How do I protect my Lebanese property from a forged power of attorney while I live abroad?
On this page
Short answer
Watch your property's Land Registry record, limit and revoke the powers of attorney you give, and act fast. We found no published procedure that lets an owner abroad block their record. Have a property certificate pulled regularly: it shows the owner, mortgages, seizures and pending court actions[1,2]. Forged POAs have been used to try to sell or mortgage property[3,4,5].

How forged powers of attorney have been used
Forged POAs have been used to try to sell or mortgage property in Lebanon. One case was a forged sale POA against an expatriate's property in Jounieh[3,4,5]. In July 2026 the Internal Security Forces (ISF) reported a suspect who forged ownership deeds, identity cards and POAs. He used them to get notarised POAs signed before Lebanese notaries, then mortgaged the properties to several people[4]. A POA signed before a notary (kateb adel) in Lebanon can therefore still rest on forged papers.
In June 2026 the ISF reported another case. The title deed of a property in Halat (Jbeil) had been forged with a fake identity document in the real owner's name. Ownership passed to the forger and then to a buyer, although the owner had never sold[14]. Notaries do catch some forgeries. In August 2026, notary offices in Jounieh and the Bekaa reported suspected forged POAs, a forged title deed and a forged ID card[15]. A 2023 case began when a notary reported a forged non-revocable POA to the Special Investigation Commission[5]. The July 2026 case shows that forged papers can still get past a notary, so you cannot rely on that check alone.
A legalisation stamp from a Lebanese mission does not check what a POA says. The embassy in Belgium, for example, states that it is not responsible for the content of the POAs it legalises[16]. We found no published way for an owner abroad to ask a Lebanese notary whether a POA in their name has been presented. If you are on the other side and someone shows you a POA, see how to check a power of attorney is genuine.
Why a forgery has to be caught early
Kallas Law Firm explains that a power of attorney does not move ownership by itself. Ownership passes through the authentic deed signed before a notary and then inscribed at the Land Registry[17]. A forged POA is the tool used to sign that deed in your name. Rights and seizures count against third parties only from the date they are inscribed on the property's folio[18]. Between competing rights, the earlier entry in the registry's daily journal ranks first.
Kallas reads Decree 188/1926 as protecting a person who acquires a right by relying on the Land Registry entries, unless that person knew of the defect beforehand[18]. The firm also says there is no state-backed fund for registry errors. Registry officials are personally liable, and the State pays only if they cannot[18,19]. We found no published guide to how a victim reverses a sale or mortgage registered under a forged POA, or how long that takes. Ask a Lebanese property lawyer, and aim to catch any problem before it reaches the register.
The powers of attorney you have already signed
A POA you signed years ago may still be in force. According to Kallas Law Firm, a POA has no expiry unless a term is written in[11]. To register a sale, though, the Land Registry requires an ordinary POA to be no more than 5 years old[10,11], under Art. 50 of Decision 188/1926 as Kallas reads it. The same firm says settled case law exempts a truly irrevocable POA from that limit.
Kallas says that in principle you can revoke an ordinary POA whenever you wish[10,11]. An irrevocable POA, given in the interest of the agent or of a third party, is revocable only with the beneficiary's consent[11]. Kallas says it also survives the principal's death. If you sign a new POA to sell, Kallas says you need an express special mandate to sell, because a general POA is not enough.
Lebanese missions handle revocations. The consulate in Dubai asks for a copy of the POA and charges AED 276 per signature, and the embassy in the Netherlands arranges cancellation by email[12,13]. Neither says how the revocation reaches the notary or the Land Registry in Lebanon, and we found no public register of revocations[10,11]. Ask a lawyer in Lebanon how to put your revocation on record, and tell the agent in writing too. More in how to cancel a power of attorney.
How to check and protect your property from abroad
- Collect your property's identifiers. Your title deed is the owners' copy of the property's real folio[18]. Note the governorate, district, real estate zone, property number, section and block[1,6] from it, because every request asks for them. If you do not have them, see how to find your property number, zone and section.
- Get a quick unofficial copy. Someone in Lebanon can take the identifiers to an OMT outlet. They receive an unofficial hard copy, a digital copy by SMS and, on request, a copy by email[6,8]. OMT also asks for a mobile number and an email address[1,6]. No fee is published, so ask at the outlet. Legalmondo (June 2025) says an unofficial information form can also be obtained through the land registry's website for USD 4[1]. We could not check that this service still runs. If it does, you can do this check yourself from abroad.
- Get an official certificate when it matters. Legalmondo (June 2025) says the official certificate (ifadeh aqariyeh) is issued only in person at the land registry office for the property's area[1,7], for USD 5[1]. In April 2026 the Finance Minister said the registry's database allows certificates to be issued electronically[9]. No source says how the public can use this, so ask the registry office. Kallas Law Firm (October 2025) says a physical certificate takes about 2 business days[2], and opening days vary. Legalmondo also says certificates are public, so anyone can request yours without showing a legal interest. A lawyer or another person can therefore collect it for you. In April 2025 several Mount Lebanon offices worked only on set days[20], so have the person call the office before going. Costs and steps are in how to get a Land Registry extract.
- Read every line yourself. Check the owner's name, your shares (out of 2,400[1,19,21]), and any mortgages, pledges, seizures or pending court actions[1,2]. Compare each line with your own deed and with the last certificate you saw. Legalmondo says no certificate is issued while a lien or a registration on the plot is still in process[1]. If the office refuses for that reason, find out what is pending.
- Run a search under your own name. Kallas Law Firm describes a general search by a person's full name, birth year and mother's name[2,9]. It lists all the property registered to that person, with property number, district and shares. Kallas says it takes about 10 days[2]. Older entries may lack the mother's name[9]. No source says who may request this search or at which office, so ask a Lebanese lawyer.
- Report at once if anything is wrong. If a sale, mortgage or POA you did not sign appears, report it through the ISF Baligh service, the ISF app or the nearest police station[22] (ISF, March 2026). Kallas Law Firm says fraud under Art. 655 of the Penal Code can concern property[23] and is prosecuted without any need for a complaint from the victim. Then instruct a lawyer. See where to report property fraud.
It depends on
- Whether you ever signed an irrevocable POA. According to Kallas Law Firm, you cannot withdraw it without the beneficiary's consent[11], and it is exempt from the five-year registration limit[10,11]. Kallas says a POA is irrevocable because of its substance, not its label, so have a lawyer read the wording. More in irrevocable powers of attorney.
- Whether the land is surveyed. Legalmondo says the certificate does not show the area if the plot has not been finally surveyed[1,2]. The registry's automated database covers surveyed and numbered properties[9]. The Monthly Magazine (2015) said land that was never surveyed is recorded only in booklets kept by mukhtars[24]. Ask the mukhtar and a lawyer what record exists for your plot.
- What is already on the register. If a forged sale or mortgage is already registered, you need a lawyer. Kallas Law Firm reads Decree 188/1926, Art. 29, as allowing a notice of a court action to be entered on the folio only by decision of the president of the competent civil court, and that decision can be appealed within eight days[18] of notification.
Common questions
Can I put a block or warning on my Lebanese property from abroad?
We found no published procedure that lets an owner block or flag their own folio. The only entry we found is a notice of a court action, which, according to Kallas Law Firm, can be entered on the folio only by decision of the president of the competent civil court[18]. A Lebanese property lawyer can tell you whether that route fits your case.
Does an old power of attorney expire on its own?
Is an OMT copy enough to check my property?
Can a stranger look up my property in Lebanon?
Yes. Legalmondo says property certificates are public and anyone can request one without showing a legal interest[1]. This also means a lawyer or another person can pull yours for you.
