Short answer

Sign it in person at the Lebanese embassy in Washington or a Lebanese consulate, or sign before a US notary and take it up the chain: notary, county clerk where required, Secretary of State, then the Lebanese mission[1,2][1,2,3,4]. An apostille alone is not enough: Lebanon is not a member of the Apostille Convention[5]. Fees are USD 50 special, USD 100 general[1,2,6], per signature, paid by money order or cashier's cheque only (New York: money orders only). Name the property by number and location[2,3,6].

Forged powers of attorney have been used to try to sell or mortgage property in Lebanon, including property of owners living abroad[7,8,9]. The US mission pages we read are undated. This page covers what they said when checked on 17 October 2026, so read your mission's own page before you sign or post anything.

Two routes: at the mission or before a US notary

You can sign a power of attorney for Lebanon in person at a Lebanese embassy or consulate. Or you can sign it before a local notary, have it authenticated by US authorities and then legalised by the Lebanese mission[1,2,3,4]. For a purchase, the person you name signs the notarial deed and registers the sale at the Land Registry for you, and you become the owner only once the sale is registered[10]. The general picture for every country is in giving a power of attorney from abroad.

At the embassy in Washington, you start by emailing the POA you want along with your documents. Once everything has arrived, the embassy prepares the POA and contacts you for an appointment, first come, first served[2]. The embassy publishes no waiting time, so ask when you email.

The New York consulate legalises POAs that were not drafted there without an appointment. It works on a walk-in basis, Monday to Friday, 9:00 to 15:00[1]. Bring a valid passport, a Lebanese ID card, or a family or individual civil-registry extract (ikhraj qayd) issued within the last 10 years, plus a copy of it. The Detroit consulate legalises POAs sent by mail, without an appointment, once they are notarised and authenticated by the Secretary of State[6]. We did not read the Los Angeles consulate's page. If you deal with it, ask it directly about its documents, witness rule, fees and timing.

The chain is notary, county clerk where required, Secretary of State, then the Lebanese mission[1,2]. If you mail the POA to the Washington embassy, a State Department step comes before the embassy. An apostille stamp does not replace these steps, because Lebanon is not a member of the Apostille Convention[5].

Each mission adds its own conditions:

  • New York and Detroit: a real-estate POA signed before a US notary needs two witnesses who are not relatives[1,6].
  • Detroit, by mail: if the POA runs to more than one page, every page must carry your signature and the notary's seal and signature[6]. The file also needs the application form, the Lebanese IDs of the applicant and the person named, and a copy of the applicant's driver's licence.
  • Washington, by mail: include copies of your ID, the ID of the person you name and the witness's ID (passport or driving licence)[2]. The embassy says it rejects incomplete files.

Each mission has its own payment rule. New York takes only money orders payable to the Consulate General. Washington takes a money order or cashier's cheque payable to the Embassy. Detroit takes a bank-issued cashier's cheque or a USPS money order[1,2,6]. Do not send cash or a personal cheque.

Nobody has settled whether the POA must also be stamped by Lebanon's Ministry of Foreign Affairs in Beirut. Kallas Law Firm says documents executed abroad generally pass through the Lebanese mission and then the ministry, but the US mission pages stop at consular legalisation[11,12]. Ask the notary or the Land Registry office that will use the POA, and see the Beirut foreign ministry step. The New York consulate charges USD 20 per document[13] for a separate service: legalising documents that have already passed that ministry. That fee is not for your POA.

What the POA has to say about you and the property

Missions ask for each party's full names, parents' names, date of birth and registry number[4,6]. They also ask for the property number and location, plus a copy of the deed or a Land Registry extract[2,3,6]. For any POA that mentions property in Lebanon, the Detroit consulate asks for the original deed or the registry certificate, not a judge's document, although elsewhere the same page accepts a copy[6]. Before you post an original deed, ask your mission whether a copy is enough.

According to the law firm Legalmondo (June 2025), the official Land Registry extract (ifadeh aqariyeh) is issued only in person at the registry office for the property's area and costs USD 5[14]. Copies obtained online or through OMT are unofficial and are not accepted for transactions[14,15,16,17]. If you have nobody in Lebanon, a lawyer there can collect it for you. See how to get a Land Registry extract.

Decide what the POA allows. US missions charge USD 50 special, USD 100 general[1,2,6]. Kallas Law Firm says a general POA is not enough for a sale, which needs an express special mandate to sell[18]. The difference is explained in general and special powers of attorney.

Steps

  1. Get the property's identifiers and a recent extract. Someone in Lebanon requests it at the Land Registry office for the property's area[14,19], giving the governorate, district, real estate zone, property number, section and block[14,15]. Legalmondo put the fee at USD 5 in June 2025[14]. Kallas Law Firm gave about 2 business days for a physical certificate in October 2025[17]. If you do not know the property number, a general search by owner name, using the owner's full name, birth year and mother's name[17,20], lists the properties registered to that person. Kallas puts that search at about 10 days. A lawyer in Lebanon can make these requests for you; ask them what they need from you first. Read the extract: it shows the owner, mortgages and restrictions[10,21].
  2. Pick your mission and route. Washington takes bookings by email for an in-person appointment[2] and also accepts notarised POAs by mail[1,2]. New York takes walk-ins for legalisation[1]. Detroit works by mail[6]. Read that mission's own page for its current documents and fees.
  3. Have the POA drafted. Give each party's full names, parents' names, date of birth and registry number[4,6] and name the property by number and location[2,3,6]. If the agent will sell, use a special mandate[18].
  4. Sign it. Sign at the embassy appointment, or before a US notary with two witnesses who are not relatives[1,6] if you will go through New York or Detroit. For Detroit, sign every page and have the notary seal every page[6]. If you mail it to Washington, sign with a witness and include a copy of the witness's passport or driving licence[2].
  5. Authenticate it in the US. Go to the county clerk if your state requires it, then the Secretary of State. If you mail it to Washington, add the State Department[1,2].
  6. Legalise it at the Lebanese mission. Bring or send your ID, the copies the mission lists, and the fee of USD 50 special, USD 100 general[1,2,6] per signature. New York takes money orders only; Washington and Detroit also take a cashier's cheque. If you are over 70 and use Washington, add a doctor's certificate of good mental health, also for mailed POAs[2].
  7. Send the original to your agent and keep a full copy. After that, ask for a fresh extract from time to time to check that nothing was registered without you. More in protecting your property from a forged POA.

It depends on

  • Which mission you use. Washington books appointments by email[2] and New York takes walk-ins[1]. Detroit works by mail[6]. New York and Detroit want two witnesses for a US-notary POA[1,6], and each mission names its own payee[1,2,6]. We have no information on Los Angeles, so ask the consulate.
  • Your age. Washington asks for a medical certificate over 70[2,3,22]. Detroit's page says 70, 73 or 65 depending on the section[6], so if you are 65 or older, ask Detroit which rule applies. See the medical certificate for older signers.
  • What the agent will do. Special and general POAs cost different amounts[1,2,6], and Kallas Law Firm says a sale needs a special mandate[18].
  • When the POA will be used. Kallas Law Firm says an agent registering at the Land Registry must show a POA that is no more than 5 years old[18,23]. Sign close to the time you need it.
  • The Beirut ministry step. No mission page settles it[11,12]. The notary handling the sale in Lebanon can tell you whether they want it.

Common questions

How much does a Lebanese power of attorney cost in the US?

US missions charge USD 50 special, USD 100 general[1,2,6], per signature. New York takes money orders only, while Washington and Detroit also take a cashier's cheque, and each mission names its own payee.

Do I need an appointment at the Lebanese consulate in New York?

Not to legalise a POA drafted elsewhere. New York takes these on a walk-in basis, Monday to Friday, 9:00 to 15:00[1]. Bring a valid passport, a Lebanese ID card or a civil-registry extract issued within the last 10 years, with a copy.

Can I just get an apostille on my US power of attorney?

No. Lebanon is not a member of the Apostille Convention[5], so the POA goes through the US authentication chain and is then legalised by the Lebanese embassy or consulate[1,2,3,4].

At what age does the Detroit consulate want a medical certificate?

Its page contradicts itself, giving 70, 73 or 65 depending on the section[6]. If you are 65 or over, ask the consulate before you sign.
