a legal interest. No certificate is issued while a lien or registration on the plot is still in process[17]. Legalmondo also says the official certificate is issued only in person there and costs USD 5. Kallas Law Firm (October 2025) gives about 2 business days for a physical certificate[23]. OMT outlets give an unofficial copy[16,24], and that copy is not valid for a transaction[16,17,23,24]. Ask the embassy whether it will accept one for the POA file. Here is how to check a title deed.
  2. Ask the Lebanese embassy in London before anything else. Ask whether you can sign in person, what the fees and payment method are, whether you need witnesses or a medical certificate, which property document it wants and how long it takes.
  3. Have the POA drafted. A lawyer in Lebanon who will handle the deal can draft it. Name the property by its full identifiers and give each party's full names, parents' names, date of birth and registry number[4,11]. If the agent will sell, the POA needs an express special mandate, according to Kallas Law Firm[19].
  4. Sign before a UK notary. Ask the notary beforehand which ID to bring. If the embassy wants certified copies of UK documents, such as your passport, GOV.UK says they must be made by a UK-based notary[5].
  5. Send it to the FCDO Legalisation Office for an apostille. The office checks the notary's signature and seal and attaches the apostille[5,6]. We did not record its fee or timing, so check GOV.UK when you apply.
  6. Have it stamped at the Lebanese embassy in London. For a country outside the Convention, GOV.UK says the apostilled document must next be stamped at that country's embassy in London[5,6]. Step 7 covers whether anything more is needed.
  7. Ask whether a Beirut foreign ministry stamp is needed. GOV.UK's generic chain ends with the foreign ministry[6]. The notary or Land Registry office that will use the POA can confirm whether Lebanon requires it.
  8. Send the original to your agent. Your agent signs the notarial deed and registers the sale. Ownership passes only on registration[21]. According to Kallas Law Firm, the Land Registry accepts an ordinary POA for registration only if it is no more than 5 years old[19,25].

It depends on

  • Whether London signs POAs in person. Missions either sign POAs themselves or legalise notarised ones[1,2,3,4]. We could not confirm which London offers, so ask the embassy.
  • Buying or selling. A sale needs an express special mandate, according to Kallas Law Firm[19]. Have the lawyer in Lebanon confirm the wording.
  • Your age. The age for the medical certificate differs by mission: from 70 (Washington, Dubai) or 80 (Netherlands)[1,3,15]. Ask London which age it uses.
  • The foreign ministry step. None of the official pages we read settles whether the POA must also pass Lebanon's foreign ministry[13,14]. Ask the notary or Land Registry office that will use it.
  • Your nationality. Some missions use a different route for non-Lebanese. In Dubai, other nationals go through a UAE notary and UAE attestation instead of signing at the consulate[15]. If you are not Lebanese, ask London which route applies to you.

Common questions

Is a UK apostille valid in Lebanon?

Not on its own. Lebanon is not a member of the Apostille Convention[7], so after the FCDO apostille the document must be stamped at the Lebanese embassy in London[5,6].

Can the British embassy in Beirut legalise my power of attorney?

No. GOV.UK says British embassies abroad cannot legalise documents. The UK route runs through the FCDO Legalisation Office and the Lebanese embassy in London[6].

How much does the Lebanese embassy in London charge for a POA?

We could not confirm London's fees. Lebanese law sets consular fees in USD or EUR[12]. Their undated pages, read in October 2026, show US missions charging USD 50 special, USD 100 general[1,2,11] per signature and the embassy in the Netherlands EUR 44 special, EUR 88 general[3], so ask London for its own figure.

Does a Lebanese power of attorney expire?

According to Kallas Law Firm, a POA does not lapse with time unless a term is written into it[19]. To register a sale at the Land Registry, though, an ordinary POA must be no more than 5 years old[19,25], also according to Kallas.
